Ms. Landing called the meeting to order at 11:14 a.m.
2. Approval of Minutes from the May 4, 2020 meeting
Mr. O’Rourke moved for approval; seconded by Ms. Hyatt. All
present voted in favor.

4. Presentation from the @401 East Cooper Incubator Group
Noah Leask, 2705 Parkers Landing Road, stated that he would like
to introduce Daniel Stern, who will be discussing a new Incubator that is
already in progress with seven companies signed up.
Daniel Stern, 813 Shoots Folly Drive, James Island, stated that he
is the new CDO at Leask Industries. He stated that they are currently
utilizing 2,000 sf of Leask Industries property for a tech
accelerator/incubator program for startup businesses. He stated that Mr.
Leask is very passionate about this project. Their goal moving forward is
to have a partnership with the Town. The program is currently ongoing
with six companies occupying space.

Mr. Stern stated that there and six very accomplished mentors who have
agreed to counsel the companies. All of their companies are tech
companies with 5 of the 6 being education tech companies and the other
an app that connects service industry people with jobs in the service
industry. He stated that two of these companies are from Mount
Pleasant. Mr. Stern stated that their goal is to grow these companies
and prepare them for investment. They are working on a partnership
with SCRA (South Carolina Regional Alliance), to become a training
ground for companies that this particular body would be invested. He
said they have had conversations with VC (venture capitalist), funds to
become part of the program.

Mr. Stern stated that one of the things that make this program different is
because there is no guarantee of investment. He said to be a part of
some programs, you would need to invest a portion of the equity, which
is not the case in the program. These companies pay $150 per month
for a dedicated desk which is the extent of their commitment to the
program. He said resources are provided such as in-house web
development, contract law, accounting, and marketing. They must still

pay for these services but are offered more extensive services. He said
this is a safe area for startup businesses to foster themselves and grow
and having people like Noah Leask behind them is a big advantage.
Ms. Landing stated that the other professionals who assist these
companies are what makes this program different. She stated that the
incubator project would help to create companies that eventually go to
other areas in the Town. They will also go to the tech center that will
hopefully still be built. She said many projects have been put on hold
due to COVID-19. She said this will be a valuable source of keeping jobs
right here in Mount Pleasant.
Mr. Stern stated that once these companies grow to five and ten
employees, they outgrow the incubator space. He said this would be a
perfect way for them to stay in Mount Pleasant and the tech center
would be a perfect place to house these companies.
Ms. Landing asked about the Town recognizing a company that is home
grown in the Town.
Ms. Sims stated that currently the Town recognizes companies through
the “Town Proud” certified local business program. She said the
application is very simple. After the information is reviewed, the Town
sends out a package with “Town Proud” certified seals and decals to
place on their door and digital decals to use on their website. She said
they will also be added to the Town’s online business directory indicating
they are certified local businesses supported by the Town. She said
“Lowcountry Local First” is the certifying agency.
Ms. Landing asked about financial support.
Mr. DeMoura stated that there is the Community Investment Funding
which must go through the Finance Committee then to full Council as
part of the annual budget. He added that there is an application process
that is then considered as part of the Town’s budget. He stated that the
application is available in December and must be received no later than
January 31st.
Mr. O’Rourke stated that Blackbaud, BenefitFocus and ADT all began in
the Town. What is interesting with this project is that the businesses are
incubated and then go out on their own. He is concerned that the Town
will not have the space for this growth. If he is not wrong about this

issue, how can the Town secure adequate economic development
space for the 6% businesses the Town is trying to attract.
Mr. DeMoura stated that for well over a decade the Town has believed
in the importance of incubation. He said the Town attempted it
previously in 2008 / 2009 and partnered with others at the Harbor
Accelerator who offered that type of expertise that the Town was unable
to provide to the process. He said for years, the Town contributed
funding towards this process. He said finding space was complicated
when the companies began to grow. It was important to Council and
staff at that time that if the Town was contributing funding from the
Town’s budget, that a commitment be made by those businesses to stay
in the Town for a certain period of time. The Town was unable to enforce
this and those companies began to leave for less expensive lease space
in North Charleston or other areas. At that time the Town began to lose
interest in direct financial contributions to them.
Ms. Landing stated that impact fees were addressed today in the
Finance Committee meeting, bringing to Council a change in the Town’s
impact fees going forward. She said there are also several office
buildings being built at Patriots Point.
5. Update on new businesses in the town year to date
Ms. Sims provided Committee members with information on business
licenses this year compared to previous years.

Page 22. This property is located off Canyon Lane, east of

b. A-9-20: 453 Gurley Street. Request to annex an approximately
0.64 acre tract of land located at 453 Gurley Street, identified by
TMS No. 556-00-00-315 and depicted on a plat as Lot 4 recorded
by Charleston County ROD Office in Plat Book BB, Page 67. This
property is located near the northwest corner of Gurley Street
and Snowden Road.
5. Review of Planning Commission recommendations from the June
17, 2020 meeting
a. Request for Deferral by Applicant --> Rezoning: R-21-20,
Needlerush Parkway and Mount Royall Drive. Request to amend
the Long Point PD, Planned Development District Ordinance for
a 5.98-acre parcel designated as Tract 12 of the PD located near
the intersection of Needlerush Parkway and Mount Royall Drive.

The proposed amendment would allow the erection, operation
and maintenance of a wireless communications facility including
a tower not to exceed 140 feet in height. The property is
currently improved with the neighborhood amenity center and
soccer fields.
b. Rezoning: R-22-20, 1454 North Point Lane (within the Northpoint
Subdivision). Request to rezone one parcel approximately 0.34
acres located at 1454 North Point Lane (within the Northpoint
Subdivision) from PD, Planned Development District, to R-4,
Medium Density Residential District. The Northpoint PD has no
adopted ordinance with identified development standards, such
as setbacks, lot coverage, etc. The proposed R-4 Town district
would provide specific development standards allowing the
owner to make necessary improvements.
c. Zoning Ordinance Text Amendment: Proposal to amend
Sections 156.106, Setbacks and Yard Requirements, and
156.201, Bufferyards, of Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances, pertaining to lot line adjustments
of existing lots with a designated critical line. Proposed
amendments would include an exemption for the establishment
of or alteration to the critical line buffer and impervious surface
setback from the critical line provided no additional buildable lot
is created as a result of any lot line adjustment.
d. Zoning Ordinance Text Amendment: Proposal to amend
Sections 156.430, Organization, 156.431, Definitions, and
156.432, Powers & Duties, of Chapter 156, Zoning Code, of the
Mount Pleasant Code of Ordinances, all pertaining to the
Historic District Preservation Commission. Proposed
amendments relate to Commission membership and the
qualifications for Historic properties and districts.
e. Rezoning: R-23-20, 958 Key Colony Court (within the Sullivan’s
Pointe Subdivision). Request to rezone one parcel
approximately 0.04 acres located at 958 Key Colony Court
(within the Sullivan’s Pointe Subdivision) from AB, Areawide
Business District, to R-4, Medium Density Residential District.
Further is a request to reinstate the overlay district known as the
UC-CBS, Coleman-Ben Sawyer Urban Corridor Overlay District
then in effect at the time of permit issuance to render the

property compliant with permitted uses and development
standards of the same.
f. Rezoning: R-24-20, Carolina Park Recreation Center. Request to
amend the Carolina Park PD, Planned Development District
Ordinance, pertaining to Exhibit C, Carolina Park Land Use
Table. Proposed amendment would allow Communication
Towers as a Conditional Use in the Carolina Park-Active Park
(CPAP) District. This use is currently only allowed in the
Carolina Park-Industrial (CPI) District.
6. Discussion and possible action regarding an ordinance to amend
the official Building Height Plan Map to correspond with
proposed height reductions as described herein and depicted in
Exhibit A. (Ord. No. 20014)
7. Discussion and possible action regarding future amendments to
the provisions of the existing buffer regulations.
8. Discussion and recommendation regarding revisions to the draft
Comprehensive Plan and scheduling of required Public Hearing.
9. Update regarding extended application period for the Settlement
Communities Task Force.
