TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD FEBRUARY 22ND, 2023 MINUTES STAFF REPORT Present: Richard Lambert, Chair, Elissa Morrison, Timothy Kiel, Abigail Richardson, Richard Perez, Lee Cave. Absent: Steve Magoon (excused) Staff: Peter Stone, Chris Lubert, James Ward, John Farrell, Lynnette Lynes Mr. Lambert called the meeting to order at 5:00 pm. A. Approval of Agenda Ms. Morrison moved for approval of the agenda. Ms. Richardson seconded the motion. All in favor. B. Approval of January Minutes Mr. Kiel moved for approval of the minutes. Ms. Morrison seconded the motion. All in favor with Mr. Perez abstaining. C. General Public Comment D. General Correspondence E. Consent Motions All correspondence was linked to the agenda and distributed to the Board. There being no public comment or consent motions, Mr. Lambert continued with the agenda. F. Business 1. Exotic Bird and Animal Care, 812 & 814 Johnnie Dodds Blvd, 535-05-00- 155, Final Review of Site, Landscape, and Architecture Mr. Stone and Mr. Lubert reviewed staff comments with the Board. Mr. Ron Denton, architect, reviewed the request with the Board. Design Review Board February 22, 2023 Page 2 of 4 Ms. Morrison moved for approval to accept the additional information. Mr. Lambert seconded the motion. All in favor. Mr. Jose Biascoeshea, owner, reviewed the request with the Board and stated that reason for the change to fake windows is to ensure better fire protection, while trying to meet the recommendations of the Board and to be symmetrical with the other side of the building. Ms. Morrison moved for approval to accept the additional information. Ms. Richardson seconded the motion. All in favor. There being no further comments, Mr. Lambert closed public comment. Mr. Kiel moved for approval with the horizontal slats and Bahama shutters on the upper portion of the building and siding for the side of the building as proposed. Ms. Richardson seconded the motion. Motion passed on a 5 to 1 vote with Ms. Richardson, Mr. Cave, Mr. Lambert, Mr. Perez, and Mr. Kiel in favor; Ms. Morrison opposed. 2. Get Carried Away, 644 Coleman, 517-16-00-002, Final Review of Site, Landscape, and Architecture Mr. Stone and Mr. Lubert reviewed staff comments with the Board. Mr. Michael Walker, architect, reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Ms. Richardson moved for approval addressing all staff comments. Mr. Cave seconded the motion. All in favor. 3. Rivertowne Daycare, Rivertowne Pkwy & Hwy 41, 583-05-00-419, Final Review of Site, Landscape, and Architecture Mr. Stone and Mr. Lubert reviewed staff comments with the Board. Mr. Bradford Egan, owner, reviewed the request with the Board. Design Review Board February 22, 2023 Page 3 of 4 Ms. Morrison moved for approval to accept the addition information on material colors. Ms. Richardson seconded the motion. All in favor. Mr. Bruce Koedding, 2853 Rivertowne Parkway, former Rivertowne Property owner association member, expressed concern with traffic as Rivertowne Parkway is the only ingress/egress for the subdivision. He expressed concern with the neighborhood being notified of this project. He referred to his correspondence that was submitted for the Board. There being no comments, Mr. Lambert closed public comment. Ms. Morrison moved for deferral in order to incorporate all staff comments, reviewing east elevation symmetry, addressing rooftop equipment screening and platform access, mechanical fence enclosure detail, consolidating dumpster enclosures, studying the window symmetry, and including all colors. Ms. Richardson seconded the motion. Ms. Morrison withdrew her motion. Ms. Richardson withdrew her second. Ms. Morrison moved for denial to have the applicant incorporate all staff comments, reviewing east elevation symmetry, addressing rooftop equipment screening and platform access, mechanical fence enclosure detail, consolidating dumpster enclosures, and including all colors. Ms. Richardson seconded the motion. All in favor. 4. Residence Inn, Harry Hallman Blvd & Patriots Point Rd, 517-00-00-038, Final Review of Site, Landscape, and Architecture Ms. Richardson recused herself due to a conflict of interest. Mr. Stone and Mr. Lubert reviewed staff comments with the Board. Mr. Chad Reneke, Ms. Taylor Fletcher, and Ms. Angelike Angelopoulos reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Design Review Board February 22, 2023 Page 4 of 4 Mr. Cave moved for approval with the applicant coordinating with staff to address all comments. Mr. Kiel seconded the motion.
