TOWN OF MOUNT PLEASANT, SOUTH CAROLINA BOARD OF ZONING APPEALS SEPTEMBER 25, 2023 MINUTES STAFF REPORT Present: Stephen Wood, Chair, Giles Branch, Megan Stevens, Elliott Barrow, Molly Hall, Julian Hopkins. Absent: Aaron Butner (excused) Staff: Kara Browder, Lynnette Lynes Mr. Wood called the meeting to order at 6:00 pm. A. Approval of Agenda Ms. Stevens moved for approval of the agenda. Mr. Branch seconded the motion. All in favor. B. Approval of Minutes Ms. Stevens moved for approval of the minutes. Mr. Branch seconded the motion. All in favor. C. Public Comment D. General Correspondence All correspondence was linked to the agenda. There being no comments Mr. Wood closed public comment and continued with the agenda. E. Explanation of Procedures F. Administration of Oath Mr. Wood explained the procedures with the public and administered the oath to those speaking. G. Business 1. Case V-37-23, 653 Long Point Road, TMS #556-00-00-525. Request for relief from the strict application of §156.312(D)(1)(a)(2)(a) to allow a 23- Board of Zoning Appeals September 25, 2023 Page 2 of 3 foot encroachment into the required 50-foot buffer. The applicant has requested DEFERRAL. Mr. Hopkins moved for approval of the deferral as requested by the applicant. Mr. Branch seconded the motion. All in favor. 2. Case V-40-23, 3500 Thomas Cario Boulevard, TMS 598-00-00-035. Request to allow the construction of 70-foot-tall light poles around the existing sports complex. The ordinance limits the height of all structures on this parcel to 50-feet. Ms. Browder reviewed staff comments with the Board. Mr. Weston McBee, Seamon Whitesides, reviewed the request with the Board. There being no comments, Mr. Wood moved to Board questions. Mr. Wood closed public comment. Mr. Branch moved for approval based on the findings that the criteria have been met as the existing lighting cannot be utilized for the proposed field, it does not apply to other properties as similar lighting has been used in other field renovations, and there is no detriment to surrounding neighborhoods. Mr. Hopkins seconded the motion. All in favor. 3. Case S-03-23, 1561 Johnnie Dodds Boulevard, TMS #559-13-00-044. Request for special exception to permit the use; outdoor storage and/or display on the parcel. Ms. Browder reviewed staff comments with the Board. Mr. Lee Rodriguez, LFK Architects, reviewed the request with the Board. There being no comments, Mr. Wood moved to Board questions. Mr. Wood administered the oath to Ms. Patterson. Ms. Donna Patterson, owner, answered questions of the Board regarding the outdoor storage. Board of Zoning Appeals September 25, 2023 Page 3 of 3 Mr. Wood closed public comment. Ms. Stevens moved for approval based on the findings that the criteria for a special exception has been met with the condition that only up to five golf cars can be displayed. Mr. Hopkins seconded the motion. Mr. Hopkins moved to amend the motion to clarify that if the lease is renewed or the ownership changes, the provision to allow up to five golf carts would remain intact. Mr. Branch seconded the amendment. Motion passed on a 5 to 1 vote with Mr. Barrow, Mr. Branch, Mr. Hopkins, Ms. Stevens, and Mr. Wood in favor; Ms. Hall opposed. Mr. Barrow moved to amend the motion to include that golf carts can only be displayed during the business hours of Monday thru Saturday, 9 am-5 pm. Mr. Hopkins seconded the amendment. Motion passed on a 5 to 1 vote with Mr. Barrow, Mr. Branch, Mr. Hopkins, Ms. Stevens, and Mr. Wood in favor; Ms. Hall opposed. Mr. Wood called for a vote on the motion as amended. All in favor. 4. Case V-41-23, 142 Rose Lane, TMS #532-01-00-156. Request for relief from the strict application of §156.303(Table) to allow encroachments into the front, rear, and side setbacks. 5. Case V-42-23, 217 Bennett Street, TMS #532-01-00-009. Request for relief from the strict application of §156.313(F)(3)(c) to allow a Building Area Ratio (BAR) of 6,098sqft. The ordinance limits the BAR to 5,500sqft. These items were withdrawn by the applicants. H. Approval of Final Orders The Board approved final orders.
