1. Call to order
Ms. Whitley called the meeting to order at 9:00 am.
2. Approval of Minutes from the September 5, 2023 meeting
Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the
motion. All in favor.
3. Public Comments
Mr. George Freeman, 1450 Bowman Rd, spoke regarding the Liberty Hill
Development Agreement extension. He stated that the original plans included a
farm and asked if this had been removed from the development as this was an
integral part of the development.
Mr. Daniel Garvey, Mount Pleasant Waterworks, spoke regarding the rezoning
at Charleston National. He stated that he is available for questions.
There being no further comments, Ms. Whitley closed public comment and
continued with the agenda.
4. Continued discussion on Liberty Hill Farms Development Agreement (DA)
Amendment. Request to amend the current Development Agreement for
Liberty Hill Farms to extend the DA for five years and to amend the
development schedule.
Ms. Reed reviewed the request with the Committee.

Mr. Steven Baker, developer, spoke regarding the community open space that
includes fruit trees. He stated that there are several areas throughout the
development that will be available for community farming as well as an amenity
center that should be completed by next year that will be used for community
farming.
The Committee recommended an executive session for legal advice be held with
Town Council at the next Town Council meeting.
5. Review of Planning Commission recommendations from September 20,
2023, meeting
a. R-11-23. MPWW Rezoning. Request to rezone two vacant parcels
comprised of 4.7-acres, on the corner of Highway 17 North and Old
Course Lane, adjacent to the entrance of Charleston National
Subdivision. Proposal to rezone parcels from their current designation
of AB, Areawide Business District, to PI-2, Public Institutional-2 District.
The subject parcels are contiguous and may be further identified by TMS
Nos. 614-00-00-337 and 614-00-00-009, properties are also indicated on
a plat recorded by the Charleston County ROD Office in Plat Book ED,
Page 898. Planning Commission recommended approval
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Hyatt seconded the motion. All in favor.
6. Adjourn.
There being no further business, the meeting adjourned at 9:25 am.
