CULTURE, ARTS & PRIDE COMMISSION Wednesday, October 9, 2019 12:00 noon Municipal Complex, Committee Meeting Room (3300) 100 Ann Edwards Lane Mount Pleasant, SC 29464 MINUTES Members Present: Bren Romano Monteiro, Chair; Rebecca Gosnell, Frank Sonntag, Kelly Trager, Kathryn Whitaker, Charles Williams Members Absent: Ann McGahey Staff Present: Nicole Harvey Ms. Monteiro called the meeting to order at 12:04 p.m. 1. Approval of Minutes from the September 11, 2019 meeting Mr. Williams made a motion to approve the September 11, 2019 minutes. Ms. Trager seconded the motion. All were in favor. 2. Public Comments Ms. G. M. Whitley, Council Member for the Town of Mount Pleasant, 809 Post Oak Drive said she would like for the Culture, Arts & Pride Commission (CAP) to make a recommendation to the Recreation Committee that a cultural arts center be added to the conceptual plan for the Rifle Range Park. She said a cultural arts study was completed by the College of Charleston that said the Town had this need. She thanked the Commission for their work on what they have managed to do. Mr. Williams asked how large a facility was envisioned, any cost estimates, and how far had the plans evolved. Ms. Whitley said the plans were completely unevolved as this was a vision conceptual dream. She said if they could get community support and let the idea evolve it would be a cultural arts center with performing  Culture, Arts & Pride October 9, 2019 Page 2 of 5 arts space it would help determine what the ultimate project would look like. Mr. Sonntag said he that under Emerging Arts he was focused on making more use out of Wando High School as an untapped community resource. He said he was wanting to change the focus of this committee toward performing arts. He said that because of his background in performing arts and facilities he was interested in pursuing this. There was discussion about an agreement, scheduling issues, and previous use of Wando. There was also discussion about the Rifle Range Road property. Ms. Whitley said she was asking CAP if they would recommend to the Recreation Committee that they pursue this addition to the conceptual plan. She said there is no money for it at present and it was just a dream. There was discussion on the conceptual plan of Rifle Range Road Park. There was also discussion about the art study that had been completed. 3. Budget Review Ms. Harvey said in their meeting with Ms. Whitley they discussed marketing of Art on the Half Shell and Paint the Town with maps with the locations of places where art is. There was discussion about an app. Ms. Trager said they went through this with the gallery association and they had to know what the revenue stream was from it. She said for public art it was just the interest verses would they sell advertising space and how to keep it current. She said integrating the map to the app was expensive. She said they need to know how they draw people to make sure they are downloading that app. Ms. Harvey said that last month they chose the Arts and Humanities Awards and said she would add the plaques for that. 4. Report from Subcommittees a. Green Mount P Ms. Monteiro said that at the Recreation Committee they gave the Arts and Humanities Award to Mr. Bobby Lambert from Wando and the organizational award went to the Mount Pleasant Artist Guild. Town Hall Art Ms. Monteiro said the art was on the walls and wanted to remind everyone that the next Mayors Music and Art event would be December 19 at 4 p.m. and the art selection would be at the December 11 meeting. c. Sculpture Ms. Harvey said the abstract sculpture that was moved from the pocket park to Jones Center needs some maintenance. d. Art on the Half Shell The Commission talked about an interactive map. Ms. Harvey said Ms. Whitley had secured Palmetto Coffee for $1,000 and talked to Kids Teeth about it. She said they are going to order ten shells. Ms. Harvey said she would be updating the sponsorship form. Ms. Monteiro said Ms. Whitley said she had started a youth council and a possibility of them doing an oyster and about schools being involved. e. Traffic Box Art Ms. Harvey said they were choosing six. She said they narrowed down 94 slides to 16. She had shared the list of the intersections. She shared slides of the artists’ submissions. The Commission chose: Ms. Christine Sweet’s submission, Mr. Donald Sturdivant with the water tower on two sides and marsh scene on two sides, Ms. Jan Marvin with the sailboat on two sides and the pelican and turtle, Ms. Mimi Wood with cats on the paddle boards, two shrimp boats of Mr. Konstantin Voronin, and the bridge with the colors by Ms. Fer Caggiano. An alternate was Ms. Kate White with the graphic sunrise that Ms. Harvey needs to check on and another alternate was the owls. f. She said that Ms. Kris Manning was going to start the Fulton mural on October 21. She said that Mr. Quinton Chaplin was nearly done with the fire department canvas and will be going up soon. Ms. Gosnell said Mr. Nathan Durfee and Mr. Robert Lange are doing a collaboration at the Jones Center. She said that Mr. Everett White had run into technical challenges at Towne Centre with their requirements. Ms. Harvey said they cannot sign our agreement, so she sent it to Legal and Risk Management and was waiting for them to tell her if there was a way to work around that. Ms. Gosnell said Mr. White said if it was to just paint concrete it would fine but now, they are asking him to put a sealant on the brick, treat the brick, and make it removable. He said that was beyond his level of expertise. He said he could make a sculpture of a turtle and put it on a stand and was willing to do that. There was discussion about Celadon as they were very receptive. Ms. Harvey will follow up with them. She will also get in touch with Mr. Durfee and Mr. Lange, find Mr. Everett White another location, and look at possibly mounting a canvas on a board for the corrugated structure. There was discussion on the projects currently in the works and they discussed the Sweet Shop. g. It’s Raining Art Ms. Harvey said she had Ms. Grace Rogers go out and paint to make sure the idea of giving the paint to an artist without a stencil would work and it did. She said they could find an artist. h. Marketing Ms. Monteiro thanked Ms. Grace Rogers for everything she had done so far. i. Emerging Arts Mr. Sonntag left a message with Wando but had not heard back. He said next month he will have a report. Culture Ms. Monteiro said they had talked about doing a video. She said there was going to be a meeting with Ms. Maria White and husband who are documentary filmmakers. She said it would make sense to team with someone like this as it was packaged together, and they have all the resources. Ms. Gosnell said she has talked with a company that produces the videos that all the theaters show, and they have a template that one feeds into. She said it make sense to do some still shot productions with this company and get feedback before hiring filmmakers. Ms. Whitaker said she had talked previously about a youth council and now they are creating a youth council in Mount Pleasant. She said it would be an interesting way to get more involved with some of the high school students and for CAP to be engaged with that group. 5. New Business Ms. Monteiro said this would be Ms. Gosnell’s last meeting and thanked her for everything she had done, and her passion had helped move projects along. Ms. Gosnell said she was forming an organization in Mount Pleasant focused on producing public art. She said the group with unusual ideas will come to CAP with ideas to seek funding. They discussed a budget issue with trying to build a performing arts center. 6.
