TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD AUGUST 7, 2019 MINUTES Green arrows are hyperlinks to the recording Staff Report Present: Beth Santilli, Chair, Brian Boan, Brian Wurst, William O'Neal, Richard Lambert. Absent: Cameron Swails. Staff: Peter Stone, Brittany Johnson, Lynnette Lynes Ms. Santilli called the meeting to order at 5:05 pm. A. Approval of Agenda Mr. O’Neal moved for approval of the agenda. Mr. Lambert seconded the motion. All in favor. B. Approval of Minutes Mr. Wurst moved for approval of the minutes. Mr. Lambert seconded the motion. All in favor. C. General Public Comment There being no public comment, Ms. Santilli continued with the agenda. D. General Correspondence Ms. Johnson stated that the applicant for the Bowman Place revisions was not able to attend the meeting and asked that the matter be continued. E. All in favor. Market at Mill Creek Gas Canopy Revision, 2100 Hwy 41, TMS# 594-05-00- 228, Final Approval of Site, Landscape, and Architecture These items were approved through a consent motion. 3. Pet Paradise, 1045 Tupelo Forest Drive, TMS# 615-00-00-173, Preliminary Approval of Site, Landscape, and Architecture This item was withdrawn by staff. 4. Bowman Place Revision, 1136 Bowman Road, TMS# 559-13-00-033, 559-13- 00-036, & 559-13-00-052, Final Approval of Site, Landscape, and Architecture This item was continued by the Board upon request of the applicant. 5. Chase Bank West, 960 Houston Northcutt Blvd., TMS# 517-00-00-028, Preliminary Approval of Site, Landscape and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Ms. Marianne Moseley, Kimley-Horn, reviewed the request with the Board. Mr. Paul Gorenflo, Mr. Michael Brown, and Mr. Matt Wauben reviewed the project and proposed materials with the Board. Design Review Board August 7, 2019 Page 3 of 5 Mr. Lambert asked about the east elevation and if the roofline is cantilevered. Mr. Brown answered in the affirmative. Mr. Lambert asked about the site plan and if the proposed roof is accurately shown. Mr. Brown answered that there is an error in the plans. Mr. Lambert asked about the parking fronting Johnnie Dodds Blvd and if there is sufficient room for turnout. Mr. Brown answered in the negative and stated that this would be adjusted. Mr. Lambert suggested that the connection to the frontage road should be clarified. Mr. Wurst asked if the parapet would be high enough to screen the mechanical equipment. Mr. Brown answered in the affirmative. Mr. O’Neal suggested that the angle of the dumpster enclosure should be reviewed and asked how the truck would collect trash. He suggested that the curb should have a larger radius for better truck movement. Mr. O’Neal asked if there would be a second drive-thru lane. Mr. Brown answered that there could be a second added in the future. Mr. O’Neal suggested that larger drive aisles should be considered. Mr. Brown answered that the median would be reduced with the additional drive-thru. Mr. O’Neal suggested that the building setbacks should be verified. Mr. O’Neal suggested that the tree plantings should be reviewed to ensure they are not impeding with the sewer lines. Ms. Moseley answered that the tree could be moved. There being no comments, Ms. Santilli closed public comment. Mr. Boan suggested that the applicant be cognizant of the lighting design to ensure there is no spill over. Mr. Wurst suggested that the header across the double door columns could be higher to raise the gable so it looks more “exalted”. He suggested that the returns on the gable should not be “pork chopped”, but a straight gable. He suggested that the pilasters should be spread out so the window trim can be added. Mr. Wurst suggested that a window or decorative element should be installed in the gable to differentiate it. He stated that spandrel glass is not allowed and suggested that a framed window with a louver or shiplap could be considered. He suggested that there should be some detail between the brick and sill to add more detail. He suggested that the drive-thru canopy supports could be more pilaster type to better match with the building. Design Review Board August 7, 2019 Page 4 of 5 Mr. O’Neal asked the reason for the parking fronting US 17. Mr. Brown answered that Houston Northcutt was considered the front. Ms. Johnson stated that the ordinance stipulates that Houston Northcutt and the frontage road would be considered the front. Mr. O’Neal suggested that fronting on US17 should be considered. Mr. Lambert moved for preliminary with all comments being addressed. Mr. Boan seconded the motion. All in favor. 6. Chase Bank East, 1825 N. Highway 17, TMS# 558-00-00-393, Preliminary Approval of Site, Landscape and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Lambert asked about the hatched parking area to the right of the building. Mr. Brown answered that this is a designated walking path to the dumpster. Mr. O’Neal asked if there is an easement for Maizy Lane. Mr. Gorenflo answered that they are working with the owner to have the agreement in place. Mr. O’Neal asked if the walkway to the dumpster could be included with the sidewalk. Ms. Moseley answered that this could be reviewed. There being no comments, Ms. Santilli closed public comment. Mr. Lambert suggested that the turning distances for the parking should be reviewed to ensure there is sufficient space. Mr. Wurst suggested that a larger header could be considered. He suggested that the rear window might need additional framing in order to meet wind requirements. He stated that he would have the same comments regarding the pilasters as with the Chase West building. Mr. O’Neal asked about stormwater retention. Ms. Moseley answered that they propose retaining the existing stormwater pipes. Mr. O’Neal asked if additional stormwater retention could be near the pervious parking. Ms. Moseley answered that it would impact the protected trees. Design Review Board August 7, 2019 Page 5 of 5 Mr. Boan moved for preliminary approval with all board and staff comments.
