Members Present: Kathy Landing, Chair; Laura Hyatt, Tom O’Rourke;
and Rick Crosby (MPW)

Ms. Landing called the meeting to order at 3:05 p.m.
1. Approval of Minutes from the November 4, 2019 meeting
Mr. O’Rourke moved for approval; seconded by Mr. Crosby. All
present voted in favor.

3. Presentation and discussion regarding a new Technology Campus
for Mount Pleasant
Ms. Landing stated that there have been discussions regarding a new
technology campus for Mount Pleasant. She stated that finding
underutilized properties or other great properties for services and jobs
that the residents of Mount Pleasant would desire has been a project of
hers since coming on Council. She said this project being discussed is a
technology campus that has been in the works for approximately two
years. She added that there is a property on Long Point Road which is
behind the Chick Fil A (the old concrete company). She said the owners

and developers are excited about the proposed project. She asked
George Sarkis and Bobbie Goslin to speak to give a brief presentation.
George Sarkis stated that they have been working on this project for
approximately four to five years and he has provided Council with
information on the topography. He stated that it is a 9.4 acre lot that was
formerly a concrete company. Currently there is a Chick Fil A taking up
approximately 1.3 acres. They are in the process of creating a
development plan that encompasses 90,000 square feet of office and
between 18,000 and 20,000 square feet of retail on the remaining 8.1
acres. A portion on the front of the property next to the Chick Fil A has
several opportunities being proposed, which will not annex into the Town
due to zoning issues. He said they may apply for annexation at a later
date, but at this time, the front property will stay in the County. He
added that this plan is designed for the office complex to integrate into
the retail encompassing the strategy where many of the users in the
office will also utilize the retail facilities. He said one of the concerns from
tech companies is the availability of facilities close by to eat and socialize
after office hours. He stated that although they have received a number
of offers, they have not marketed the property. He said the preliminary
design provided to Town Council will change to provide more of an urban
environment that the Town desires. He said the office facilities which are
designed as three story facilities, will remain at the rear of the property
with retail at the front. He said the height is needed in order to have
adequate parking, which is a consideration that is currently being
reviewed. There are currently 440 spaces on the current design and they
are considering adding more spaces. He said they are also working on the
drainage and stormwater issues. There is an easement issue; a drainage
easement controlled by the County that must also be considered. He said
no one uses this easement which was done approximately 25 to 30 years
ago. He stated that this project would be done in stages, and not all at
once.

Ms. Landing stated that this is currently unincorporated property and
after going through the process, hopes that the owners will apply for
annexation. She said they are looking at having green space with a
fountain for people to enjoy. She said as economic development zoning,
it means that the Town will have a fair amount of leeway to help this
group attract businesses that will have great jobs for the Town.
Mr. Sarkis said he estimated approximately 600 to 800 jobs, excluding the
retail element.
Ms. Landing asked what Mr. Sarkis’ capital investment would be.
Mr. Sarkis said it is approximately $30 million. He stated that Ms. Goslin
brought up a good point, as the buildings will be tilt up buildings and the
offices would be class A. He added that the tilt up building would hold up
much better in any storm. He stated that the County advised that they
receive a number of requests from technology companies; however,
space is not available in Charleston so they go elsewhere. He said this
would be a great opportunity for the County to work with the Town on a
project that would provide this much needed space. He stated that the
Town is underdeveloped in terms of office space.
Mr. O’Rourke stated that this is exciting and he would like to publicly
mention Ms. Landing’s work on this as she has been relentless in trying to
find the right fit for that site. He said for the tech jobs, it is more about
what happens after work and one of the largest parks is very close by
offering adult co-ed soccer, softball and other sports. He said those that
work together in this industry, also like to play together. He added that
this is going to be a great partnership.
Ms. Landing stated that the Town will be excited to hear about the next
steps on this project. She stated that she is excited about residents not
having to leave the Town for jobs that this project may have to offer in
order to cut down on traffic.

4. Discussion of staffing for businesses as it pertains to economic
development
Ms. Landing stated that she has heard many times that one of the biggest
issues in the Town is finding people to fill jobs. She stated that many
starter jobs are not really intended for someone raising a family, but for
teenagers and college students in order to learn the value of hard work
and earning their own income. In some cases, they do need to help with
the household income. She said there is a program which begins in their
freshman year called Freshman Focus and this program requires a certain
amount of service hours. She said then the student must write a report
on their service hours. She suggested approaching the high schools to try
something different by giving students a choice of service hour credit or a
part time job. She said you learn a tremendous amount from having a
part time job and it would provide an opportunity for students to learn to
balance a checkbook or how to review a bank account, which would
teach them about the real world. She said this would not be required, but
instead would encourage the high schools to consider this option. She
said another issue in the community is that 15 year old students are not
able to apply for employment although they are allowed to apply for a
work permit at 15 years old. She said there are a great number of
teenagers in the Town and if this idea could be considered, it may help
with some of the staffing issues in the workplace.
Mr. O’Rourke stated that this is a good idea as long as it is not confused
with what true community service is versus getting a job. He said as long
as service hours are not replaced with part time jobs, it may make sense
to encourage this. He said regarding the hiring of 15 year old students, it
is allowed in the State of South Carolina, but it is the decision of a
business owner.
Ms. Landing stated that this is a discussion that encourages something
new for high school and college students in order to foster an attitude for
them to work. She said this is merely for discussion purposes.

e. Zoning Code Text Amendment: Proposal to amend Section
156.201(I)(2)(c), of Chapter 156, Zoning Code, of the Mount Pleasant
Code of Ordinances pertaining to the vision corridor provision of the
Critical Line Buffer. Proposed changes include language clarifying
that the vision corridor provision applies to property utilized for both
residential and commercial uses; clearing can potentially occur for
the benefit of an adjoining property owner, given the property
owner provides consent; the 33 percent clearing requirement can
potentially be incremental if consistent with defined guidelines; and
how the Critical Line Buffer and Vision Corridor is measured.
