TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD JUNE 28, 2023 MINUTES STAFF REPORT Present: Richard Lambert, Chair, Elissa Morrison, Timothy Kiel, Abigail Richardson, Richard Perez, Lee Cave. Absent: Joseph Belton. Staff: Peter Stone, Jake Carter, Chris Lubert, John Farrell, Lynnette Lynes Mr. Lambert called the meeting to order at 5:00 pm. A. Approval of Agenda Mr. Kiel moved for approval of the agenda. Ms. Morrison seconded the motion. All in favor. B. Approval of May Minutes Mr. Kiel moved for approval of the minutes. Mr. Cave seconded the motion. All in favor. C. General Public Comment D. General Correspondence There being no comments or correspondence, Mr. Lambert continued with the agenda. E. Consent Motions Ms. Morrison moved for consent approval of the following item: ➢ Bridge side at Patriots Point- 175 Harbor Bridge Lane, TMS # 517-00-00-037 Final Review of Architecture Mr. Cave seconded the motion. All in favor.  Design Review Board June 28, 2023 Page 2 of 3 Ms. Morrison moved for consent approval of the following item: ➢ Sweetgrass Corner- 1909 N Highway 17, TMS # 558-00-00-102 Preliminary Review of Architecture Mr. Cave seconded the motion. All in favor, with Ms. Richardson abstaining. F. Business 1. George Browder- Hwy 17 N & George Browder Blvd, TMS # 598-00-00- 404 & -473, Preliminary Review of Site, Landscape, and Architecture Ms. Morrison and Ms. Richardson recused themselves due to a conflict of interest. Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. York Dilday, Katie Saylor, Seamon, Whiteside, and Associates, and Zach Harmon reviewed the request with the Board. Mr. Lambert moved for approval of three additional minutes for the applicant presentation. Mr. Kiel seconded the motion. All in favor with Ms. Morrison and Ms. Richardson abstaining. There being no comments, Mr. Lambert closed public comment. Mr. Cave moved for preliminary review approval with all staff comments being addressed and addressing all Board comments in regard to trees, drainage, architecture, water table, and site layout. Mr. Kiel seconded the motion. All in favor with Ms. Richardson and Ms. Morrison abstaining. 2. Patriots Annex Master Plan- TMS # 517-00-00-001, Conceptual Review of Site Ms. Richardson recused herself due to a conflict of interest. There being no staff comments, Mr. Lambert moved to applicant presentation. Mr. Gary Collins, Seamon, Whiteside, and Associates, reviewed the request with the Board.  Design Review Board June 28, 2023 Page 3 of 3 The Board provided comments on the project. There being no comments, Mr. Lambert closed public comment. 3.
