TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD DECEMBER 7, 2022 MINUTES STAFF REPORT Present: Elissa Morrison, Vice-chair, Timothy Kiel, Abigail Richardson, Lee Cave. Absent: Richard Lambert, Chris McCarthy, Steve Magoon. Staff: Jake Carter, Peter Stone, Aaron Bennett, Lynnette Lynes Ms. Morrison called the meeting to order at 5:02 pm. A. Approval of Agenda Mr. Kiel moved for approval of the agenda. Mr. Cave seconded the motion. All in favor. B. Approval of October Minutes Mr. Kiel moved for approval of the minutes. Ms. Richardson seconded the motion. All in favor. C. General Public Comment D. General Correspondence There being no comments or correspondence, Ms. Morrison continued with the agenda. E. Consent Motions There being no consent motions, Ms. Morrison continued with the agenda. F. Business 1. Riverland Dentistry, 790 Johnnie Dodds, 535-05-00-167, Final Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Kiel moved for approval. Ms. Morrison seconded the motion. All in favor. 2. East Cooper Community Outreach, 1145 Six Mile Rd, 558-00-00-275, Preliminary Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Rush Dixon, architect, reviewed the request with the Board. There being no comments, Ms. Morrison closed public comment. Mr. Kiel moved for preliminary approval. Mr. Cave seconded the motion. All in favor. 3. 1108 Graddick, 1108 Graddick Rd, 559-00-00-176, Final Review of Site, Landscape, and Architecture Ms. Richardson recused herself due to a conflict of interest. Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Paul Peeples and Mr. Losse Knight reviewed the request with the Board. There being no comments, Ms. Morrison closed public comment. Mr. Cave moved for final approval with addressing all staff comments. Mr. Kiel seconded the motion. All in favor. 4. Mavis Discount Tire Store, 2154 Highway 41, 594-05-00-931, Preliminary Review of Site, Landscape, and Architecture Ms. Richardson recused herself due to a conflict of interest. There being no comments, Ms. Morrison closed public comment. Mr. Cave moved for denial to address staff comments and better orientation of the building relative to the Highway 41 elevation. Mr. Kiel seconded the motion. All in favor with Ms. Richardson abstaining. 5. Spinx, 2233 N Hwy 17, 558-00-00-146, Preliminary Review of Site, Landscape, and Architecture Ms. Richardson recused herself due to a conflict of interest. Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Daniel Ethredge, Ms. Angelike Angelopoulos, and Mr. Ken Betsch reviewed the request with the Board. Ms. Morrison moved for approval to accept additional materials. Mr. Kiel seconded the motion. All in favor with Ms. Richardson abstaining. There being no comment, Ms. Morrison closed public comment. Mr. Kiel moved for preliminary approval including all staff comments and addressing the brick water table with option 3. Mr. Cave seconded the motion. All in favor with Ms. Richardson abstaining. 6. Residence Inn, Harry Hallman Blvd and Patriots Point Rd, 517-00-00-038, Preliminary Review of Site, Landscape, and Architecture Ms. Richardson recused herself due to a conflict of interest. Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Gary Collins and Mr. Chad Reineke reviewed the request with the Board.
