Approval of Minutes from the May 9, 2018 meeting Mr. Williams made a motion to approve the minutes of the May 9, 2018 meeting. Ms. Monteiro seconded the motion. All were in favor. 2. Public Comments None 3. Report from Subcommittees a. Green Mount P Ms. Sweet said she and Ms. Meadows are going to meet with Mr. James Nance, the Town’s Landscape Manager about the Commission’s projects. She asked Ms. Gosnell if she had contact information for Mr. John Winthrop to discuss trees. Ms. Gosnell said she did track that down and that the Tree Program in Charleston has been handed over to the Parks Conservancy. She said their Tree Program is a privately funded grant program in conjunction with the City of Charleston. She said if someone wants  Culture, Arts & Pride Commission June 13, 2018 Page 2 of 18 to plant a tree in memoriam, they make a donation to the Parks Conservancy, which makes it a charitable contribution. She said they have identified parks and places throughout the City and the City’s horticulturist takes the grant and plants the tree with some direction from the person who is making the donation. Ms. Sweet said she spoke with their outreach person two months ago about collaboration, so she will follow up. Ms. Williams asked if they need to link with any other organizations in Charleston such as Green Drinks to see what they can learn from them. Ms. Gosnell said that was a good idea and Parks Conservancy has taken on a lot of things. She said that the City’s Horticulturist, Ms. JoAnn Breland, who had planted every garden in that city for the last 35 years, is retiring at the end of this month. She said the City is taking another look at how they approach things because it is going to change. She said they have an active volunteer program both with City Horticulture and Parks Conservancy. She said the City plants gardens, then they work with the Parks Conservancy to take on spaces outside of the City’s direct plan. She said there are a lot of perennials in place along the perimeters of Marion Square and that is a Parks Conservancy project. She said they have divided the green spaces and work on them jointly. Ms. Sweet said she would gladly meet and possibly collaborate. b. Town Hall Art Ms. Monteiro said the subcommittee will meet this month. c. Sculpture Ms. McGahey said they had been in communication with Mr. Jarod Charzewski and a colleague of his at the College of Charleston for the sculptures. She said the two new sculptures were recently installed. Ms. Sweet said they look great. Ms. McGahey asked if he had switched the fish to the front. Ms. McGahey said they contacted him about bases for future sculptures in other locations. She asked how much they would charge to do bases similar to the Coleman pocket park bases. She said one like that without the brick but rather a more universal concrete-top design that would be appropriate in many settings would be $1,800 for the base with structural rebar. She said they also asked about a simpler, smaller base for taller sculptures that do not need to be on a pedestal, and they said that would be half the price at $900. Ms. McGahey said they have some height options for the different style sculptures. She said they will have to think about how this will impact the budget. Ms. Gosnell said that Ms. G.M. Whitley is planning on having them move forward with the fiberglass designs. She said if they plan for the fiberglass designs to also have a sculpture base to elevate them then they could potentially use them for future sculptures depending on the life span of the fiberglass designs. Ms. Harvey asked Ms. Gosnell if she thought those would be temporary in nature and asked if Ms. Whitley had considered the cost of bases in her installation estimates. Ms. Gosnell answered in the affirmative. Ms. Harvey said that the Commission has bought and paid for a Chain sculpture that does not have a home or a base so that is something they need to factor into the budget for July 1. She said that means they cannot install the Chain until July due to lack of funds. She said she thought they could do the smaller base for the Chain because it is almost seven feet tall. Ms. Gosnell said she agreed with all that. She said she envisioned the fiberglass pieces having a three- or four-year life span. She said when they come down, then sculptures could potentially be put onto their bases. Ms. Harvey said that she had not heard back from him. She told the commissioners that she received an email from Mr. Stuart Tessler who was the creator of the abstract sculpture that has been taken out of the pocket park. She said the Town is currently storing it until they find a place for it and it will also need a base. She said there was some confusion regarding whether the Town would be keeping that sculpture or the artist would be taking it back. She said Mr. Charzewski said that Mr. Tessler indicated that we are welcome to keep the sculpture, but there may have a miscommunication or misunderstanding and did not know if he intended those comments. She said he had sent her an email and she replied she would be happy to talk to him about it anytime. She said he had not contacted her again, so she will reach out to him to understand what his desires are. Ms. Gosnell asked if they knew how the City of North Charleston funds the sculptures in their Riverfront Park. Ms. Sweet said she spoke with their coordinator and she is willing to meet to talk about their sculpture program after their art fest is over. Ms. Harvey said she thought they probably reuse their bases in the park for different sculptures. Ms. Gosnell said she wondered if they lease or own them. She said it would be nice for some of their sculptures to come to Mount Pleasant. Ms. Harvey said that some of them do. She said some of the Commission’s sculptures go there first and then come to Mount Pleasant. Ms. Gosnell asked Ms. McGahey if she had been able to reach out to the artist who did the wire horse. Ms. McGahey answered in the negative. Ms. Harvey said next month they will have the funds and can get the Chain installed. The locations shown were: Anna Knapp in front of the public library, the pocket park at Patriots Point and Coleman where they would have to get permission from South Carolina Electric and Gas (SCE&G), the Senior Center whose staff would like to be involved in picking a sculpture, the traffic circles at Mathis Ferry and Hospital Drive near the I-526 underpass, Mathis Ferry and Muirhead, Mathis Ferry and Shelmore (spaces on the outer edges of the circle), near Fire Station 3 on Mathis Ferry, and Rifle Range and Bowman Road (open spot in the center), Rifle Range and Porchers Bluff, and the Rifle Range Children’s Circle (fountain in the center but open areas on the outer edges). She said she is not sure who owns the various parcels so that will take some research. Ms. Gosnell said she thought all the traffic circles were begging for something except for Children’s Circle. She said her concern about going to some of the open areas is they do not have a way to frame a single piece and it may get lost in the large spaces. She said as a single piece the only thing that makes sense to her are the traffic circles, and it has to be the right piece for the right spot. She wanted to go back to the Muirhead Circle. Ms. Meadows asked Ms. Gosnell if she did not like the idea about putting it at the entrance of Coleman and Patriots. Ms. Gosnell answered in the negative as there are so many distractions as one drives through with signage, stoplights and sidewalks. She said people will not take that in as it will get lost in all of the other things already there. She said she likes the idea of putting a sculpture in front of places like the Senior Center, the library, or the Jones Center because people will observe and appreciate it. She thought they would get more admiration there. Ms. Monteiro said it would be nice to have something in front of the library that connects to the library. She asked if there were any regulations or safety concerns being in the center of traffic circles. She said the Chain would work well and she said the horse would have worked well as they are easy to see through and will not obstruct line of sight. She said Transportation will have to submit a line of sight analysis to SCDOT when they apply for the encroachment permits. Ms. Meadows said if they are wanting to start at the Muirhead circle, perhaps they could install the sculptures in all the traffic circles in order up Mathis Ferry and then move in front of the Senior Center. Ms. Gosnell said she felt the sculpture should dictate the location. She said if they get a sculpture that will not work in a traffic circle then they probably want to consider the Senior Center or the library. Ms. Sweet said she would like sculptures in the various parks. She said she goes to Pitt Street all the time with her dogs and the entrance would be a great place to have something. She said it would depend on the sculpture. Ms. Gosnell said it should greet someone. Ms. McGahey asked if they were Town properties would they have to get special permission. Ms. Harvey said they would have to ask but getting permission from the Town is relatively easy. She said that SCDOT has been great and it has been a simple and easy process and the Transportation Department has been very helpful on things the Commission has asked for. She said they do the encroachment permits for the traffic boxes. She said there have been some concerns such as when they wanted to put the letter at the foot of the pedestrian path. She said there was also concern about distraction when driving. She said they have to submit a picture of the sculpture and a picture of the location where the Commission wants to put it and then it is up to them. Ms. Gosnell said they know they have the Chain which needs placement and know they are going to fund the base for that out of the July budget. She said they could come to a conclusion on where it should go and move on. Ms. Harvey agreed. Ms. Gosnell said she thought it was a high prospect candidate for the Chain because it does not have any trees in the center like the other ones have and it looks bare. She said they could build a pedestal that comes to the top of the shrubbery. Ms. Harvey said that would possibly be the $1800 pedestal depending on the shrubbery height. Ms. McGahey made a motion to place the Chain Link sculpture at the center of the traffic circle at Mathis Ferry and Muirhead. Mr. Williams seconded the motion. All were in favor. Ms. Harvey said she will begin the process getting the encroachment permit from SCDOT. She asked in case they have a concern or deny it does the Commission want to pick a backup location. Ms. Gosnell answered in the negative. Ms. McGahey asked if she should let Mr. Charzewski know that they are moving forward. Ms. Harvey answered in the affirmative and that they are starting the process to secure the permit to put it there. d. Emerging Arts Ms. Sweet said she did not have anything at the time. She said she and Ms. Monteiro will talk and look to open to the public any opportunities that they might think of for other Emerging Arts. e. Traffic Box Art Ms. Gosnell said they have completely installed everything they had. Ms. Harvey said there will be another round in the new budget year. f. Paint the Town Ms. Gosnell said she had a conversation with Mr. Bennett Jones with Enough Pie. She said they just completed a mural project in the City of Charleston and permitting was a very big obstacle for them. She said that he felt our approach was very solid in identifying the spaces, doing an RFP, and they will help reach out to artist. She said his advice was to create a waiver, so they need Legal to do that releases the Town from any liability on behalf of the artist. Ms. Harvey said that they do have that verbiage. Ms. Gosnell said they need to clarify the qualified artist in terms of their geographic location. She said Mr. Jones said that one thinks they are going to get local then some out of town person reaches out. She said they need to be clear on what their parameters are beforehand. She said he said it was very important to them to get a full rendering before final approval of the process. She said they got a sketch and thought they knew what they had but one needs a completed image on digital or paper to make sure it is what one thinks it is before giving approval. She said that type of paint was important. She said the Commission needs to specify what they are to use because they might use something that does not hold up well because they are not familiar with how sun and other things impact it. She said he said they finally came to an agreement that had to use a water or oil based exterior paint, so they had some guarantee that it would hold up. Ms. McGahey asked if that would be dependent on the base material such as the surface. Ms. Gosnell said that they did all buildings so theirs were all wood or concrete. She said the Commission is looking at doing bridges and other things. She said she believed Ms. McGahey was right in that it might vary. She said Mr. Jones said they do not want to have an artist who comes out using a combination with something like water color and then coat it. She said they need to be clear that they have to use the paint protocols we set forth. She said another thing that was very important was an agreed upon timeline. She said sometimes the artist will step away from the project to take another paid project at any moment. She said he had sent a waiver that was generic and said she thought that the Town would have their own paperwork they would want to use. Ms. McKenzie Provost, CAP intern, said she had all the public and private locations measured and graded. She said that none of the locations need major repairs. She said tipped bricks, scratches and loose paint were the only concerns with some. She said a couple had bushes in front of them and they need to consider how the artist will work around those. She said she did not know if they needed to be removed or trimmed back. Ms. Provost said she spoke with Mr. Ian Wilkinson with Asheville Mural Project in Asheville, North Carolina. She said he spearheaded their project and has completed quite a few of the murals around Asheville. She said that he went over a lot of the concerns we may have with the Department of Transportation (DOT) with painting under a bridge along with traffic. She said it took them a long time to get approval from DOT but since Mount Pleasant is a small town it may be easier to do that. She said he talked a lot about the paints. She said that he came up with his own way of doing murals. She said it was a poly tab method where the artist can paint on individual boards in their own studio and then have it cemented to a surface and it lasts forever. She said Mr. Wilkinson said he would be happy to have a telephone conversation with any of the members about more details. She said he said he would really like to come and do a mural for them and help with anything we need. Ms. Gosnell thanked Ms. Provost and said she appreciated all her work and staying focused on this. Ms. Sweet said she had met with Ms. Susan Irish who previously had a gallery called Fabulon. She said that she knows a lot of mural artists and would be happy to connect them. Ms. Gosnell asked if Asheville had a written application process that artists filled out. Ms. Provost said Mr. Wilkinson wanted all the artist to submit a full rendering of new works that they could possibly use as murals. Ms. Gosnell said she would like to see theirs. She said they need to decide if they want the mural in the most traditional sense where there is paint on the side of a building or are they saying they would do hand-painted work on a canvas or substance that was mounted to a surface. She asked if they were also open to a digital reproduction of existing work mounted onto a building. Ms. Monteiro said she would like to see an example of the ones that were done in studio on boards. She said it might look the same. Ms. Provost said she could send one to her. She said one is under a bridge going into downtown Asheville there are a lot of local people who have passed. Ms. Meadows said her only concern is people not wanting them to possibly mess up their building by attaching something. She said if it was painted on, you just stroke over it and it is covered whenever so desired. She said if you start drilling, putting holes, or cementing things to the building, it is permanent even once it starts to decline. She said that traditional paint is best. Ms. Harvey said that for any private buildings that are done, CAP will only facilitate contact arrangements between a business owner and potential artists. She said the business owners will select and decide how they want to do it. She said they will only be physically involved in producing public buildings or spaces. Ms. Provost said on the picture shown there was a good bit of graffiti on the bottoms of it now. Ms. Monteiro asked if that was made with the board. Ms. Provost answered in the affirmative for the chessboard on the back of the mural. Mr. Williams said he would be in Asheville in a couple of weeks and would take some notes and report back to the Committee. Ms. Monteiro said she wondered how much the boards cost and how much that would add to each project. Ms. Provost said it seemed like it created an extensive process for it. She said it was definitely more than a traditional mural on a building. Ms. Gosnell said she wanted things that are fresh and innovative. Ms. Monteiro asked if it would be out of the question to start with public instead of private, so they have something to show that helps private businesses see the potential. Ms. Gosnell said she thought that was the way the schedule works itself out. Ms. Sweet said they had talked about the Jones Center being the first with the large wall. Ms. Gosnell said if they were talking about the Jones Center where people come in and contribute to it, she did not know if they want that to be their first project. Ms. Monteiro said that was great, but it was more like a community building. Ms. Gosnell said she would like to present the Town with something spectacular that is a reflection of their best effort. Ms. Harvey said they have to be careful with the Jones Center and develop the concept in a way to ensure that it ends up a beautiful piece. Ms. Monteiro said perhaps they could set it up so each person that comes only paints within a specific tile, so it ends up looking like a mosaic. She said the tiles could be in the shape of something. She said maybe it could be a crab picture made up of the tile pieces. She said when they first mentioned it she thought it would not just be paint thrown on the wall. Ms. Harvey said they had previously discussed a color by number concept. She said that the artist does the whole outline, so it is almost like coloring, and people just fill in. Ms. McGahey said with the color that had been chosen. Ms. Gosnell said it would be great for people to do a picture of their face and then do a pixelated image at the Jones Center. Ms. Monteiro said she liked that idea but what concerned her about the paint by number is that no one is really adding their creativity. She said it is really just the initial artist that is adding it. She said it is not as cooperative of a project. She said people are just coming out to paint for them. Ms. Harvey said it sounds like the subcommittee needs to work on a plan. Ms. McGahey said on 60 Minutes there was a French artist who travels the world and does a wall papering concept. She said he does large-scale graphics of people’s faces and puts them on the side of shipping containers and everyone from a country looks out and sees eyes staring at them. She said the eyes were of a woman that was a victim of something. She said his work is all over the world and tries to bring out awareness to certain topics. She said he prints huge pieces of paper and adheres it to the walls in sections. He also did something at the Statue of Liberty that was large scale. Ms. Gosnell said that would be a great kickoff. She said the timeline is that they get funding in July and then in August they will send out RFPs. She said she and McKenzie had been collecting an artist list. She said they will get Ms. Sweet’s list and hopefully they will start to get submissions and they can move forward. She said they want to carefully craft a PR campaign on that because she wants to control the messaging about how they went from a Town that was going to fine businesses and remove art work to a Town that is embracing the same art work. She said they want to be careful about the words chosen to talk about that transformation. She said they will work with staff on a press release and then do a talking points page as well Telephone (843) 884-8517 - Fax (843) 856-2180 www.tompsc.com  Culture, Arts & Pride Commission June 13, 2018 Page 13 of 18 and make sure everyone on the Committee is familiar with the talking points, so they are saying the same thing the same way. Mr. Williams said he would be happy to help. g. It’s Raining Art! Ms. Harvey said the stencil they put in front of Barnes and Noble on March 8th at Towne Center is still there. Ms. Meadows asked if the ones were still at the Farmers Market. Ms. Harvey said she was sure they were. Ms. Gosnell asked about an art festival at Towne Centre recently. Ms. Harvey said it was a permitted event by a private company out of Florida. Ms. Gosnell said she wondered if the way it was marketed was implying something. Ms. Harvey answered in the negative. She said Ms. Tracy Richter voiced a concern that people may confuse it with the Town’s ArtFest. She said she did not know how it went or if they are going to continue doing it. She said she emailed the Wando High School administrators and will follow up with them re: school installations. She said it was not discussed at the last meeting when they talked about installing all of the poems that they pay each poet $100. She asked if they had considered the budget limitations in paying 14 students $100 each. Ms. Monteiro said she thought they should reach out to the 14 poets and let them know that instead of just selecting one of them that the Commission was going to install all of them in cooperation with Towne Centre. She said that Towne Centre is going to craft a contest and the winner of that contest will get the $100 and additionally they are given gift certificates and other prizes. She said they may come up with a second and third prize. She thought that would be the way around it and that the Commission will get in touch with them and let them know that they were excited. She said Towne Centre has given an opportunity to have everyone’s installed. Ms. Gosnell said she thought that was a great solution. Ms. Gosnell said that may be the way to go forward with the next phase and have a first, second, and third place selection that is a cash prize. She said then the other honorable mentions are installed but not compensated. Ms. Monteiro said she approached Towne Centre asking if they could do a donation of $1,500 to help cover this project installation over the summer. She said they came back and said they could contribute $1,000 which would mean the Commission would have fund the remaining balance, which would not be available until after July 1. Ms. Harvey said she ordered ten bottles of spray. She said they had a purchase order for Mr. Charzewski to create the Town logo and Culture, Arts & Pride Commission stencil. She said that used the remaining funds in this year’s budget. She said the ten bottles of spray are on the way and they now have the ability to get some installed when they get the stencils made. She said they have to decide if they are fine with supplementing the stencil installation. Ms. Gosnell asked if they have spray and they get $1,000 from Towne Center does that cover the entire expense of what is left to be done on the project. Ms. Harvey said that $1000 covers 13 and 1/3 stencils if we get the stencil price down to $75. She said when they said $1,500 they were anticipating they would cover some of the spray cost as well. She said that the Recreation Department has a donor fund, so they are able to write a $1,000 donation and the purchase of the stencils comes out of that account instead of the Commission’s account. Ms. Gosnell asked if they are going to be $50 short. Ms. Harvey answered in the affirmative. Ms. Gosnell asked if they can wait until July or do they need to make a donation to get it completed. She said they could send an invoice after July as a two-part invoice. Ms. Monteiro said they could asked if he could do seven now. Ms. Harvey said they could do 13 and then have the last one completed. She said they will get it done as quickly as possible because she believed the donor account rolls over to the next year and it does not disappear. Ms. Gosnell said to summarize as she understands they are moving forward with Towne Centre project, giving the stencil maker the directive to move forward and the logistics with Towne Centre are good where they are going to do the gift certificates. Ms. Monteiro said they are going to handle that whole part of the contest. Ms. Harvey said she will email all of the poets who submitted and confirm that they are all still interested in participating without the stipend, but they could potentially win the stipend plus additional prizes. Ms. McGahey asked who would actually do the spraying for the next 14 stencils. Ms. Harvey said the Commission and/or staff will. Ms. Monteiro said they had discussed turning the stencils and spray over to Towne Centre and letting them spray as long as the Commission gets the stencils back. Ms. Harvey said the one thing she liked about the Commission doing it is that there is a bit of an art form to the spraying process as one has to factor in wind and holding it down properly, and overspray makes it fuzzy. She said she likes the Commission doing it and becoming better at the installation. Ms. Monteiro said also it will help the spray last longer because they over sprayed the first couple of times. She said that in the fall they would be able to start on the second part of the project where they do more illustrated and visual things. Marketing Ms. McGahey said Ms. Gosnell introduced her to the Town’s new social media administrator who is going to start helping to get our information out on social media. Ms. Harvey said she could email the contact directly. Ms. McGahey said she will start emailing Ms. Maddy Spellerberg images. Ms. Harvey asked that Ms. McGahey copy her on those and she will make sure that Ms. Allison Lane and Mr. Marquel Coaxum get them to get them on the Town and Recreation pages also. She said Ms. Spellerberg handles Experience Mount Pleasant and different people handle different pages/accounts. Maddy is the “experience” Instagram person. She said that the Recreation Department has Instagram also. She said if she is copied she will get Ms. Lane to put it on MPRD channels. Ms. McGahey asked if there were any suggestions of what she should get images of. Ms. Gosnell said it sounded like the sculpture in the roundabout and the new sculptures and the Mount Pleasant It’s Raining Art program. She said hopefully they will be talking about the mural project for the next phase. Mr. Williams asked that he be emailed so he could give input. Ms. Harvey said she sent out the Take Pride newsletter earlier. She said thank you to the new Fire Chief Mike Mixon who was very helpful in pulling the information together for her. Mr. Harvey said they do not want to pay for a base and have them deny the request. She said that hopefully it will be a quick process and she will email the Transportation Department to get it moving. For now we should let him know that we are working on it and will keep him updated. 4. New Business Ms. Harvey said that Ms. Amanda Tadlock is the new person for the Commission. She said that Mr. Sontag has not lived in Mount Pleasant long enough to be selected. She said the Mayor’s Office contacts them. She said that Ms. Tadlock has graphic art skills and is very involved in the community. She said she does communications at Blackbaud. Mr. Williams said they could conceivably come up with a newsletter that could go to Mount Pleasant residents. He said perhaps the new member can help them with graphics. He said it could be once a month or every three months. Ms. Sweet said they had Take Pride. Ms. Harvey said the Take Pride e-blast went out this morning. She had thought everyone on the Commission had signed up for them. She will forward it to Mr. Williams. Mr. Williams said he had asked people about a performing art center and they suggested around Towne Centre as it easy to get to and others suggested by Carolina Park. Ms. Gosnell said there is so much growth in that direction. Ms. Harvey said they are going to have a discussion in the near future regarding a scope of work for a feasibility study for a performing arts center. She said in 2016 the Commission with Ms. Ashley Richardson worked with Ms. Marie Louise Moreto on an Art Place grant, which they did not receive. She said there will be more discussion forthcoming. She said she knew in the past they have taken a month off in either July or August. She asked for everyone’s input on which month off they would prefer. All members of the Commission agreed to take July off. She said they would be back with funding in place and ready to go. Ms. Harvey said she would take the current year’s budget and what they have spent on the different projects and increase that number based on the new amount of money they have been given. She said they could come in August with ideas of how they would like to allocate those funds for the 2018-19 fiscal year. 5.
