MINUTES
Members Present: Kathryn Whitaker, Chair; Corey Alston, Brad
Dunnells, Ann McGahey, Bren Romano Monteiro,
Frank Sonntag

Mr. Sonntag called the meeting to order at 12:04 p.m.
1. Approval of Minutes from the March 10, 2021 meeting
Ms. Monteiro made a motion to approve the March 10, 2021 minutes.
Mr. Sonntag seconded the motion. All were in favor.
2. Public Comments
None
Ms. Whitaker arrived for the meeting at 12:05 p.m.
3. Report from Subcommittees
a. Paint the Town
Ms. Harvey reviewed three paint submissions for the Jones Center
wall. The Commission discussed the paintings and discussed using
one on the outside wall and one on the inside wall facing the pool.
Mr. Sonntag made a motion to commission the artists to paint
the tropical abstract on the outer wall and the underwater fish scene
on inside wall at the Jones Center. Ms. Monteiro seconded the
motion. All were in favor.

Mr. Alston arrived for the meeting at 12:12 p.m.
b. Performing Arts
Ms. Harvey said there was no update as Ms. Sarre was not
present.
Mr. Dunnells asked what would prevent them from keeping the
date they had talked about in August for a performance event.
Ms. Harvey said they would need a plan to present to the
Department Managers and it would need to be budgeted. She said
they would determine whether there would be the need for staff
support. She said the subcommittee needs to meet on this.
c. Culture
Ms. Whitaker said the Commission proposed to the Youth Council
moving their Cultural Fair to May 22 when the Sweetgrass Half
Marathon will be held at Park West. She said they agreed, and it
allows for more time to prepare.
d. Unincorporated Areas
(1) Sweetgrass Basket Stand Project Update
Ms. Whitaker said she had a concrete update for the Sweetgrass
Basket Stands. She said she was getting a quote for a concrete truck
or they could go the Quikrete route.
Mr. Alston said he had a quote for labor, and they estimated
nine and a half yards for concrete. He shared the estimated budget
for the first group of four stands that would serve as the model for
others. He said he had received news that there may be some
portalets provided by the Town. He said he proposes a four-foot by
four-foot concrete pad to put them on. He said he thought May 15
was the planned start date on this.
Ms. Harvey said it would need to be after the half marathon
which was May 22. She said she was finding out about permits for
this work. She said these stands were on county property and their
guidelines are if they are not on private property and/or are under
120 square feet then they do not need a permit. She said there has

been some debate about spending Town funds on private
businesses. She said this would have a huge cultural benefit to
everyone who lives and visits the Town.
Mr. Alston said the stands are their business locations that were
built by the Town and the Commission would be updating them.
The Commission discussed the model location. They discussed
the paint choices and type of paint to be used. They discussed Laing
Middle School wanting to be a part of this. The Commission
tentatively set June 12 as the beginning of this project.
Ms. Harvey said The Village Reparatory Theatre was having a Jim
Croce and Carole King Performance on May 6 on the Town Hall Lawn.
She discussed the budget of some of the projects and said they could
possibly move things around.
Ms. McGahey made a motion to approve the $5,000 going to
the four Sweetgrass Basket Stand models pending formal approval.
Mr. Alston seconded the motion. All were in favor.
e. Student Art
Ms. McGahey said she did not have anything.
Mr. Alston said he spoke to the Assistant Principal, Ms. Myranda
Brawley, at Laing Middle about student art and the Commission
helping them make the area nicer. He said they discussed banners
on light posts in the area with positive messages and lots of color.
He said they also discussed paintings on the crosswalks.
Ms. Harvey said she would talk with Transportation to see who
owns the poles. She said it may be something they budget for next
year.
Mr. Dunnells left the meeting at 12:47 p.m.
f. Art on the Half Shell
Ms. Harvey said the oysters that were in the Town Hall Lobby
are being installed around Town. She said that new ones are being
painted and the Commission should have them by the end of next
month.

g. Traffic Box Art
Ms. Harvey said she did not have the new Traffic Box Art
pictures, but they were being installed now.
h. Marketing
Ms. Harvey said Culture, Arts & Pride has 889 followers on
Facebook and 434 on Instagram.
Ms. McGahey said she, Ms. Rogers, and Ms. Monteiro met to
discuss social media posts and they have a couple new ideas. She
said some of the Commission would be meeting the next day to
discuss reusable bags.
4. New Business
Mr. Alston said at the last meeting they spoke on Culture of having
some students help the Commission understand the culture of Mount
Pleasant before enslavement.
Ms. Harvey said she thought it was tied to the discussion on the
Cultural Fair. She said she was going to ask Mr. Alston to do a presentation
at the Cultural Fair.
5. Adjourn
There being no further business, the meeting adjourned at 12:59 p.m.
