Members Present: Kathy Landing, Chair; Laura Hyatt, and Tom

1. Call to order
Ms. Landing called the meeting to order at 11:15 a.m.
2. Approval of Minutes from the August 31, 2020 meeting
Mr. O’Rourke moved for approval; seconded by Ms. Hyatt. All
present voted in favor.
3. Public Comments
[None]
4. Employee years of service recognition
Ms. Farrell recognized Ms. Lindi Cosenza, Human Resources
Analyst for five years of service with the Town.
5. Discussion of vacant property list and potential businesses
Ms. Landing stated that staff has worked hard on identifying vacant
properties; some that have closed down due to COVID and some that
have gone out of business. She said it would be beneficial to fill that
space bringing jobs and businesses that may have hesitated due to high
impact fees in the Town. She said this is a way to recruit businesses as
actively as possible.

Ms. Sims provided Committee members with a brief presentation of
available properties. She said these are spaces that are already built
out, not vacant land. She said the list changes daily, as new tenants
come in, leases expire and the unfortunate reality that some businesses
are closing. She said staff did attempt to capture all the larger spaces
where they could find potential tenants that would fit within the Town’s
existing economic development strategy.
Ms. Sims stated that there are a variety of spaces.
Ms. Landing stated that she will be meeting with David Ginn of
Charleston Regional Development Authority and also speak with
Charleston County Economic Development, because when they do
recruiting for Charleston County, they need to know the square footage
available of the properties. She said it would be helpful if staff and
Council members became involved in the recruiting process to take a
proactive approach.
Ms. Hyatt stated that anything family oriented would be advantageous.

Mr. O’Rourke asked what Committee’s role will be in this process. He
said there must be an effort led by Ms. Landing and this committee that
includes everyone that talks about the things that Ms. Hyatt mentioned.
He said we must have the discussion first and we should discuss what
process should be undertaken to obtain the answers that are necessary.
Mr. DeMoura stated that staff fully intends, with Committee’s support, to
share the list with CRDA and Charleston County, as well as commercial
realtors and remind them of the target industries that the Town has
discussed for some time that appear to fit Mount Pleasant. He said staff
plans to take the list, if Committee is comfortable, and shop it around.
Mr. O’Rourke stated that the individual who owns the Harbor Point
project is accepting bids or plans for that property. He said it may be the
largest parcel that the Town has for redevelopment. He stated that this
developer would like a letter. He said when he thinks of economic
development, he thinks of projects such as Harbor Point. He said there
was even some discussion regarding affordable housing at that location.
He said the bids being received could be anything. He suggested
sending a letter from the Town but would like to have a discussion.
Mr. DeMoura stated that the timing is favorable, because this type of
discussion is coming up with regard to the comprehensive plan and what
this property should look like in the future. He said he is not aware of
any of the proposals but knows there is no desire for residential.
Mr. O’Rourke asked if an official letter from the Town could be sent
saying that the Town’s comprehensive plan identifies this property and
the Town would like to be involved in the discussions.
Mr. DeMoura stated that he is comfortable doing this. He said what the
comprehensive plan does propose does identify this area as a portion of
the redevelopment zones.
Mr. O’Rourke stated that he does not wish to make any commitment at
this time. He asked Mr. DeMoura to send an email to Council and the
Mayor.
6. Executive session with regard to the performance of an
economic development incentive grant
Mr. O’Rourke moved to adjourn into executive session; seconded by
Ms. Hyatt. All present voted in favor.

multiple buildings, not to exceed a maximum of 42 units,

c. Proposal to amend Sections 156.140 - 156.142 of Chapter 156,
Zoning Code, of the Mount Pleasant Code of Ordinances,

man-made hazards.
