Mr. Quick called the meeting to order at 3:01 pm
A. Approval of Agenda
Ms. Conley moved for approval of the agenda. Ms. Honderd seconded the
motion. All in favor.
B. Approval of September Minutes
Ms. Flynn moved for approval of the minutes. Ms. Johnson seconded the
motion. All in favor.
C. Public Comment
There being no comments, Mr. Quick continued with the agenda.
D. MS4 Water Quality Program
Ms. O’Loughlin, Ms. Wright, and Mr. Mitchell reviewed the MS4 program with
the Commission.
The Commission discussed opportunities for better pollution prevention and what
other measures could be considered.
The Commission agreed that there should be additional discussion on possibly
increasing the requirements for construction and maintenance of ponds.

E. Building Practices in Flood Zones & Low-Lying Areas
Ms. Gerling and Mr. Mitchell reviewed the current requirements for building in
flood zones and low-lying areas with the Commission as well as the proposed City
of Charleston requirements and how a similar ordinance for the Town would
impact development. They reviewed possible recommendations and strategies
with the Commission for consideration.
The Commission discussed the staff recommendations.
Ms. Conley moved for to recommend to the Flood Resilience Committee the
following:
➢ in regard to fill and build to prohibit slab on grade building practices using
the City of Charleston ordinance as an example with the potential for
expansion beyond the flood plain in the future.
➢ Support research for the effectiveness to prohibit placement of fill no closer
than ten feet of the perimeter of the subdivision
➢ Support continuing ongoing data collection as a short-term strategy
➢ Supportive of the development and implementation of a residential LID
program taking into account existing information
➢ Continued discussion on additional flooding components in the future.
Ms. Honderd seconded the motion. All in favor.
The Commission agreed to have further discussion on sea level rise at a future
meeting.
Ms. Johnson moved to recommend to the Flood Resilience Committee exploring
the development of a sea level rise initiative. Ms. Honderd seconded the motion.
Ms. Conley moved to amend the motion to add that the initiative should be used
to support the Comprehensive Plan’s flood mitigation recommendations. Ms.
Johnson seconded the motion. All in favor.
Mr. Quick called for a vote on the amended motion. All in favor.

F. Consideration of letter of support for Town NOAA Grant
Ms. Farrell asked for a letter of support for the NOAA grant application being
submitted by the Town and reviewed the proposed project with the Commission.
The Commission agreed a letter of support from the Commission should be
included with the NOAA grant application.
Ms. Boyles stated that the next meeting would be on December 5th at 3 pm.
There being no further business, the meeting adjourned at 5:13 pm.
