TOWN OF MOUNT PLEASANT, SOUTH CAROLINA ECONOMIC DEVELOPMENT COMMITTEE Monday, March 2, 2020 Municipal Complex, Committee Meeting Room, 3rd Floor 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES Members Present: Kathy Landing, Chair; Laura Hyatt, and Tom O’Rourke Absent: Rick Crosby (MPW) Staff Present: Eric DeMoura, Town Administrator; Lauren Sims, Community and Government Affairs Chief Ms. Landing called the meeting to order at 10:20 a.m. 1. Approval of Minutes from the February 3, 2020 meeting Mr. O’Rourke moved for approval; seconded by Ms. Hyatt. All present voted in favor. 2. Public Comments [None] 3. Consideration of resolution regarding the building located at 1200 Innovation Way Mr. DeMoura stated that Council received a letter on February 10, 2020 from Attorney Robert Lewis regarding the old GenPhar Building located at Oakland Plantation. He stated that it does qualify for a South Carolina Abandon Buildings Revitalization Act. A Resolution from Town Council is requested and staff recommends positive consideration. Mr. O’Rourke moved for approval; seconded by Ms. Hyatt. All present voted in favor. 4. Discussion and possible action regarding development impact fees Ms. Landing stated that there was lengthy discussion in the Finance Committee and a motion was made to send to Town Council a request Economic Development Committee March 3, 2020 Page 2 of 4 to consider rolling back or reducing the impact fees or increasing the discount rate. Ms. Sims stated that she has the same information that was provided to Town Council at the February Town Council meeting, which has a sample of the calculations. Economic Development Committee March 3, 2020 Page 3 of 4 Ms. Landing stated that the state requirement, which handles impact fees, indicates that residential and commercial/industrial fees must be the same. The Town is currently addressing this with both the permit allocation and the apartment moratorium. She said everything currently is accounted for on the residential side, so if impact fees are changed, it will not adversely affect the residential side. She said the Town would Economic Development Committee March 3, 2020 Page 4 of 4 like to attract additional small locally owned businesses. Residents would like to see some fine dining in the upper portion of Mount Pleasant, as well as family restaurants. Another service needed Town- wide is childcare. She suggested a motion to send this back to Council to consider lowering the impact fee or increasing the discount rate at least for the foreseeable future, because the Town does need these services. Ms. Hyatt asked if the Town has done a comparison with other neighboring towns or cities. She said this should be available for discussion. Ms. Landing stated that other discussions that need to take place is the issue of workforce housing. She said if there is more fine dining, childcare facilities, office staff and other workers, there needs to be some type of workforce housing. 5. (Applicant Request to Withdraw One (1) Parcel (1236 White Flat Road) from the Request) Request to rezone two parcels approximately 0.47 acres located at the intersection of Bowman Road and White Flat Road. One parcel is zoned R-1, Low Density Residential District, and is improved with an office that was converted from a single family residence. The other parcel is zoned PD, Planned Development District, and is vacant except for an off-site sign for the Watermark Development. The applicant wishes to rezone both parcels to OP, Office Professional District. c. Zoning Code Text Amendment: Impervious Surface definition. Proposal to amend Zoning Code Section 156.007, Definitions, pertaining to the definition of Impervious Surface. Proposed changes include revised language clarifying the definition of Impervious Surface as it relates to administering limitations on overhangs, building eaves, and the like. This will help to better meet the intent and purpose of regulations. 7. Update from Optima Tower LLC representatives regarding a proposed amendment to the Carolina Park Planned Development ordinance to allow the construction of a new cell tower at the Carolina Park Recreation fields located off of Recreation Way 8. Discussion and recommendation regarding revisions to the draft Comprehensive Plan and proposed Town Council adoption schedule. 9. Discussion of existing and proposed “Green Development” practices 10.
