TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD DECEMBER 6, 2023 MINUTES STAFF REPORT Present: Richard Lambert, Chair, Elissa Morrison, Timothy Kiel, Abigail Richardson, Richard Perez, Lee Cave. Staff: Jake Carter, Chris Lubert, John Farrell, Lynnette Lynes Mr. Lambert called the meeting to order at 5:00 pm. A. Approval of Agenda Ms. Morrison moved for approval of the agenda. Ms. Richardson seconded the motion. All in favor. B. Approval of October 25th Minutes Mr. Kiel moved for approval of the minutes. Ms. Morrison seconded the motion. All in favor. C. General Public Comment D. General Correspondence There being no public comments or correspondence, Mr. Lambert continued with the agenda. E. Ethos Athletic Club, Midtown Ave, TMS # 559-00-00-531, Preliminary Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Ms. Chelsea Anderson, architect, reviewed the request with the Board. Mr. Lamber moved to allow an additional five minutes for their presentation. Ms. Richardson seconded the motion. All in favor. Ms. Anderson continued with the presentation. Mr. Matt LaCross, owner of Gather, stated that their design would be changing from what was depicted. There being no further comments, Mr. Lambert closed public comment. Mr. Kiel moved for denial in order to address staff comments. Mr. Kiel withdrew his motion. Ms. Morrison moved for denial to address staff comments, parking and drainage questions at the next meeting and architectural detail development with structure. Mr. Cave seconded the motion. All in favor. 2. Starbucks, 0 Bowman Rd, TMS # 559-00-00-070, Preliminary Review of Site, Landscape, and Architecture Mr. Lambert and Mr. Carter reviewed staff comments with the Board. Mr. Todd Richardson and Ms. Melissa Haba reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Ms. Morrison moved for approval including all staff comments and restudy of the north elevation. Ms. Richardson seconded the motion. Chick Fil A, 653 Longpoint Rd, TMS # 556-00-00-525, Preliminary Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. Richard Scott reviewed the request with the Board. Mr. Perez and Ms. Richardson left at this time (6:27 pm). There being no comments, Mr. Lambert closed public comment. Mr. Perez entered at this time (6:31 pm). Mr. Kiel moved for approval including staff comments. Mr. Cave seconded the motion. All in favor with Mr. Richardson absent. Ms. Richardson entered at this time (6:32 pm). 5. Moultrie Plaza, 604 Coleman Blvd, TMS # 517-16-00-002, Final Review of Site, Landscape, and Architecture 6. Floor and Décor, 2233 N Hwy 17, TMS# 558-00-00-146, Preliminary Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. Connor Glennon, Mr. David Lycke, Mr. Omari Latimore, and Mr. Trey Sedalik reviewed the request with the Board.  Design Review Board December 6, 2023 Page 4 of 4 There being no comments, Mr. Lambert closed public comment. Ms. Morrison moved for approval including staff comments, confirming the maximum building height before final approval, aligning the siting approach between the elevations, and studying the rhythm of the pilasters and mullions to the windows. Mr. Kiel seconded the motion. All in favor. 8. Sweetgrass Corner Façade Renovation, 1909 N Hwy 17, TMS # 558-00- 00-102, Final Review of Site, Landscape, and Architecture This item was approved by consent. 9. Parkers Kitchen, Corner of Wood Park Dr & SC Hwy 41, TMS # 594-05- 00-219, Preliminary Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Ms. Sarah Hamblin, Mr. Daniel Ben-Israel, reviewed the request with the Board. Ms. Morrison moved for approval for additional information to be submitted to the Board. Mr. Cave seconded the motion. All in favor. Mr. Ben-Israel continued with the presentation. There being no comments, Mr. Lambert closed public comment. Ms. Morrison moved for denial to incorporate staff comments including those comments regarding the site configuration, building location, and roof, approval of buffer reduction to 75 feet, and identifying Highway 41 as the main roadway.
