TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD OCTOBER 25, 2023 MINUTES STAFF REPORT Present: Richard Lambert, Chair, Elissa Morrison, Timothy Kiel, Abigail Richardson, Richard Perez, Lee Cave. Absent: Joseph Belton. Staff: Chris Lubert, James Ward, John Farrell, Lynnette Lynes Mr. Lambert called the meeting to order at 5:00 pm. A. Approval of Agenda Ms. Morrison moved for approval of the agenda. Ms. Richardson seconded the motion. All in favor. B. Approval of September 27th Minutes Mr. Kiel moved for approval of the minutes. Ms. Morrison seconded the motion. All in favor. C. General Public Comment D. General Correspondence There being no public comment and no correspondence received, Mr. Lambert continued with the agenda. E. All in favor. F. Business 1. Moultrie Plaza, 604 Coleman Blvd, TMS # 517-16-00-002, Preliminary Review of Site, Landscape, and Architecture Mr. Lubert reviewed staff comments with the Board. Mr. Jake Beck and Mr. Joseph O’Callaghan reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Ms. Morrison moved for approval including staff comments. Mr. Kiel seconded the motion. All in favor. 2. 411 Hibben, 411 Hibben St, TMS # 517-15-00-009, Final Review of Site, Landscape, and Architecture 3. Fresh Market, 1118 Bowman Rd, TMS # 559-13-00-039, Final Review of Site, Landscape, and Architecture These items were approved by consent. 4. Floor and Décor, 2233 N Hwy 17, TMS # 558-00-00-146, Preliminary Review of Site, Landscape, and Architecture Mr. Lambert reviewed staff comments with the Board. Mr. Mitchell Visbara, Mr. Connor Glennon, Mr. David Lycke, and Mr. Omari Latmore reviewed the project with the Board and asked for submittal of additional drawings to the Board. Mr. Lambert moved for approval for submittal of additional information. Mr. Cave seconded the motion. All in favor. Ms. Morrison left at this time (5:28 pm).  Design Review Board October 25, 2023 Page 3 of 3 There being no comments, Mr. Lambert closed public comment. Mr. Kiel moved to not grant preliminary approval. Mr. Cave seconded the motion. Mr. Kiel moved to amend the motion to defer the project to include all staff comments. Mr. Cave seconded the amendment. All in favor. Mr. Lambert called for a vote on the motion as amended. All in favor. 5.
