MINUTES
Members Present: Bren Romano Monteiro, Chair; Ann McGahey,
Frank Sonntag, Kathryn Whitaker
Members Absent: Corey Alston, Brad Dunnells, Kelly Trager
Staff Present: Nicole Harvey
Ms. Monteiro called the meeting to order at 12:07 p.m.
1. Approval of Minutes from the July 8, 2020 meeting
Mr. Sonntag made a motion to approve the July 8, 2020 minutes.
Ms. Whitaker seconded the motion. All were in favor.
2. Public Comments
None
3. Report from Subcommittees
a. Town Hall Art
Ms. Harvey said they had continued with the social media posts
and there was some art hanging in the hallways. She said when
things change, they will continue with the Mayor’s Art and Music
receptions.
b. Sculpture
Ms. McGahey said Mr. Herb Parker with the College of
Charleston said he was going to include a juried exhibition in the
fall syllabus. She said that it would be up to the Commission if it
was juried in person or by Zoom.
c. Art on the Half Shell
Ms. Harvey said there was an article in the Moultrie News on
the Art on the Half Shell program along with some great pictures.

She said they were now on display in the downstairs lobby and that
Public Services would install them soon at various places. She
discussed doing press releases and photos on the painted oysters
that businesses purchase to display. Ms. Harvey said there were
some more oysters to paint and shared some submissions she had
received.
The Commission discussed the submissions.
Mr. Sonntag made a motion for selections of submissions
from Mr. Emil Hristov and Ms. Roxanne Lewis. Ms. Whitaker
seconded the motion. All were in favor.
d. Traffic Box Art
Ms. Harvey said that selections would take place next month.
e. Paint the Town
Ms. Harvey said the mural at Bowman Place was completed
and the framing was being done for the one at Fire Station 7.
f. It’s Raining Art
Ms. Harvey said Ms. Kris Manning had submitted a proposal
for two site visits, labor, and two concepts she would submit for
this program.
The Commission discussed the price, longevity, and possibly
getting students involved as this was a wrap-up project and they
would like to minimize the budget impact.
g. Marketing
Ms. Monteiro said they had Marketing, Performing Arts, and Culture
left and those are things in the works, and nothing had to be decided
on right now. She said Marketing was moving along at a steady
pace.
Ms. Harvey said they are working on an upgraded public
art map. She thought they should put money toward website
upgrades, getting the map active, and marketing for the
Accommodation Tax Advisory Committee (ATAX) projects would
come out of those budgets. She said they should get rack cards
of public art projects that includes everything to show that Mount
Pleasant is an artistic, cultural place to visit to see art.
Ms. Whitaker left the meeting at 12:30 p.m.

Ms. Harvey said they did not have to set a budget today as she did
not get any feedback for budget amounts.
h. Performing Arts
Ms. Monteiro said they had relabeled Emerging Arts as Performing
Arts knowing that if there were any new ideas, they could discuss
them in New Business going forward.
Mr. Sonntag said that he and Mr. Dunnells had not met as they
were in a holding pattern to determine what was going to happen
with the schools.
Ms. Monteiro said she would like them to come up with a
performing arts budget. The Commission discussed the
Lucy Beckham High School projects and adding another
subcommittee as Other Projects.
Ms. Whitaker returned to the meeting at 12:43 p.m.
i. Culture
Ms. Monteiro said they included the Civic Pride Award under
Culture. They discussed trying to come up with some nominations
for the award. Ms. Monteiro said they had also discussed a
performing arts center and producing a mini documentary under
Culture.
Ms. Whitaker said they had talked about trying to use the Youth
Council for something under Culture. She said that may be more
attainable in getting the subcommittee moving to brainstorm with
them.
4. Budget Review
Ms. Monteiro said the budget review was discussed in the
subcommittees. She asked everyone to send in proposed figures for
the budget and they will review them.
Ms. Harvey said she had sent them the cost estimates for
proposed Lucy Beckham H.S. projects.
The Commission discussed the projects presented: #1 Faces of
Mount Pleasant, #2 String Murals, and #3 “Right Now I Can”
Interactive mural wall. They discussed that the art teachers would
oversee the projects, and the Commission would be guiding and
managing it, along with helping with funding.

Ms. Whitaker made a motion to start the projects in the fall semester
with projects 2 and 3, with project 2 being on their grounds, and project 3
finding a community center with foot traffic and then commit to project 1
in the spring. Ms. Monteiro seconded the motion. All were in favor.
Ms. Harvey asked about reaching out to the Wando art teacher to
see if she has any interest in exploring an It’s Raining Art project and the
Commission agreed.
5. New Business
Ms. Tracy Richter, Special Events Assistant, said with the Coastal
Carolina Fair being canceled there may be an opportunity to get some
student art into some of the recreation centers since they probably would
not be submitting art for contests at the fair.
6. Adjourn
There being no further business, the meeting adjourned at 1:10 p.m.
