TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD August 31st, 2022 MINUTES STAFF REPORT Present: Elissa Morrison, Vice-chair, Rick Lambert, Tara Spencer, Timothy Kiel, Christopher McCarthy, Steve Magoon (entered at 5:16 pm) Absent: Abigail Richardson. Staff: Jake Carter, Peter Stone, Jane Yager-Baumrind Ms. Morrison called the meeting to order at 5:04 pm. A. Approval of Agenda Mr. Lambert moved for approval of the agenda. Ms. Spencer seconded the motion. All in favor. B. Approval of July Minutes and Special August Minutes Mr. McCarthy moved for approval of the minutes. Mr. Kiel seconded the motion. All in favor. C. General Public Comment There being no public comment, Ms. Morrison continued with the agenda. D. General Correspondence All correspondence received was linked to the agenda. E. Consent Motions Ms. Spencer moved for consent approval for the following items: ➢ Circle K Wando Park, Wando Park Blvd & Long Point Rd, 537-00-00- 152, -153, -154, Final Review of Site, Landscape, and Architecture ➢ Wando Family Dentistry, 1122 Professional Ln, 598-00-00-0971, Final Review of Site, Landscape, and Architecture Mr. McCarthy seconded the motion. Treetide Office Building, 1214 & 1218 Chuck Dawley, 535-16-00-008, - 009, Preliminary Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Rush Dickson, architect, Mr. Mickey Seabrook, and Ms. Melanie Hammond-Trace reviewed the request with the Board. Mr. Magoon arrived at this time (5:16 pm). There being no comments, Ms. Morrison closed public comment. Ms. Spencer moved for preliminary approval including Board comments to make the massing lighter through colors and rendering, allowing the flat roof to preserve the tree on site, and softening the overall look and restudy of the base of the building. Mr. Magoon seconded the motion. Motion passed on a 5 to 1 vote with Mr. Lambert, Ms. Spencer, Mr. Kiel, Ms. Morrison, and Mr. Magoon in favor; Mr. McCarthy opposed. 2. Circle K Wando Park, Wando Park Blvd & Long Point Rd, 537-00-00-152, -153, -154, Final Review of Site, Landscape, and Architecture This item was approved by a consent motion. 3. Joe Rouse Road Business Center,1521 & 1531 Joe Rouse Rd, 583-00-00- 312, Preliminary Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Mickey Seabrook, engineer, reviewed the request with the Board. Mr. Adam Ferrara, 1660 Rivertowne Country Club Drive, asked if the front building was under review for approval. Ms. Morrison answered in the affirmative. There being no further comments, Ms. Morrison closed public comment. Mr. Lambert moved for denial. Mr. Magoon seconded the motion.  Design Review Board August 31, 2022 Page 3 of 4 Mr. Lambert withdrew his motion. Mr. Magoon withdrew his second. Mr. Lambert moved for denial to restudy the architecture and submit renderings that show lowcountry vernacular and restudy of the hardscape to include more plantings and reduce the amount of asphalt. Mr. Magoon seconded the motion. All in favor. 4. Rivertowne Daycare and Swim School, Rivertowne Pkwy, 583-05-00- 419, Preliminary Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Mark Stec reviewed the request with the Board. Mr. Adam Ferrara, 1660 Rivertowne Country Club Drive, expressed concern with the required buffer and the circulation of traffic in and out of the site. He suggested that there is already a lot of traffic and having a drop-off for the daycare could exacerbate the existing traffic. He also expressed concern with the massing of the building. He expressed concern with pedestrian safety. There being no further comments, Ms. Morrison closed public comment. Mr. Magoon moved for approval of a reduction of the buffer from 100 feet to 75 feet. Mr. McCarthy seconded the motion. All in favor. Ms. Spencer moved for preliminary approval with Board comments addressed as follows: ➢ Break up long monotonous elevations ➢ Study elevations facing main roadways ➢ Match buildings for a more campus look regarding materials ➢ Adjust proportions of windows and roof ➢ Create adequate play space for daycare ➢ Access to Rivertowne Parkway and connectivity to adjacent site ➢ Address all staff comments Mr. Lambert seconded the motion. Wando Family Dentistry, 1122 Professional Ln, 598-00-00-0971, Final Review of Site, Landscape, and Architecture This item was approved by a consent motion. 6. La Hacienda, 3050 South Morgan’s Point Rd, 600-00-00-063, Final Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Ron Denton reviewed the request with the Board There being no comments, Ms. Morrison closed public comment. Mr. Magoon moved for approval including Board comments with the color being creamy white or Charleston white and approval for a single slope as depicted in option #5. All in favor. G. Discussion Items 1. DRB Checklist Jake Carter discussed the checklist with the Board. The Board discussed changes desired to be included in the checklist. 2. Chapter 156.310(C)(5) – Acceptation for Minor Projects The Board discussed changes to the criteria for minor projects that are approved by staff. Mr. Stone stated that these changes would be sent to the Planning Commission for a public hearing. The text amendments would then be forwarded to the Planning Committee and Town Council for a final vote. There being no further business, the meeting adjourned at 7:35 pm. Submitted by, L.
