1. Call to order
Ms. Landing called the meeting to order at 1:30 p.m.
2. Approval of Minutes from the July 6, 2020 meeting
Ms. Hyatt moved to approve; seconded by Mr. O’Rourke. All present
voted in favor.

4. Review and discussion of economic development properties
and initiatives
Ms. Landing stated that there are a number of exciting projects that are
being developed. She stated that true economic development brings
jobs and investment from other places. With COVID there has been a
quiet period, as well as economic damage. She provided an update of
what is still transpiring in the Town to bring economic development and
jobs back. She said one project has already been announced in the
newspaper, and a technology campus meeting has already been held.
She recently spoke to the developers whose property is on Long Point
Road and the intention is to have three different buildings making up a
technology campus. She provided additional information on the

proposed plans of this campus. She stated that it is important for Council
to be proactive by showing that they are willing to help citizens by
bringing jobs and services, developing more of a sense of community
and goodwill. She stated that the #1 request for services in the northern
end of Mount Pleasant after doing a survey, was for family indoor
recreation. She stated that due to COVID, this project has been delayed.
These projects will not only generate jobs, but also ongoing revenue for
the Town.
Mr. O’Rourke asked if the Economic Development Committee, the Town
or Town Council has ever tried to determine what the Town’s goals were
for economic development. He said discussion regarding successful
economic development will bring in sufficient revenues to halt
discussions regarding tax increases. He said the Town previously had a
dedicated staff person for this work.
Ms. Hyatt stated that with COVID, many stores have closed and there
will be a great deal of opportunity for redevelopment.
Committee members continued discussion regarding economic
development.
Ms. Landing stated that the advantage of repurposing locations is that
the new business will not be required to pay an impact fee if the impact
is not greater than what was previously in that location and it has not
been vacant for five years. She asked Mr. DeMoura if he would be able
to obtain the information on businesses vacating their current locations.
Mr. DeMoura stated that for some time there has been direction from an
economic development perspective; however, it has been difficult to
achieve successfully. He said the areas that were focused upon, there is
a plan for it and they have been working as diligently as possible for
many years, such as maritime, healthcare, logistics and others. He said
the challenges that always come up is entitlements. This means that the
playing field changes, and this is Council’s right as policy makers. What
is being heard on the other side is if there is going to be a change, then
change it and be consistent afterwards so the investors know what
entitlements they are receiving. He said entitlements have been the
biggest issue ahead of getting any type of real interest and success with
the Miller Cadillac property. He said the great fear is that because there
is a lack of feeling of confidence in entitlements, that they will not go for
the best use of that location, which is an iconic spot in the Town of

Mount Pleasant. He said the Town’s zoning code is also another
challenge. He said what is happening with the Town’s zoning codes and
what creates frustration with investors, property owners and developers,
is in a high growth community it is another layer every year and there is
an incrementalism that grows into the zoning code. He stated that now
the burden for staff to have to analyze and remember the history for
every property and implement, becomes onerous. He said property
owners are not sure of the process and get frustrated because it is
complex. The entitlement side and the complexity of the Town’s zoning
code are major impediments to success in those areas of economic
development that the Town desires. He added that staff will be
proposing to utilize GIS more and the Town now has a grant application
out for this. He said utilizing GIS more will provide to interested parties
what the entitlements are on properties. He said they will now
understand the history and all that is allowed for that property. He said
the Town has never had this previously.
Ms. Landing stated that the Miller Cadillac location relates to the entire
zoning and building heights which will be addressed at Tuesday’s
Council meeting.
Committee members continued discussions.
Mr. DeMoura stated that it is very important that Town consider
spending a significant amount, as it will be expensive, to revamp the
entire zoning code to help with economic development. He said that the
Town is currently in this process and Council will be receiving
information on this. He said these experts need to interview Council
members on the various regulations incrementally placed over many
years that very few know how to navigate through the Town’s application
and permitting process. He said it would be very difficult to achieve the
Town’s economic development goals with very little housing that is
affordable.
Ms. Landing stated that she believes another application for workforce
housing will be submitted in the near future located on the north end of
Town.
Mr. O’Rourke asked what it would take to change the zoning. He asked
if this would entail bringing in a consultant to work for approximately a
year.

Mr. DeMoura responded in the affirmative. He said it is perfect timing,
because the comprehensive plan will presumably be finished and will
require changes to the zoning code. He said this will be very valuable for
the Town and would like to suggest forming a Council team chaired by
Ms. Landing. He stated that Mr. Rambo would also be a perfect fit to sit
on this team.
Mr. O’Rourke asked if this would be part of the Budget process.
Mr. DeMoura stated that Council will be receiving information in the
Planning Committee, but this project is only for a certain amount, and he
believes that the Town should just keep going until it is completed. He
said it will be a long process; however, it will be one of the most
important things Council could do.
Mr. O’Rourke stated that there is much discussion about development;
however, very soon, the whole Town will be involved in redevelopment.
He said the revised zoning code will make this much less complex.
Mr. DeMoura stated that it is a balance between the customer
experience and what they want, but also holding up Council’s decision
on the direction of the community – the balance. He said when
mentioning that this is one of the most important issues that Council will
encounter, it is because of the opportunities for reorganization at the
Town. Many of the things the Town does is built and set up properly. If
there are complaints in areas, it is typically not the structure, but an
individual or something that is able to be resolved. He added that it is
very different in the Planning realm, which is much more complicated.
He said with the incrementalism that has occurred over the years, from
the development or redevelopment side, the Town is beginning to be
crushed by their own weight and everyone is frustrated.
Ms. Hyatt suggested matching zoning more with the County so that
projects are not pitted against each other.
Ms. Landing added that the Town should impress upon them to also
work with the Town on projects in the unincorporated County that are
located in the Town.
Mr. O’Rourke stated that the work that is being done with Flood
Resiliency is so important; however, so is this work.

potential treatment of nonconforming properties.
10. Status Report on Applications to Serve on the Settlement
Communities Task Force
11. Discussion and possible action to consider allowing temporary
structures such as tents or trailers through an emergency
ordinance for schools and churches in order to allow for greater
social distancing
