Members Present: Ms. Kathy Landing, Chair; Mr. Tom O’Rourke; Ms.
Laura Hyatt

1. Call to order
Ms. Landing called the meeting to order at 9:47 a.m.
2. Approval of Minutes from the October 5, 2020 meeting
Mr. O’Rourke moved to approve the minutes of the October 5, 2020
meeting, seconded by Ms. Hyatt. All present voted in favor.
3. Public Comments
[None]
4. Update regarding recent discussion with the Charleston
Regional Development Alliance and Charleston County Economic
Development Department
Ms. Sims gave an update on the availability of open retail and office
space in Mount Pleasant and changing business dynamics as a result of
COVID-19.
5. Staff presentation regarding participation in the Buy Local
Season Campaign
Ms. Sims outlined the ways the Town is encouraging the community to
buy local.

6. Discussion regarding a reusable bag design contest to
support local businesses
Ms. Landing said she would like to have a community-wide art contest
for a reusable bag design that represents Mount Pleasant.
Mr. O’Rourke suggested setting the parameters and handing it to the
Culture, Arts and Pride Commission.
Ms. Hyatt stated it would be great to get the schools involved.
Ms. Landing stated it could be combined with the eco-partners program.
Mr. O’Rourke said he was certain there are businesses that would be
happy to participate with a sponsorship.
7. Executive session to discuss possible action on an economic
development incentive
Mr. O’Rourke moved to go into executive session, seconded by Ms.
Hyatt. All present voted in favor.
The Committee adjourned into executive session at 10:10 a.m. and
reconvened at 10:38 a.m.
Ms. Landing stated no votes or action were taken.
8. Post Executive Session
Committee may take action on any item, including any subsection
of any section, listed on an executive session agenda or discussed
in an executive session during a properly noticed meeting
Mr. O’Rourke made a motion to instruct staff to continue moving
forward with discussions that were held in Executive Session, seconded
by Ms. Hyatt. All present voted in favor.

There being no further business, the meeting was adjourned at 10:38

6. Review of Planning Commission recommendations from the
October 21, 2020 meeting
a. Rezoning R-35-20: Request to amend the Dunes West Park West
PD, Planned Development District Ordinance (Ordinance R-13-
90, as amended), by removing an approximately 1.38 acre parcel
from the TC, Town Center land use designation and instead
designating it for PI, Public Institutional uses on the official
Dunes West Park West Zoning Map.
