TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD FEBRUARY 26, 2020 MINUTES Attachment 1— staff report Present: Tara Spencer, Ian Duncan, Steve Magoon, Christopher McCarthy, William O'Neal, Cameron Swails, Richard Lambert. Staff: Brittany Johnson, Peter Stone, Julia Copeland, Lynnette Lynes Mr. Lambert called the meeting to order at 5:00 pm. A. Approval of Agenda Mr. Swails moved for approval of the agenda. Mr. McCarthy seconded the motion. All in favor. B. Approval of Minutes Mr. O’Neal moved for approval of the minutes. Mr. Swails seconded the motion. All in favor. C. General Public Comment There being no comments, Mr. Lambert continued with the agenda. D. General Correspondence All correspondence was included with the agenda. E. Consent Motions There are no consent motions. F. Business 1. Gregorie Ferry Landing ATM, 1146 Muhlenbergia Dr., TMS# 580-00-00- 238, Final Approval of Site, Landscape, and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Pat Budronis reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Mr. Duncan moved for approval of the request with addressing staff comments. Mr. Magoon seconded the motion. All in favor. 2. Candlewood Hotel, 400 Magrath Darby Blvd, TMS# 514-00-00-111, Final Approval of Site, Landscape, and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Design Review Board February 26, 2020 Page 2 of 3 Mr. Wentz Chesson, architect reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Mr. McCarthy moved for approval of the request using option A that was presented by the applicant. Ms. Spencer seconded the motion. All in favor. 3. Broadway Self Storage, 415 W Colman Blvd., TMS# 517-06-00- 063,064,065,120, Preliminary Approval of Site, Landscape, and Architecture Mr. O’Neal recused himself due to a conflict of interest. Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Paul Peoples, SWA, and Mr. John Powell, architect, reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Mr. Duncan moved for preliminary approval including all staff comments. Mr. McCarthy seconded the motion. All in favor with Mr. O’Neal abstaining. 4. Opie’s Grocery Station, 1735 N Hwy 17, TMS# 558-00-00-062, Final Approval of Site, Landscape, and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Giles Branch, Earthsource Engineering, and Mr. Losse Knight, architect, reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Mr. O’Neal moved for approval including all staff and Board comments. Ms. Spencer seconded the motion. All in favor. 5. Garden Flats at South Bay, Founders Way, TMS# 560-00-00-068, Final Approval of Site, Landscape, and Architecture Mr. O’Neal recused himself due to a conflict of interest. Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Andrew Jamison, architect and Mary Martinich, SWA reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Design Review Board February 26, 2020 Page 3 of 3 Mr. Duncan moved for approval. Mr. McCarthy seconded the motion. All in favor with Mr. O’Neal abstaining. 6. FCA (Fiat Chrysler Automobiles) Master Site Plan, Tupelo Forest Drive and Hwy 17, TMS# 615-00-00-044, Preliminary Approval of Site, Correspondence Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Jay Claypoole reviewed the request with the Board. Mr. John Noonis, 1011 Banker Court, expressed concern with the layout of the project. He expressed concern with the language within the planned development (PD) and the restriction outlined in the PD. He expressed concern that this use would impact the residential homes adjacent to the project. He expressed concern with traffic, given that there is only one ingress/egress for the subdivision and expressed concern with regard to emergency vehicles being able to access the neighborhood if there was an accident at the entrance. Mr. John Rowland, 2023 Welsh Pony Drive, expressed concern with being able to appropriately mitigate stormwater runoff given the amount of impervious surface proposed. Ms. Theresa Rowland, 2023 Welsh Pony Drive, expressed concern with the plans reviewed at this meeting being approved when it is known that there are revisions that would be coming forward. She expressed concern with buffers and lighting for the project. She expressed concern with this project bringing increased traffic to the area and that it would be exacerbate the issue. She expressed concern that this project would negatively impact her property values. There being no further comments, Mr. Lambert closed public comments. Mr. McCarthy moved for deferral of the project. Mr. Magoon seconded the motion. All in favor. G. Board Training Session Ms. Copeland reviewed the Board’s purview and FOIA Act with the Board.
