CULTURE, ARTS & PRIDE COMMISSION Wednesday, August 8, 2018 12:00 noon Municipal Complex, Committee Meeting Room (3300) 100 Ann Edwards Lane Mount Pleasant, SC 29464 MINUTES Members Present: Rebecca Gosnell, Chair; Ann McGahey, Bren Romano Monteiro, Kenda Sweet, Amanda Tadlock, Charles Williams Members Absent: Stephanie Meadows Staff Present: Nicole Harvey Ms. Gosnell called the meeting to order at 12:00 p.m. 1. Approval of Minutes from the June 13, 2018 meeting Mr. Williams made a motion to approve the minutes of the June 13, 2018 meeting. Ms. Monteiro seconded the motion. All were in favor. 2. Public Comments None Ms. Gosnell said before going into the reports she wanted to introduce their new Committee Member, Ms. Amanda Tadlock. She said that she and Ms. Harvey had a great meeting with Ms. Tadlock and she was clear on the things that she wants to work on. Ms. Gosnell said they were very excited and appreciative to have her come on board. Ms. Tadlock said she was excited to join the group and was coming from Blackbaud professionally. She said she does graphic design and communications and is excited to be engaged with the committee.  Culture, Arts & Pride August 8, 2018 Page 2 of 20 Ms. Gosnell said that Ms. Tadlock will be joining the Marketing Committee and helping with the newsletter. She said they will be talking about the goals for each committee as they go through the meeting. 3. Report from Subcommittees Ms. Gosnell said they do not necessarily have subcommittee reports because they were off last month. She said she would take this opportunity to outline what she thought the tasks for each subcommittee were going to be this year. She said they are going to host a subcommittee workshop on August 28 at 11:00 a.m. where the subcommittee chairs will put together a timeline for each of the activities that they outline so that they are clear well in advance about what they want to accomplish and the timeline for reaching our goals. She said they will work as a team to set up task execution steps. a. Green Mount P Ms. Gosnell said that Ms. Sweet is still the chair for this. Ms. Sweet said she had a good meeting with Mr. Jamie Nance and Ms. Jennifer Knight from Public Services where they discussed the idea of Mount Pleasant becoming a Bee City, which is something the Committee has been interested in. She said one of the things they would like to do is not just become a Bee City if that is feasible but also to join a couple of other organizations and follow their guidelines to help all pollinators. She said they are exploring the feasibility of becoming a Bee City because there are specific guidelines that must be followed. She said they talked about some other ideas and decided that CAP’s role should be to facilitate between the Town and various organizations and volunteers to do some things to encourage bee-friendly practices. She said possibly some small gardens, putting up bat houses and butterfly houses. She said the Town cannot take on a lot of these other responsibilities that the Committee wants to see happen. She said that CAP cannot as well and thus she sees their role as being the facilitator between the Town and various neighborhood organizations. She said they are going to approach the Alhambra Garden Club, the Senior Center, the Telephone (843) 884-8517 - Fax (843) 856-2180 www.tompsc.com  Culture, Arts & Pride August 8, 2018 Page 3 of 20 Rotary Club, the Boy Scouts and the Native Plant Society with a bunch of ideas. Ms. Gosnell said that was very exciting. She said she would like the subcommittee to consider committing to several items, as she too has looked at the Bee City application and it is a lot. She would like for Ms. Tadlock to help design a logo for the Commission as well as signs that could be placed at the local nurseries, Home Depot and Lowe’s. She would like them to create a list of bee- or pollinator- friending plants so people can see the plants that Mount Pleasant as a “Bee Friendly” city is encouraging residents and businesses to plant. Ms. Gosnell said she knows the Town currently includes native pollinator plants at Memorial Waterfront Park whenever possible and she would like Ms. Tadlock to help create signage for Town plantings to identify that is what is happening. The signs could include a list of other plants that people could photograph with their phones. She said part of the process as a committee would be to see if they could expand those plantings through volunteer help. She said the signage that Ms. Tadlock helps develop will be something that people would start to see as encouraging bee-friendly practices. She said she sees that as an item that CAP has the ability to execute successfully. She said the Comprehensive Plan for the Town of Mount Pleasant includes a recommendation that the Town continue to use native plants as part of its landscaping mission. Ms. Gosnell said to that end, she is going to jump ahead a little to a sculpture discussion that ties in here. She said they got feedback that the bases for sculptures in roundabouts would be a more complicated and expensive process than anticipated because it requires an engineer to design a break-away base that would need South Carolina Department of Transportation (SCDOT) approval. Ms. Harvey said that the break-away requirement was not brought up when this was discussed last year. She said that the bases that they got quotes on for putting up sculptures in park spaces will not Telephone (843) 884-8517 - Fax (843) 856-2180 www.tompsc.com  Culture, Arts & Pride August 8, 2018 Page 4 of 20 work in any type of a right away setting because they must be able to break away if someone hits them with a vehicle. Ms. Gosnell said she would like the Green Committee to consider, in conjunction with Mr. Nance, whether they could develop a topiary plan for those roundabouts. She said that is kind of a bridge between the Sculpture Committee and the Green Committee. Ms. Sweet said it would be cool to have some sort of a competition with landscapers where they could create topiaries for some of the roundabouts. Ms. Gosnell said she sees that sculptures do not have an immediate future in the roundabouts and topiaries would be a quicker way to add a creative touch to those locations and would like this goal to rest with the Green Committee. Ms. Sweet said she would be happy to take this on. Ms. Gosnell thanked Ms. Sweet for the meeting and all that she did. b. Town Hall Art Ms. Monteiro said that she and Ms. Sweet met to discuss ideas on how to move forward. She said they want to walk with Ms. Harvey around Town Hall after today’s meeting so they can visualize the different areas. She said they discussed starting with Town Hall for now and then expanding to other facilities once that is up and running. She said they will begin with expanding from just the Mayor’s Office to the rest of Town Hall and then expand the program over the course of the next year. She said that they also discussed possibly adding not only the recreation centers but also maybe fire stations if they want to participate, as well as maybe facilitating children’s art in community buildings. She said she did not know how much space they might have or where, but will explore potential options. She said the next step is going to be to look at Town Hall and use the existing Mayor’s Office application form to create a submission form for this expansion. Ms. Harvey said she had sent the most recent one to Ms. Monteiro. Ms. Sweet said that they had revised the time frame and how often a year they were going to do it. Ms. Harvey said that was correct. She said they need to create the Town Hall art form and develop a plan for how that is going to roll out including the submission, collection/hanging and pick-up processes. She said they need a summary document of how this program is going to work so that it can be sent to Mr. Gergick and the Town Administrator for review before they start rolling it out. She said they can discuss that while they walk around Town Hall. Ms. Monteiro said they will work on that before the next meeting. Ms. Gosnell said she went back through all the minutes and all the discussions about this. She said that obviously they need to make sure they are on board with an up-to-date submission process. She thought it might be fruitful to approach some galleries and ask them to take on a month instead of always relying on an open submission process. Ms. Monteiro said she and Ms. Sweet discussed having a conversation with the Mount Pleasant Artist Guild to gauge their interest in being involved; not necessarily in taking this over but how they might be involved with the implementation since they used to handle the art in the old Town Hall. She said that one question the Committee would have is how they would handle keeping this open to the public in general and not just to their member artists. She said they discussed ideas like rotating the groups that handle it and maybe the Committee opens it up once or twice a year for the general public. She said that they may have one month when they do a children’s takeover of Town Hall. Ms. Gosnell said as they develop the plan she would like for them to consider if they have the bandwidth to do the Jones Center as a children’s art location. She said it has just been the Mayor’s Office so far, and now they will expand to Town Hall, and then extend the program to other town facilities. Ms. Sweet said they thought they would do it in phases. Ms. Harvey said she would caution them to keep in mind as they develop a timeline and how they are going to rotate them out that rotating monthly could get overwhelming. Ms. Sweet said they were thinking quarterly. Ms. Monteiro concurred. Ms. Harvey said to develop into the plan what to do if someone sells a piece of art that is hanging on the wall and whether they would have back up pieces to replace those. Ms. Gosnell said at the upcoming subcommittee workshop they will come up with a timeline and rotation methodology. Ms. Monteiro asked who would be putting the artwork on the walls. Ms. Harvey said there was a hanging system on the hallway walls in Town Hall. She said that in the past the Artist Guild had their art at the old Town Hall building and they were responsible for doing the whole thing. She said it was something they may need to get with Public Services to discuss and find out if they are comfortable with the CAP subcommittee handling that with assistance from them. She said that was another reason for caution on how often they get switched because they do not want to overwhelm Public Service staff who have a lot to do already. She said that is something else to work out in the plan. Ms. Gosnell said she wondered if Havens would come over and help them on the hang days. c. She said they were originally investigating whether they could get one of his pieces or if he could do a new one for a roundabout. She said it sounded like that was not going to happen in the near future. Ms. Gosnell said it could happen someplace else. Ms. McGahey said that he was very interested in helping the Town, but he had some requirements as far as work space, time, materials and things of that nature that we would not be able to supply. She said if they cannot go that route, he said he would be willing to meet to discuss implementing cost-saving techniques for getting more sculptures in public spaces. She said he mentioned that he has a lioness sculpture that may be available for sale. Ms. Harvey said she thought there may have been a misunderstanding on what the Commission wanted. She said that he asked for a lot of things that they would like to give him but do not have the facilities or resources to provide. She said they are not just interested in donated pieces as they could potentially buy things from him but do not have the space he requires in order for him to make something custom for them. Mr. Williams said if they cannot install in roundabouts he asked if there was any possibility they could place a sculpture at the Mount Pleasant Library on Mathis Ferry Road. He said that was the busiest library in the whole county system. He said he felt sure the county would go along with that and it would be a perfect place with the nice yard in the front. Ms. Gosnell told Mr. Williams that he will see in the proposed budget they are going to review after subcommittee reports that they intend to put some money aside to create bases for things in those locations. Mr. Williams said that was great. Ms. McGahey said they had already listed five or so locations in previous meetings. She said she and Ms. Gosnell met before this meeting. She said that Chain sculpture has been in the College of Charleston storage for months and they would like to get it out and installed somewhere soon. She said there was also the abstract sculpture they would like to get on display quickly. She said some of the locations were the Jones Center, the library, and Town Hall. She said there are plenty of great options that do not involve a right of way. Ms. McGahey asked if there was anything she could do to move that process along. Ms. Harvey said they could meet after this meeting to discuss next steps to be taken before the next meeting. d. Emerging Arts Mr. Williams made a motion to move Emerging Arts to a report after item H, Marketing. Ms. Sweet seconded the motion. All were in favor. Ms. Gosnell said that the fiberglass sculpture project that Town Councilor G.M. Whitley has asked CAP to assist with was initially for palmetto trees. She said Ms. Harvey talked to various manufacturers and the consensus was that trees were a very difficult form to create a mold for to be made out of fiberglass. She said they met with Councilor Whitley and she suggested a shrimp boat. She said they went back and looked at boat shapes and need to determine if it’s feasible to design the poles and netting into a mold or other ways to include the essential elements of a shrimp boat. She said that in case they determine that shrimp boats also will not work, she wanted the committee to look at some other possible shapes and brainstorm other possible ideas. She said the Accommodations Tax Advisory Committee (ATAC) funds for this project are for the development of a mold and a prototype project. She said that if they could identify a shape that has an existing mold, then that will save time and money by not having to develop a custom mold. She said she searched online for existing shapes that would work in our town. She said they have a 50-foot pelican, Pelican Pete, and to honor the 50th anniversary of Pelican Pete they did small pelicans all over town. She said one can see what that shape looks like and how artists interpreted that shape. She said there was another pelican option. She said it was a pre-existing pelican mold. She said it had been painted just like a pelican and has not been interpreted in an artistic way that is more abstract. She said that the next iconic items were dolphins and oysters. She said there are some pre-existing dolphin shapes from this provider. She showed a picture of the oyster and said she was skeptical about the oyster when she saw it until she saw how it was interpreted. Ms. McGahey said she thought a sand dollar would be a good shape. Ms. Sweet said the oyster picture was a perfect shape to be Van Gogh’s ear. Ms. Monteiro said she did not know if she would look at the picture and say it was an oyster. Ms. Gosnell said you knew it was an oyster. She said at the base they have oyster shells embedded. She said one would know at that point that you have an oyster. She said as a palette it worked out very well and she was surprised. The Commission viewed pictures of a dolphin. Ms. Gosnell said if they went with that iconic image that was the shape that already exists. Ms. Harvey said that the “Cowpainters” site had a dolphin and a pelican. Ms. Gosnell said the last of the list of suggested shapes included a loggerhead sea turtle, a manatee, a butterfly and a caterpillar which she thought were all interesting options. Ms. Monteiro said maybe they should do a bee and tie it into Green Mt. P. Ms. Gosnell said that the butterfly when painted is really cool. She said to remember all of the problems they had with the crabs. She said the caterpillars were enormous and different. They viewed pictures of the manatee and the loggerhead turtles. She said that Ms. Whitley is looking for some feedback and Ms. Gosnell said they could weigh in and see what the thoughts are or if there is an iconic image that they would like to throw out as a custom design. Ms. Tadlock said she believed the sea turtle, pelican, and the oysters are more specific to Mount Pleasant. She suggested a kayak or paddleboard, shutters like plantation shutters would be an interesting photo opportunity, and a tea cup because Charleston was known as a tea plantation site. Ms. Gosnell said those were all good ideas. She said they do the doors with the window boxes downtown every year for Spoleto and people love posing with those as they are so colorful. Ms. Harvey said that doors downtown are iconic of downtown. Ms. Gosnell said that is why she liked the idea of shutters or the kayak because of the interesting shapes. She said she would not want to look like a kayak rental place every time they saw a kayak. Ms. McGahey suggested a starfish. Ms. Harvey asked if there was anywhere in Mount Pleasant where one can go to pick up a starfish or do they have to go to Isle of Palms (IOP) to do it. Ms. Sweet said also Sullivan’s and IOP. Ms. Harvey said she believes Councilor Whitley’s intent is for this to be something iconic to Mount Pleasant. She said she thought the turtles work because they are in our harbor and that oysters are available in many areas of Mount Pleasant. Ms. McGahey said that pelicans are at Shem Creek all the time. Ms. Harvey said that the dolphins are all over also, not just in Shem Creek but in the creeks around town as well. Mr. Williams said that there are ibis birds everywhere, especially around James B. Edwards and are constantly around a lot of neighborhoods. Ms. Gosnell said that as they looked through the images, she had clicked to where the project installation happened and there needs to be a certain amount of bulk for it to have impact visually. She said that was why one of the pelicans did not work because it did not have any real bulk to allow enough painting surface. She said that the smaller birds would present the same issue. She told Mr. Williams that there were some cranes that she looked at and what they want is for the shape to provide a platform for an artistic interpretation and not just a painted realistic version. Ms. McGahey said that is why she thought the shrimp boat would be difficult as well. Ms. Gosnell agreed. She said that shrimp boat is going to keep looking like a shrimp boat. Ms. Tadlock said that in looking at the box car on the website that something that might be interesting is a shipping container. Ms. Gosnell said that when she and Ms. Whitley met with Ms. Harvey and the shrimp boat was suggested, her concern was that the shape should have curves and some drama. She said if it was a boat, it might just look kind of chunky sitting there and a shipping container also would not offer any interesting curves or lines. She said a kayak or turtle for example would have interesting lines. Mr. Williams suggested seagulls. He said that technically they are gulls, not seagulls. Ms. Monteiro said she was not completely convinced on the oyster but said that out of all of the shapes it has the most potential to handle artists who want to do something a little more abstract but also some of the examples were pretty scenes. She said the shape is more like a canvas. Ms. Gosnell said it would be cool if they did it so that they premiered at the Oyster Festival before they went out on public display. Ms. McGahey said in her opinion it was a little more sophisticated of a shape and not cheesy. Ms. Sweet said it was not too whimsical. Ms. Gosnell said you would not find it in a gift shop. Ms. Monteiro said her initial reaction when she looked at the painted ones was she did not know it is an oyster, but maybe that is good that it adds another layer to it. She said when you are looking at the art then realize it is an oyster, it adds more interest to the piece. Ms. Harvey said that if they looked at the bottom base, it is like the oyster tabby sidewalks at Memorial Waterfront Park. She said in her opinion if they do it then it would be a cool base to do. She said that as Ms. Gosnell said it makes it clear that it is an oyster. Ms. Monteiro said looking at the plain oyster shell it looks like a fried egg. Ms. Gosnell said they are going to pursue feedback from the companies on the feasibility of the shrimp boat. She said she will let Ms. Whitley know that they looked at all the other iconic shapes and the consensus of the committee was that the oyster had the most potential for an interesting art platform. Ms. Monteiro asked if they want to check and see if everyone feels that way. Ms. Sweet said that some of them were too whimsical for her. Ms. Monteiro said she agreed with the whimsical point. Ms. Harvey closed the dolphin and pelican pictures. Ms. Harvey said that this project is being driven by Councilor Whitley in partnership with CAP. She said that the next step was for she and Ms. Gosnell to Telephone (843) 884-8517 - Fax (843) 856-2180 www.tompsc.com  Culture, Arts & Pride August 8, 2018 Page 13 of 20 meet with her again and go over some of the things that they discussed in the meeting. Ms. Gosnell thanked everyone for their input. She said that once Ms. Whitley settles on a shape, the artist submission process will come back to this committee and they will help drive that. Ms. McGahey asked where they would be installed. Ms. Gosnell said that was a step that had not been defined yet. She said if they go with an existing mold then the process is going to be a little different than the initial plan and they have some questions to get answered. e. Traffic Box Art Ms. Gosnell said they have put five Traffic Boxes in the budget proposal for next year. Ms. Harvey said she believes there are two remaining that have not been done on Highway 17. She said she received a request from the developers of Indigo Square for information about wrapping the box at their new intersection. She said she will continue that discussion with them and that perhaps may allow the Commission the ability to have one additional wrapped as they have offered financial support to get that one done. Ms. Gosnell said they will do a one-time submission and have them all completed at once. Ms. McGahey said that it was great that they came to the Town and offered support. Ms. Harvey said she had just received the information before the meeting and will follow up. f. Paint the Town Ms. Gosnell said they now have funding approved for this project. She said they have their public locations identified and they have assigned a budget to each location for the artists to work with. She said they are busy compiling a list of artists that they are going to Telephone (843) 884-8517 - Fax (843) 856-2180 www.tompsc.com  Culture, Arts & Pride August 8, 2018 Page 14 of 20 send an invitation out to as well as the public RFQ. She asked Ms. McKenzie Provost if she had any updates since they met with Ms. Harvey. She said she sent over some of the documents from locations in Asheville of their murals. Ms. Gosnell said that the Commission has gathered input from different city art programs that they will be incorporating into a landing page on the website so that artists will be able to see what the sites are and submit their renditions for specific sites. She said that the sites already have a budget. She said the next step for the commissioners is that she would like for everyone to go reach out to the private locations identified as possible locations because the ATAC funding can only be used for the public locations. She said to make this impactful, they need to generate some private investment. She said she will be asking everyone to take a look at the suggested list of private locations and see if anyone has a personal connection and they will go from there. She said they will lay all that out this month and before the next meeting she will send out that list and get each person to weigh in on what they can do for that. She said it was very exciting to be on the brink of rolling this project out and to have the funding to do it. g. It’s Raining Art! Ms. Monteiro said the new poem installations had been a little slower in getting things completed this summer. She said they have a logo template that has been made and is now being remade as it was much bigger than they wanted. She said they may be able to use the large one at some point. Ms. Harvey said it was the size of the whole stencil board but was done in wood which is great because it would last for a long time. She said that the logo and Town of Mount Pleasant Culture, Arts & Pride Commission was larger than an entire poem. Ms. Monteiro said it would take a lot of paint. She said that the first six of the student poems will done by Friday. Telephone (843) 884-8517 - Fax (843) 856-2180 www.tompsc.com  Culture, Arts & Pride August 8, 2018 Page 15 of 20 Ms. Harvey said she had been working to get installation and term- change consents from the students and parents but it was a long, slow process since teenagers do not always check emails but that the Wando teacher was also going to assist. Ms. Monteiro said she told him that this was round one and that the Commission was hoping to have more. Ms. Harvey said they have to get parental consent for the student installations because they are minors. She emailed all of the students again and asked them to have their parents email her. Ms. Monteiro said that the plan was that Towne Centre is contributing to the project and they are doing a contest. She said they need to decide what to do as the next round. She said she thought they need to move on from poems. She said she will come back to the next meeting with a plan for that and they can talk about it in workshop. Ms. Gosnell said that in workshop they will be looking for dates to do three sessions and three themes throughout the year. She said also a location plan and artist submission process. Ms. Harvey said they should have the poems installed at Towne Centre in the next few weeks. h. Marketing Ms. Gosnell said she would like for them to make sure that their newsletter adheres to a set schedule. She said she was asking that the newsletter go out on 15th of the month, starting in September. She wants the Marketing Committee to create all content and format and have it reviewed at the meetings for input before being sent to staff to be distributed on the 15th and that the marketing committee members can take the writing and design tasks over for staff. She said she had reached out to Ms. Tadlock, Mr. Williams, Ms. McGahey and Ms. Meadows and they have accepted that responsibility. She said if it does not get done then it does not go out. She said it was up the Commission to own it and make it happen. Ms. Gosnell answered in the affirmative. She said if there is a sub- story to be told related to a project then they should have that flexibility, but it should have one primary focus. She said she then wants a press release created that goes out that reflects what is in that newsletter, so they are doing it on all fronts. Ms. McGahey said she still did not see photographs that she submits being published. Ms. Harvey asked if she had copied her on the emails or if she had just been sending them straight to the Business & Tourism Office. Ms. McGahey said it had only been one sent to Ms. Spellerberg and they were of the new sculptures. She thought one of them went on one platform, but it was not both pictures and it was not on multiple platforms. Ms. Harvey said on the one email she received she sent to Mr. Marquel Coaxum and Ms. Allison Lane, and she thought they had posted them on the Town and MPRD pages. She said that Ms. Spellerberg does Experience Mount Pleasant. She said we do have Recreation Instagram. Ms. McGahey said it never went on the ones she thought it was going on. Ms. Harvey said she has met with her and she had been supportive, so she will meet with her again. Ms. Gosnell asked if they could meet with her after the meeting today for a few minutes. Ms. McGahey answered in the affirmative. She said that Experience Mount Pleasant is one that she follows and that would be excellent coverage and exposure. Ms. Harvey said she was sure Ms. Lane had put it on the Recreation page. Ms. Harvey said she thought Mr. Coaxum replied that he put it on there and she will confirm with him. Ms. McGahey said she will take some additional pictures and asked for any suggestions. Mr. Williams asked if they wanted to select right now the particular program that they want to highlight so that they do not come back to a committee meeting and someone says they do not think they should do that and rule it out. Ms. Gosnell said she sent them a list of monthly suggested topics, so she thought they should just follow that format. Mr. Williams said he thought it would be better to do it as a committee as a whole. Ms. Gosnell said they are going to follow that list until they get to workshop. Ms. Gosnell thanked Ms. McGahey for her marketing efforts. Ms. McGahey asked for any suggestion on photographs to be sent out to the public. Ms. Harvey said that when they get the poems installed at Towne Centre they are going to want to do an unveiling so she will coordinate that with the Mayor’s Office and that would be a good photo op. Ms. Gosnell said that would be a great one. 4. Budget Ms. Gosnell said thanks to Ms. Sweet for her work in getting approval from Council to increase our general fund budget to $20,000 instead of $10,000. Ms. Gosnell said that she and Ms. Harvey reviewed last year’s expenditures on existing projects and have made some suggestions for them to consider so they can define their priorities. Ms. Harvey said that number may change a little depending on how the program ends up rolling out and how they choose to identify artwork. Ms. Gosnell said that the Civic Pride Award is the same as last year with the cost being for the winner’s plaque. Ms. Gosnell said that the Pocket Park is the same budget as last year with a maintenance allowance factored in plus the stipends for the two sculptures. Ms. Harvey said it had been a couple of years since they did any maintenance on the bases and occasionally they need to do a little work when they change out the sculptures. Ms. Gosnell said the next item was for the permanent-installation sculpture bases. She told Mr. Williams that this comes back to what he was asking about the pieces that they have rotated out of the pocket park that will now be moved to a permanent home. She said that the large sculpture base estimate was $1,500 and one is going to need the large base and the other one would likely be less. She said they thought they would take the $1,500 and multiply by two in case they run into any unforeseen problems. She said this allows them to take pieces out of the pocket park and move them to a permanent location every year. Ms. Harvey said they will work together to identify those locations and get approvals and get those put up. Ms. Gosnell said she proposes keeping the Traffic Box budget at five units. She said with the Coleman Crab Crawl she is recommending that they designate no funds for continuing repairs as continued vandalism has become overly burdensome and that the next time one is damaged then it needs to be removed instead of repaired. She suggested they move forward instead with the iconic fiberglass sculptures to replace this project. Ms. Gosnell made a motion that the Coleman Crab Crawl be retired and that the Committee move forward with the fiberglass sculptures to replace the program. Ms. Sweet seconded the motion. She said that once they decide whether it was poetry, silhouettes or song lyrics or whatever they decide, they would allocate $300 per session for a cash award to the top three selections. She said it was still a bit of a competition and they could pay the people who get the highest ranking in the committee process and identify the top three. She said she was amenable to suggestion on how they want to rethink that but for the purpose of the budget that was the suggestion. She said for Paint the Town, there is $24,000 approved from ATAC. She said they have identified potential locations on Bowman Road and budgets have been established for each location. Ms. Harvey said those locations will require SCDOT approval. Ms. Gosnell said the Jones Center wall is the other public space planned for painting. She said that the funds will go to the artists and to promoting the project with a marketing plan. She said they hope to increase the impact of this project by soliciting participation from the private sector also. Ms. Gosnell said that the fiberglass sculpture project also has ATAC-approved funding for the pilot project, so they do not have any CAP general funds allocated to that. Ms. Gosnell said that Other Projects is undetermined but the proposed budget leaves nearly $5,000 unallocated to expand an existing project or take on a new project. Ms. Gosnell opened the topic up for discussion and said she was not going to ask that they approve this proposed budget during the meeting. She said when they get through the subcommittee workshop process at the end of this month and everyone has a thorough understanding then they will make any necessary adjustments. She said this was the starting point to be thinking about expectations. Ms. Harvey said that Mr. Patrick Bryant’s staff had reached out to her about a building he owns on Highway 17. They inquired with the Planning Department about what their limitations are and the rules on painting a mural on the side of their building. Ms. Gosnell said they are sitting at a very exciting time for the Commission as she was reviewing a history of our minutes including from 2013 where they were talking about wrapping utility boxes and got their hearts broken. She said they have come a long way since then when they were trying to define themselves and having great ideas with limited resources to execute to now really figuring how they are going to make an impact and having the funds to do it. She said they all have work to do and she was appreciative in that they are all busy people and yet everybody had been doing a really good job of stepping up and making sure that they are moving things forward and it is going to get faster and faster from this point forward. 5.
