TOWN OF MOUNT PLEASANT, SOUTH CAROLINA BOARD OF ZONING APPEALS AUGUST 29, 2022 MINUTES STAFF REPORT PRESENT: Stephen Wood, Chair, Aaron Butner, Elliott Barrow, Julian Hopkins, Megan Stevens, Giles Branch, Cameron Swails. STAFF: Chris Swalhah, Jane Yager-Baumrind Mr. Wood called the meeting to order at 6pm. A. Approval of Agenda Mr. Hopkins moved for approval of the agenda. Mr. Butner seconded the motion. All in favor. B. Approval of Minutes Mr. Hopkins moved for approval. Mr. Butner seconded the motion. All in favor. C. Public Comment There being no public comment, Mr. Wood continued with the agenda. D. General Correspondence All correspondence received was linked to the agenda. E. Explanation of Procedures F. Administration of Oath Mr. Wood explained the procedures for the public and administered the oath to those speaking. G. Business 1. Case V-19-2022, 1221 Fairmont Avenue, TMS#5320200031. Request for relief from the strict application of §156.119(G)(2) to allow utilization of a Telecommunications Carrier on Wheels (COW) for a  Board of Zoning Appeals August 29, 2022 Page 2 of 2 period not to exceed 120 days. This is an extension of a relocation of the 100-foot-tall COW ballast pole located at 520 King Street which has been replaced with two 60- foot-tall Cell on Light Truck (COLTS). The ordinance limits the use of COWs for a period not to exceed 120 days following a natural disaster or local emergency declaration. Mr. Swalhah reviewed staff comments with the Board. Mr. Jonathan Yates and Mr. Don Slowek reviewed the request with the Board. Mr. Wood allowed additional time for the applicant to give their presentation. There being no comments, Mr. Wood closed public comment. Motion: Mr. Hopkins moved for approval based on the findings that it meets the criteria for a variance as there are extraordinary and exceptional conditions, it is for the public good and there would be no detriment to the neighborhood, and if not approved, it would cause a detriment to the community with the condition that the work be completed by December 31, 2022. Mr. Branch seconded the motion. Motion passed on a 6 to 1 vote with Mr. Swails, Mr. Barrow, Mr. Branch, Mr. Hopkins, Ms. Stevens, and Mr. Wood in favor; Mr. Butner opposed. H.
