STAFF REPORT
Present: Elissa Morrison, Vice-Chair, Timothy Kiel, Lee Cave, Richard Lambert.
Absent: Abigail Richardson, Richard Perez, Matt Senecal.
Staff: Jake Carter, Chris Lubert, James Ward, Lynnette Lynes
Ms. Morrison called the meeting to order at 5:00 pm.
A. Approval of Agenda
Mr. Lambert moved for approval. Mr. Cave seconded the motion. All in favor.
B. Approval of July Minutes
Mr. Kiel moved for approval. Mr. Lambert seconded the motion. All in favor.
C. General Public Comment

There being no comments or correspondence, Ms. Morrison continued with the agenda.

Mr. Lambert moved for consent approval for the following items:

Mr. Alex Horner, civil engineer, reviewed the request with the Board.
There being no comments, Ms. Morrison closed public comment and moved to
Board deliberations.
Mr. Lambert moved for approval including staff comments. Mr. Cave seconded
the motion. All in favor.
2. 1434 Ira Rd, 1434 Ira Rd, TMS # 559-13-00-004, Final Review of Site,
Landscape, and Architecture
This item was approved by consent.
3. Erckman Pool Club, 1305 Erckman, TMS #532-06-00-279, Preliminary Review
of Site, Landscape, and Architecture
Mr. Lubert and Mr.Carter reviewed staff comments with the Board.
Mr. Noah Nelson, Earthsource Engineering, and Mr. Joshua Allison, architect,
reviewed the request with the Board.
Mr. Matthew Troy, 1352 Erckman, expressed concern with flooding at the
intersection of Erckman and King streets and suggested that this project would
exacerbate this issue. He suggested that use of a more permeable material would
be preferable. He asked if the arborist report would be verified prior to issuance of
a tree removal permit. He stated that this project would increase traffic in the area
as well.
Ms. Alyse Campaign, 1314 Wayne St, suggested that this use was not intended
when the zoning was established. She expressed concern with traffic and that there
is not a signal at the nearby intersection. She suggested that the trees seem to be
in good condition and asked that an arborist inspection be completed prior to
approval for removal. She expressed concern with only having a retaining wall and
not a buffer between this property and the residential homes. She suggested that
more notice and signage should be considered.
Ms. Susie Smith, 1317 Erkman Drive, stated that the neighborhood has not been
made aware of this project. She expressed concern with drainage in the area and

increased traffic at the intersection of Erkman and King. She asked if the pool would
be restricted to the neighborhood or if membership would be allowed Town-wide.
She expressed concern with having events at this facility and that it would increase
traffic and noise in the area. She also expressed concern with parking and
suggested that golf cart only parking should be considered as it would be less impact
to the neighborhood.
Mr. Mack Cross, 1496 Goblet Ave, expressed excitement about the project and
that it would enhance the neighborhood.
Ms. Megan Cooper, 1352 Erckman Drive, expressed concern with flooding and
drainage, particularly after storm events. She also expressed concern with the
increase of impervious surface as it would negatively impact the drainage in the
area. She expressed concern with the tree removal on the site. She also expressed
concern with there being no traffic light at the intersection of Erkman and King. She
asked if there would be a restriction on times of operation.
Mr. Brian Keels, 419 Morrison, suggested that a better explanation of the
Board’s purview might be beneficial for the residents. He suggested that this would
be a great amenity to the area and for the Town as more pools are needed. He
suggested that there was a lot of thought put into the architecture and design of
the building.
There being no further comments, Ms. Morrison closed public comment and
moved to Board comments.
Ms. Morrison moved to re-open public comment. Mr. Lambert seconded the
motion. All in favor.
Mr. Nelson clarified that the drainage for the site would meet all drainage and
stormwater runoff requirements.
The Board provided comments on the project.

There being no comments, Ms. Morrison closed public comment and moved to
Board deliberations.
Mr. Kiel moved for approval including all staff comments. Mr. Cave seconded
the motion. All in favor.
5. Long Point FSER, 645 Long Point Rd, TMS #556-00-00-294, Preliminary Review
of Site, Landscape, and Architecture
Mr. Lubert and Mr. Carter reviewed staff comments with the Board.
Mr. Jack Maile, project engineer, and Mr. Ty Cole, architect, reviewed the
request with the Board.
There being no comments, Ms. Morrison closed public comment and moved to
Board deliberations.
The Board provided comments on the project.
6. Graddick Commercial, 1116 Graddick Rd, TMS #559-00-00-002, Final Review
of Site, Landscape, and Architecture
This item was approved by consent.
7. Christian Brothers Auto, 3910 N Hwy 17, TMS #615-00-00-375, Preliminary
Review of Site, Landscape, and Architecture
Mr. Lubert and Mr. Carter reviewed staff comments with the Board.
Mr. Dan Sherer, architects, and Mr. Michael McCormick, civil engineer,
reviewed the request with the Board.
There being no comments, Ms. Morrison closed public comments.

Preliminary Review of Site, Landscape, and Architecture
This item was withdrawn by the applicant.
G. Discussion of Bylaws
The Board discussed possible changes to the bylaws and what projects should be
required to have a preliminary review.
Mr. Lambert moved for approval of the letter to the Planning Committee requesting
that projects between $250,000 and $2 million be required to have preliminary review.
Mr. Kiel seconded the motion. All in favor.
There being no further business, the meeting adjourned at 6:39 pm.
