TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMISSION MARCH 23, 2022 MINUTES PowerPoint Presentation Present: Joseph Wren, Chair, Bill Smyth, Bruce Koedding, Gary Davis, George Gates, Kathy Smith, Michael McCormick, Pam Ireland, Brett Bennett (arrived at 5:03 pm). Staff: Michele Reed, David Pagliarini, Kevin Mitchell, Peter Stone, Kristen Forbus, Lynnette Lynes Mr. Wren called the meeting to order at 5:00 pm. 1. Approval of the Agenda Ms. Ireland moved for approval of the agenda. Ms. Smith seconded the motion. All in favor. 2. Approval of Minutes from February 16th Meeting Ms. Smith moved for approval of the minutes with the following corrections: ➢ Page 1, second line—should read that Mr. Bennett arrived at 5:03 pm. Ms. Ireland seconded the motion. All in favor. Mr. Bennett arrived at this time (5:03 pm). 3. Update on Planning Commission Recommendations Mr. Stone reviewed the Town Council decisions with the Commission. 4. General Correspondence No correspondence was received. 5. General Public Comment There being no comments, Mr. Wren continued with the agenda. 6. Requests  Planning Commission March 23, 2022 Page 2 of 3 A. R-06-22. Request to rezone RC-2, Rural Conservation -2 District, a tract of land currently zoned R-1, Low-Density Residential District, in the Pepper Plantation Subdivision, physically addressed as 1490 Old Rosebud Trail. Subject parcel is approximately 2.51-acres, identified by TMS Nos. 615-00-00-025. Parcel is not incorporated in the Pepper Plantation PD, Planned Development, there is no request to do so at this time. Mr. Stone reviewed staff comments with the Commission. Mr. Tim Cook reviewed the request with the Commission. There being no comments, Mr. Wren closed public comments. Ms. Smith moved for approval. Mr. Smyth seconded the motion. All in favor. B. SP-03-22, 1543 Barquentine Dr, TMS # 532-14-00-221, Single Lot Subdivision. Subject Parcel totals 0.27-acres located in Pirates Cove Subdivision, Zoned R-4, Medium-Density Residential District. Proposed is to subdivide to create additional lot, under the same Zoning designation. Land Development Waiver Requested. Mr. Mitchell reviewed staff comments with the Commission. Mr. Lewis Seabrook, Engineer for applicant, reviewed the request with the Commission. Ms. Smith moved for denial of the sketch plan and LDR waiver as presented. Mr. Davis seconded the motion. Motion carried on a 7 to 1 vote with Mr. Smyth, Mr. Koedding, Mr. Davis, Mr. Gates, Mr. Wren, Ms. Smith, and Ms. Ireland in favor; Mr. McCormick opposed. 7. Other Business a. Planning Commission Training Session Mr. Pagliarini reviewed the Commission procedures with the Commission.  Planning Commission March 23, 2022 Page 3 of 3 The Commission agreed to add discussion of changing the format of meeting minutes to next month’s agenda. The Commission asked that directions on how to receive notifications from their Town email account be forwarded to them. There being no further business, the meeting adjourned at 6:21 pm.
