Approval of Minutes from the April 11, 2018 meeting Mr. Williams made a motion to approve the minutes of the April 11, 2018 meeting. Ms. Monteiro seconded the motion. All were in favor. 2. Public Comments None 3. Report from Subcommittees a. Artist Cultivation Ms. Sweet said it was discussed in the last meeting whether this needed to be a separate subcommittee. Ms. Gosnell answered in the negative. Ms. Sweet said she thought each of the other subcommittees are addressing it on their own.  Culture, Arts & Pride Commission May 9, 2018 Page 2 of 19 Ms. Sweet made a motion to eliminate Artist Cultivation as a subcommittee and let each of the subcommittees handle it individually. Ms. Monteiro seconded the motion. All were in favor. b. Green Mount P Ms. Sweet said she would speak for the former chair of this subcommittee, Mr. Duncan, since he is no longer with the Commission. Ms. Gosnell asked Ms. Harvey about an e-mail regarding the tree grant restrictions. She said that her recollection was that there was not an opportunity to amend its current structure. Ms. Harvey said that is correct and that because the fees are collected for removing canopy trees, the grant money had to be used for canopy trees. Ms. Gosnell said the program would need to proceed with the same parameters that are currently in place and asked Ms. Sweet if she was familiar with the guidelines. Ms. Sweet answered in the affirmative and suggested that perhaps they could find a way to work with not just homeowner associations (HOAs) but with other organizations to encourage planting trees in public areas. Ms. Gosnell asked if palmetto trees qualify as canopy trees. Ms. Harvey said that she believes it depends on the kind of tree. She said Mr. Eddie Bernard approves all the tree species that are submitted for Tree Bank Grants and he felt that the one on the application we received was permissible. Ms. Gosnell said to Ms. Sweet that Mr. John Winthrop has a tree grant foundation and Mr. Robert Chestnut did a program to replant all the palmettos going out to the beach. She said she wondered if those programs have funds that could possibly match with the Town’s funds and move in that direction. Ms. Sweet said that she would be happy to look into that. She said that the tree grant for the City of Charleston is administered by the Parks Conservancy. Ms. Sweet said she reached out to them and they were interested in collaborating and exchanging ideas. She is working on setting up a meeting and welcomes anyone who wishes to attend. She asked if Ms. Meadows was working on the bees. Ms. Harvey answered in the affirmative and said Ms. Meadows was looking at the Bee City application and felt they needed to discuss some things. Ms. Gosnell said she had some points she wanted to make about that. She said she did not want to discuss it after the presentation because it had run fairly long that day. She said in listening to and reviewing the information, it seemed there were a lot of requirements to go through for certification and it requires staff support in things that they do not have the infrastructure for. She said they could ask the Town to adopt some basic principles to ask that all plantings be native plantings, to make sure they put plenty of pollination plants into any of the pocket gardens, and that all city herbicide used be bee friendly. She thought if they did those three things they could consider themselves bee friendly without having to go through all the certification requirements. Mr. Williams said that was a great idea. He said too often they do not plant indigenous trees and they end up dying because they cannot tolerate the heat. Ms. Gosnell asked if Ms. Sweet would be willing talk with the Town’s horticulturist and ask them how difficult it would be to shift to that directive. Ms. Sweet answered in the affirmative. She said she will also meet with Ms. Meadows about this. Ms. Harvey said they have a Tree Bank application from the Ivy Hall Homeowner’s Association and they received it via email last week. She asked if they had reviewed the application. Ms. Gosnell said she had not and asked if the current application fits the parameters of the program. Ms. Harvey answered in the affirmative and said that Mr. Bernard had reviewed it and said it would be an acceptable use providing they get an encroachment permit from Town which they did. Ms. Gosnell asked Ms. Sweet if she wanted to make a motion on this application. Ms. Sweet said she needed to review it. Ms. Gosnell said they would move this item to the end of the meeting and come back to it. Ms. Harvey asked Ms. Sweet about the Mayor’s April 2 tree initiative meeting that she and Mr. Duncan had discussed attending. She said she was not able to attend the meeting and she had hoped Mr. Duncan did, but she had not heard back from him. She volunteered to take the Chair position of this subcommittee. Ms. Harvey said that the vacancy created by Mr. Duncan’s resignation was announced at Council the previous night. Ms. Gosnell said they would discuss that under new business. c. Town Hall Art Ms. Harvey said that in the last meeting, Ms. Gosnell had called for a meeting to be held by the subcommittee but in the list sent the only person assigned to Town Hall Art (formerly Mayor’s Office Art) was Ms. Sweet. She said expanding this program and getting the process in place and set up will be a more than one-person job. Ms. Monteiro said she would like to be on that committee. Ms. Harvey asked if she would like to Chair it. Ms. Monteiro answered in the affirmative. She said there was discussion about identifying separate areas to be designated for adult and child art, perhaps Jones Center for kids and others for adults. She said she wanted to put into the subcommittee’s thought process that if they find they have a lot children’s art submissions that they cannot accommodate, perhaps they declare a particular month “Kid Art in Town” and they take those submissions and put through all of the venues for a limited period of time. Ms. Harvey said they do have art hangers at Park West in the Program Building, the Jones Center, and the Darby Building. She said she thought they would have enough space. Ms. Gosnell said that would leave Town Hall for adult submissions. Ms. Monteiro said she did like the idea of kid’s art month where it is a kid art take over even at Town Hall and the Mayor’s Office so there is a big push for kid artwork everywhere. Ms. McGahey said she would be on this subcommittee also. Ms. Harvey said they need to decide if they want to keep the Mayor’s Office Art separate and then have a different Town Hall Art application, and they need to call it something other than Town Hall art if it is going to be in all facilities. She said they need to come up with a summary of how this process is going to work. She said Mr. Gergick and Mr. DeMoura would like to see the summary of how they are going to execute the program. Ms. Meadows asked who would be responsible for moving things every month. She said it sounds very involved. Ms. Harvey said those are some of the logistical items that need to be considered now that they have approval for the program. She said in the past when they had art hanging at the old Town Hall, the Artist Guild was responsible for changing out their own paintings. She said they need to decide if they are going to review each painting submission and how that is going to work. She said these are the things they should discuss and come up with a process. She said they can have a predetermined number available to the Commission to place all of the art they like for the Mayor’s program to combine with the Artist Guild program in Town Hall. Ms. Sweet said they will have a subcommittee meeting before the next (CAP) meeting and they will come up with a new name and the parameters. Ms. Gosnell said if they have an inventory of how many hanging spots there are in each building that will give them a glimpse of what they are about to undertake. d. Sculpture Ms. Gosnell said that at the last meeting they were looking at them coming back with five recommendations for placement of donated pieces. Ms. McGahey said that she and Ms. Harvey talked about it. Mr. Harvey shared a picture of the latest piece that was installed the previous day. Ms. McGahey asked if it was the frame work with branches. Ms. Harvey answered in the affirmative. There was discussion of how different it looked from the prototype. Ms. McGahey said Mr. Jarod Charzewski kept calling the piece logs and she had called it branches. Ms. Gosnell said that in the context of a larger exhibit it would be different; as a more limited exhibit it was tougher. Ms. McGahey said that was now in place and the abstract that was there had been moved to storage. She said they are in the works of finding a new permanent home for the abstract piece that was replaced by this current one and they were thinking maybe the Senior Center. Ms. Gosnell said that the Senior Center was one location and asked where the other four locations were. Ms. Harvey said possible spaces mentioned include the public library on Mathis Ferry and Anna Knapp, the traffic circle at Long Point and Needlerush, and the three traffic circles on Rifle Range. Ms. Gosnell asked if they can go ahead and submit for encroachment permits. Ms. Harvey said they need to decide which locations they would like to pursue. She said they have to submit the picture of what they are going to put there along with the location. She said it is not an extremely long process and South Carolina Department of Transportation (SCDOT) gets back quickly once they submit. She said there is not a huge rush as they also need to get estimates and identify the money to build a base. She said when they relocated the sculpture to the Park West complex, she thought it was a simple and inexpensive concrete slab, so Public Services may possibly be able to do it with the Commission buying the materials. Ms. Gosnell asked if they could keep in their mind that the project may require pedestal bases in the roundabouts. She asked Ms. McGahey to contact the gentleman who did the beautiful wire horse sculpture that would have been perfect for a traffic circle but ended up going to North Charleston to see if he would do a traffic circle sculpture for the Town. Ms. McGahey said she would contact him. Ms. Harvey said she had the contact information. Ms. Gosnell said that in those prominent spaces the work of a more seasoned artist might serve the Commission best and the gentleman seemed interested in having something happen here. Ms. Harvey said that the traffic circle at Rifle Range and Venning had a lot of great space around the outside edges. Ms. Harvey answered in the affirmative and said when she drove through that circle she thought it would be a great spot. Ms. Meadows said at one point they touched on doing something where you come off of the Cooper River Bridge onto Coleman where the sign says Mount Pleasant. Ms. Harvey said that is where the Patriots Point and town welcome signs are, which is South Carolina Electric and Gas (SCE&G) property and they would likely grant the Town permission to put something there. Ms. Meadows asked if they could include that in the request and that way the Commission would know how many spots they have. Ms. Harvey said that Ms. Sweet had brought up that she would like to see something in every park. Ms. Gosnell said to summarize the locations that are being recommended for request and review are: the pocket park on Coleman at the Town entrance, the three roundabouts, the Senior Center, and the library. She asked if that was correct. Ms. Harvey answered in the affirmative. Ms. McGahey asked if they could be general and just say parks. Ms. Harvey said they are identifying places for sculptures that are coming in the future. She said that they do not have all of the sculptures in hand and they are going to have two to place at the end of every year when they are taken down assuming that structurally they hold up. She said they can identify where they are going to put them. She said that the process for approval if they need to get approval from SCE&G or SCDOT is typically not extremely long. She said they will need to keep in mind as they review in June or July where they want to allocate their funds for next year’s budget the pedestal building and other expenses. She said they could go out to see if there are structures that have been erected for ArtFields that might be looking for a home and could come back to Mount Pleasant. She said that it happens the third weekend in April. Ms. McGahey said the rear pedestal behind the one shown that had the leafy tree like dangling pieces broke when they removed it. She said the Sailfish will not take its place until June or July after its North Charleston display period. She said they need to find a home for the chain links that they commissioned as well. Ms. Harvey said the back pedestal is more surrounded by trees and wondered if the logs sculpture would not be better served on the back pedestal and put the fish up front. She said they could have Mr. Charzewski switch it when he installs the sailfish. Ms. Meadows asked if they should take a vote. Ms. Gosnell said she thought they all agreed with it. Ms. McGahey said she will get in touch with Mr. Charzewski and ask if he can do that when it is time to install the next one. e. Emerging Arts Ms. Gosnell said that last month they said that was to cover Councilor G.M. Whitley’s project and she was not present. Ms. Gosnell said they are on hold until funding is available. Ms. Harvey said that one thing noted in the last minutes was the question if they need to keep Emerging Arts as a category. Ms. Gosnell said she believes that Emerging Arts will take a different name when they begin Councilor Whitley’s project. f. Traffic Box Art Ms. Gosnell said that everything was installed, recorded and promoted and they are through for the year as they are out of money in that budget. She said it was an international award and the Town won in several categories. She thanked Ms. Monteiro for going and accepting the award. g. Paint the Town Ms. Harvey said our intern, Ms. McKenzie Provost, is working on a document with all the measurements for all of the places that they identified as possible locations. She shared the document and said the next step will be to go and see if there is any type of prep work needed on the surfaces before they decide whether to paint them. She said with private property locations the Commission would facilitate a partnership or artist connection by reaching out to the businesses. She said they also have measurements for the public buildings. Ms. Gosnell said they have identified spaces, have the measurements, and Ms. Provost is going to do a grading report of the condition of the spaces to help identify which would be the top picks based on ease of install. She said they need to get the funding locked in. Ms. Harvey said budget meetings should begin next month. Mr. Steve Gergick said the new budget will take effect July 1. Ms. Gosnell said that they will be ready to put out an RFP for artists and they had been working on that also. She would like to get everyone’s input on pulling together an email list to send out the RFP to everyone. She said she will give a follow up email to everyone on the committee and asked that they not just give a name suggestion but also the phone number and email address. She said they will make sure that they get RFP to all the suggestions from the committee. Mr. Williams asked if any more thought had been given to having a mural at the Farmers Market to show Mr. John G. Thornhill and some of the familiar people that attendees see when visiting there. He said he did not know where the mural would be placed because it was public school property. Ms. Gosnell said they had discussed having that in the form of a traffic box because there is not a structure that is available for a mural at that location. Ms. Harvey said they had talked about wrapping and having several different farmers and farmers market people who were beloved and have passed. She said that Mr. Fritz Aichele and others could be incorporated into a Farmers Market theme. Ms. Gosnell said she was going to schedule a meeting with Enough Pie. She said they just completed the mural project downtown in the City of Charleston. She said she wanted to see who the artist was that they secured and what parameters they put in place to make sure the Commission takes all of their lessons learned and incorporate that into our process. She said if she finds there are some interesting revelations she may invite them to our next meeting to give an opportunity to interact with them. Ms. McGahey asked if they had asked the privately-owned locations for permission or was that one of the steps. Ms. Gosnell said that was one of the steps. She said that she went to Columbia the previous day for a follow up meeting to Kinetic Derby Day. She said they have a program where they have a lot of chalk artists come in and cover their main downtown street every quarter. She said the street is done with an acrylic chalk and it holds up very well for several weeks and is a way they put art in the business district. h. It’s Raining Art! Ms. Monteiro said they have a new set of poems that everyone received. Ms. Harvey asked if everyone had taken time to read through the poems. She said that the Wando High School teacher emailed her that the students were so excited, and they really want to hear what the Commission thinks of them. She said since it was about to be summer maybe it would be something they would install in the fall before the start of school. She said they could select by August and the more they can install the better. She said this was a voluntary project as the teacher showed the students the press release and they all voluntarily wrote the poems and submitted them. Ms. Monteiro said she met with Towne Centre staff again and they wanted to get more involved. She told them that we have a series of poems from Wando students and they were excited about that. She said they understood that there would be a financial commitment on their part. She said they suggested they could do a contest where Towne Centre picks a charity and they would provide the winner of it with a $500 gift certificate. She said this could be something done in the next round that would get a lot of students wanting to participate. She said there are a lot of opportunities at Towne Centre for this project and other projects with the marketing team. She said Ms. Jewel Davey, the Assistant Property Manager, said they are open to any ideas. She said that Towne Centre is very central, and a lot of people go through there making it a good location for project partnerships. She said they may have somewhere that a mural could go and did not know if that was on our list. Ms. Gosnell said perhaps on the parking garage. Ms. Monteiro asked if they had the funds right now to do another round. Ms. Harvey said that was one of the things they will look at in the budget in new business. Ms. Gosnell said the children will be hanging out at Towne Centre this summer. She asked if they could take the current submissions, make sure everything is appropriate and hand that over to Towne Centre to install for the summer. Ms. Monteiro said she thought they would be open to that. She said that anything they do anywhere else, there is really no negative in letting them use them. She said they were not ready to commit to buying the spray, but they were open to helping to pay for the spray. She said the Commission would have the stencil cost and the spray would be an additional cost. She told them she would get back in touch with them but feels they could start by letting them use the ones they did at the Farmers Market. Ms. Harvey said they told all poetry submission authors that the Commission was keeping them all on file for potential future installations. Ms. Gosnell asked the cost per stencil. Ms. Harvey said $100. Ms. Monteiro said she spoke with Mr. Charzewski and he will do $75 per stencil moving forward. She said he can handle the volume and was excited about doing these. She talked to him about doing the Town of Mount Pleasant logo and CAP Commission stencil. She said we need to send him the artwork, but he did not think there should be an issue. Ms. Harvey asked if he can do graphics. Ms. Monteiro answered in the affirmative, but it has to work for a stencil. She said Mr. Charzewski was willing to take a look at the Town’s logo and go from there. She said his turnaround time is usually quick. Ms. Gosnell asked how many submissions were in the Wando group. Ms. Harvey said 13 poems. Ms. Gosnell said 13 times $75 was $975. She asked if Towne Centre would give $1000 for this. Ms. Monteiro said it would mostly be the spray cost. Ms. Gosnell asked what they had left in the budget for the year. Ms. Gosnell said if they went to Towne Centre and said the Commission had the Wando project approved by the Committee and ready for roll if they contribute $1,500, the Commission can install the whole project. Mr. Monteiro said she thought they would be open but said she was cautious to have them pay for anything other than the spray paint. She said she did not want to get into who owns the stencils or whether the Commission wants to use it for something else. Ms. Gosnell said if they would sponsor this series at the cost of $1,500 it would be 13 stencils from Wando students. Ms. Monteiro said she would approach them with that. Ms. Gosnell said if the Commission had any money left over in the budget the Commission can buy more spray and use the stencils at the Farmers Market or wherever else. Ms. Monteiro said whoever wins the contest at Towne Centre, she would like to have that person’s submission painted at Town Hall. She said it would be for name recognition being able to say they have something installed at Town Hall. Ms. Harvey said at the bottom of an earlier email there was a second grader from Jennie Moore Elementary who submitted a poem “Oysters”. She said she wanted to reach out to Jennie Moore about having the poem at the entrance of the school. Ms. Monteiro said she would like to put it in with the Wando students. Ms. Gosnell asked Ms. Harvey to go back and check the budget and the volume of spray needed to make sure the $1,500 covers it for 14 units. Ms. Harvey said she would before they have a conversation with Towne Centre. i. She said she keeps checking social media for pictures that she submitted. Ms. Harvey said she was told they were going to put them on this week. Ms. McGahey said she had never seen one on Facebook or Instagram. Ms. Gosnell asked if they need to have a meeting with the marketing department. Ms. Harvey said the social media position that handles Instagram had been vacant for a while and they have now hired someone which should improve the situation. Ms. McGahey said she will continue to take pictures. Ms. Meadows said she and Ms. Harvey had discussed the next newsletter focusing on the changing of the sculptures. Ms. McGahey said she had pictures of the two that are not there anymore. Ms. Gosnell said she wanted to thank whoever put the link to the Historical Commission at the bottom of the newsletter. Ms. Harvey said they will link to our signup from now on also, and she had also asked if our link could be included periodically in the Town Administrator’s E-Brief. 4. New Business Ms. Gosnell said that with regard to finding a replacement for Mr. Duncan they need to look for some diversity in their choice and wondered if everyone would give some thought to that. She said she knows it comes through Town Council and asked if there was a formal process for the Commission to make suggestions. Ms. Harvey said she can find out. She knows that all the applications go to Ms. Christine Barrett, Clerk of Council. Ms. Gosnell said at one point there was a gentleman attending the CAP meetings several years ago who was interested in what the Commission was doing. Ms. Harvey asked if it may have been Mr. John Wright or Mr. Rodly Millet who ran for Council. Ms. Gosnell asked if it was worth reaching out to Mr. Millet to see if he was still interested. Ms. Harvey said Mr. John Wright also ran for Council and they are both very involved in the Town. Ms. Sweet said one of them came specifically to some of our meetings. She said they had spoke and said they were very interested in learning more about the arts. Ms. Harvey said she thought it was Mr. Millet before he launched his run for Council. Ms. McGahey asked if the person came from the Midwest. Ms. Sweet said she did not think it was Mr. Millet because she knows him and thought it was someone else. Ms. Harvey said she thought it was Mr. John Wright. She said his wife works for Channel 4. Ms. Gosnell asked Ms. Harvey to send her an email after the meeting so she could reach out to him and see if he was interested. Ms. Gosnell said they are going back to the Tree Grant application from Ivy Hall. Ms. Sweet made a motion that they accept the recent application from the Ivy Hall Homeowner’s Association for the Tree Bank Grant. Ms. Monteiro seconded the motion. All were in favor. Ms. Harvey said she thought a few things on the budget need to be re- classified. She said they have between $700-$850 left and asked how they would like to spend that. She said that can happen on July 1 or could happen out of this budget. She said they also need to buy more invisible paint. She said if purchasing three or more bottles it is approximately $111 each plus shipping and tax. Ms. Gosnell said she thought they should hold off on plaques until the next budget cycle and go ahead and put all of this into the spray paint. Ms. Gosnell said she had asked Ms. Harvey if she had any insight on where a performance space/amphitheater might be able to go in the Town of Mount Pleasant that would be conducive to music and concerns. She said Waterfront Park is not the right spot for that because it already had infrastructure and hardscape. Ms. Gosnell said Ms. Harvey suggested that they take a look at some upcoming park spaces that are being developed. Ms. Harvey said the only existing Town property that she knows of that may not have formalized plans might be the County/Town partnership property off Rifle Range. She said she did not know if there were formal plans yet. She said at the Carolina Park Recreation facility, the former Director envisioned there being a lawn area with a performing space. Mr. Steve Gergick said that was still in the plans. Ms. Gosnell said the Town needs a performance space. She said they should take a look as to what that might be and try to get an understanding what groups are looking and offer some input into that process. She said she looks at the amount of money going into capital projects and if they had the opportunity to shape a conversation about a centralized performance space it could help the group that is trying to develop a performing arts center. She said if they could find a place that worked for large venue performances and could accommodate some of those elements it might ease that concern as well. She said she wants to look at it as a five-year plan for something larger and for CAP to take a vision beyond what is happening in the next twelve months. Ms. Meadows asked Ms. Gosnell what type of vision she had. Ms. Gosnell said she envisioned nice boulder steps and marble covers. Ms. Monteiro said that Clemson had an amphitheater that was not very large. She said it could be a unique space that brings the Town together and has things happening. She said it could draw performers that would like to perform in something like that. Ms. Meadows said in Charlotte they had Pops in the Park. She said it was a successful event. She said it took place in the Myers Park area where the old mall was. She said it was symphonies that came and played every Tuesday in July. She said it is still held. Ms. Gosnell said she did not want to diminish the great job that staff had done in executing the things at Waterfront Park and other places. She said as the Town grows and as they look at what a large city needs to be a complete community, this is something that needs to be on the radar. She said she would like them to be thinking about how they can shape that conversation. Ms. Monteiro asked about the status on the expansion of the performing art space at the new Lucy Beckham High School. Ms. Harvey said she did not believe the Town was going to contribute money to that space. Ms. Gergick said the Town was not contributing toward it. Ms. Gosnell said she had heard the high school could not give guarantees of access. Ms. Monteiro said that was what happened with the Wando space. She said that is even more reason why the Town needs to have something that is their own and can attract smaller performances. Ms. Gosnell said it needs to be something with some type of roof. Ms. Monteiro said that in Miami they have a Boston Pops type event where one brought blankets and it had amazing music. Ms. Meadows said they need to decide as a group which direction they are going in trying to make Mount Pleasant a bee town. She said she will give her a summary after the meeting. Ms. Sweet said she spoke to Ms. Cathryn Zommer with Enough Pie. She said this goes under the P of CAP under Pride. She shared a sign that Enough Pie is selling. She said in her neighborhood there was a lot of speeding. She said maybe CAP could do something along these lines. She said Enough Pie has the signs they are selling for $10 for their yards. She said they can be bought in bulk for a neighborhood or individually. She wanted to bring the idea to CAP to see if this was something they want to consider for the future or just give it to neighborhoods. Ms. Gosnell asked if they could promote it in their newsletter and let people make direct contact with Enough Pie. Ms. Harvey answered in the affirmative. Ms. Sweet said that the signs were very pretty and attractive. She said they are double sided. Ms. Gosnell said that staff was going to get them an actions list in the next ten days that will get emailed out to everyone ahead of the minutes of the meeting. 5.
