MINUTES
Ms. Jones called the meeting to order at 5:06 p.m. Grace Griffin,
Garrett Griffin, Hampton Brooker, Lane Yarbrough, Addie Utsey, Rowan
Rucker, Cam Milewski and Ainsley Scarlett were all present.
Annie Cunnane, Evan Curb and Chad Weis were absent.
1. Public Comments

2. Approval of the minutes from the January 5, 2023
meeting
Ms. Jones moved to approve, seconded by Ms. Griffin. All
present voted in favor.
3. Staff Updates
a. Attendance and Quorum Reminder
Mr. Swalhah reviewed expectations for attendance and
promptness.
b. Marsh Sweep Stormwater Information
Mr. Swalhah gave the following presentation.
c. MASC Presentation from Monday
Mr. Swalhah thanked Ms. Griffin and Ms. Jones for
representing Youth Council at the Municipal Association
of South Carolina on Monday and stated we should be
hearing if we won the Achievement Award. He said the
Municipal Association members were very impressed.
Ms. Griffin stated they went to Columbia to explain the
Youth Council program so that they can spread the word
throughout the state to hopefully start programs in other
municipalities.
d. End of Year Celebration
Ms. Jones stated she thought last year the seniors and
their families were recognized. She suggested the four
seniors should be celebrated at a social gathering instead
of having the June meeting.
Mr. Swalhah said he would look into it and have some
more concrete ideas for the next meeting.
4. Discuss Past Priority Projects
a. Holiday Cards Committee
Ms. Griffin stated 225 recipients received at least two
holiday cards.
b. Animal Shelter Committee
Ms. Griffin stated the Charleston Animal Society
vaccinated 1,861 animals at the vaccination event and
they were grateful for the assistance from Youth Council.
Mr. Swalhah stated the Charleston Animal Society sent a
very nice e-mail expressing their appreciation.
5. Discuss Remaining Priority Projects and Events
a. March of Dimes Committee
Mr. Swalhah thanked everyone who brought in books for
the book drive. Ms. Griffin said the book drive had been
extended into this week and asked if anyone had any
additional books to donate to bring them in by tomorrow.
She said they were going to donate them to Shawn
Jenkins Children’s Hospital.
Ms. Jones asked if Youth Council would be delivering the
books and Mr. Swalhah said he was not sure and would
send out more details at a later time. Ms. Jones said to
bring in any additional books by tomorrow.
b. Marsh Sweep
Mr. Swalhah said there was not a date set for the marsh
sweep, but there are no events scheduled for March and
April. Ms. Jones said the thought setting a date after
spring break would be best, so possibly mid to late April
and asked for input.
Ms. Yarbrough said the last weekend of April is not good.
Ms. Jones suggested Saturday, April 22 or Sunday, April
23. Mr. Swalhah said April 22nd is Earth Day. Ms. Jones
asked if everyone could make the marsh sweep a priority
for Saturday, April 22nd, from about 9:00 a.m. to 12:00
p.m.
Mr. Swalhah said he would coordinate with Ms.
O’Loughlin to schedule the sweep. Ms. Jones said she
wanted to advertise and get all of the high schools
involved. Ms. Jones said the plan would be to have the
date confirmed by the next meeting and coordinate with
Ms. O’Loughlin for the details.
6. Adjourn Meeting
There being no further business, the meeting was adjourned at
5:21 p.m.
