TOWN OF MOUNT PLEASANT, SOUTH CAROLINA DESIGN REVIEW BOARD OCTOBER 28, 2020 MINUTES Attachment 1—Staff Report Present: Rick Lambert, Chair, Ian Duncan, William O'Neal, Tara Spencer, Cameron Swails, Christopher McCarthy. Absent: Steve Magoon. Staff: Brittany Johnson, Peter Stone, Lynnette Lynes Mr. Lambert called the meeting to order at 5:02 pm. A. Approval of Agenda Mr. Duncan moved for approval. Mr. McCarthy seconded the motion. All in favor. B. Approval of Minutes Ms. Spencer moved for approval of the minutes. Mr. McCarthy seconded the motion. All in favor. C. General Public Comment D. General Correspondence There being no comments or additional correspondence, Mr. Lambert continued with the agenda. E. Consent Motions There were no consent motions. F. Business 1. Super Suds Car Wash, 444 Coleman, 517-07-00-0022, Final Approval of Site, Landscape, and Architecture Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Duncan moved for deferral of the request for the applicant to address and incorporate comments on reducing the weight of the canopy and extending the lattice. Ms. Spencer seconded the motion. All in favor. 2. 3563 N Highway 17 Restaurant, 3563 N Highway 17, 614-00-00-010, Final Approval of Site, Landscape, and Architecture Mr. O’Neal recused himself due to conflict of interest. Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Preston Busby reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Mr. Duncan moved for approval including all staff comments. Mr. Lambert seconded the motion. All in favor with Mr. O’Neal abstaining. 3. Coralberry Cottage,1135 Chuck Dawley, 532-08-00-099, Final Approval of Site, Landscape, and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Thomas Martin, Earthsource Engineering, and Ms. Liz Baker reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Mr. Duncan moved for approval including all staff comments regarding the tree and grading. Ms. Spencer seconded the motion. Mr. Thomas Martin, Earthsource Engineering, and Zach Carman reviewed the request with the Board. Mr. Swails left at this time (6:02 pm). There being no comments, Mr. Lambert closed public comments. Ms. Spencer moved for deferral to a subcommittee of the Board. Mr. Duncan seconded the motion. All in favor. 5. First Capital, 2191 N Hwy 17, 558-00-00-205, Final Approval of Site, Landscape, and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Losse Knight and Ms. Marie Frier reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Mr. Lambert moved for approval subject to incorporating the removal of the brackets, adding brick to the front entry, showing handicap spaces and pathway, addition of a column capital to porch, and tone down blue roof color. Ms. Spencer seconded the motion. Motion passed on a 4 to 1 vote with Mr. McCarthy, Mr. Lamber, Ms. Spencer, and Mr. O’Neal in favor; Mr. Duncan opposed. 6. Bowman Place Final Phase Building C, D, & E., Old Georgetown Road, 559- 13-00-033 & 031, Final Approval of Site, Landscape, and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1).  Design Review Board October 28, 2020 Page 4 of 4 Mr. Kyle Hoyt and Mr. Losse Knight reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Mr. Duncan moved for approval including all staff and Board comments, including transformer and adequate screening with the retail use. Mr. McCarthy seconded the motion. All in favor. 7. Gregorie Ferry Workforce Housing, Winnowing Way, 580-00-00-013 Final Approval of Site, Landscape, and Architecture G.
