Present: Beth Santilli, Chair, Brian Wurst, William O'Neal, Cameron Swails.
Absent: Brian Boan, Richard Lambert.
Staff: Brittany Johnson, Peter Stone, Lynnette Lynes
Ms. Santilli called the meeting to order at 5:03 pm and reviewed the
procedures with the public.
A. Approval of Agenda
Mr. Wurst moved for approval of the agenda. Mr. O’Neal seconded the motion.
All in favor.
B. Approval of Minutes
Mr. Wurst moved for approval of the minutes. Mr. O’Neal seconded the motion.
All in favor.
C. General Public Comment
There being no comments, Ms. Santilli continued with the agenda.
D. General Correspondence
No correspondence.
E. Consent Motions
Mr. Wurst moved for consent approval for the following items:

F. Business
1. Bowman Place Revision, 1136 Bowman Road, TMS# 559-13-00-033, 559-13-
00-036, & 559-13-00-052, Final Approval of Site, Landscape, and
Architecture
Ms. Johnson reviewed staff comments with the Board (attachment 1).
Mr. Rush Dixon reviewed the request with the Board.
Mr. Swails asked if it is possible to incorporate more brick in the design. Mr.
Dixon answered that their position is that there was not a need to incorporate
brick as the site is considered separate from the adjacent buildings.
Mr. Wurst stated that the original design had more variation of windows and
hierarchy, with a strong corner element and would bookend both ends of the
street, etc. He suggested that brick could be used for the end units with
cementitious siding used for other elements such as the building turns the
corner. He suggested that having different window sizes, particularly on the end
units would help distinguish the different units. He suggested that the
headhouse piece lacks texture and sensitivity because of the familiarity of
windows.
Mr. O’Neal agreed with Mr. Wurst in using more brick. He suggested that the
previous design should be meshed with some of the new elements.
Mr. Wurst moved for deferral in order to restudy the design to incorporate
more brick and modify the headhouse component based on staff and Board
comments. All in favor.

Mr. Stone and Ms. Johnson reviewed staff comments with the Board
(attachment 1).
Mr. Bob Rust reviewed the request with the Board.
Mr. Wurst asked where the sculpture would be located. Mr. Rust indicated the
location on the site plan for the Board.
Mr. Wurst suggested that a brick base would not be needed around the entire
building such as not on the tunnel portion and rear section. He suggested that
there should be more openings on the south elevation. He suggested that the
board and batten be restudied on the south elevation at the tower portion. He
suggested that any acoustical evidence should be submitted with the final plans.
He cautioned using hardiplank at grade as it could cause moisture and pooling
of water around the building.
Mr. Wurst moved for additional time to be allotted to the applicant. Mr.
Swails seconded the motion. All in favor.
Ms. Abigail Jenkins asked if the Board could approve having the adjacent parcel
pad ready. Ms. Johnson answered that staff would need to research this issue
to determine if it is within the Board’s purview. She stated that it could be
determined with final approval. Ms. Jenkins stated that it would be important
to have the grade so that it does not create a wetland area between the two
parcels.
Mr. Wurst moved for deferral based on staff and Board comments with the
project to come back next month for final approval with determination of
adjacent parcel to be considered with the final application. Mr. Swails seconded
the motion. All in favor. With Mr. O’Neal abstaining.

Mr. Wurst recused himself due to a conflict of interest.
Ms. Johnson reviewed staff comments with the Board (attachment 1).
Mr. David Burke reviewed the request with the Board.
Mr. O’Neal suggested that there was a good point made regarding the “tower”
and agreed that it should not be considered as such.
Mr. O’Neal moved for final approval including the roof structure as it is not
considered a tower. Mr. Swails seconded the motion. All in favor with Mr. Wurst
abstaining.
There being no further business, the meeting adjourned at 5:48 pm.
