Members Present: Kathy Landing, Chair; Laura Hyatt, and Tom
O’Rourke

1. Call to order
Ms. Landing called the meeting to order at 3:00 p.m.
2. Approval of Minutes from the November 2, 2020 meeting
Ms. Hyatt moved for approval; seconded by Mr. O’Rourke. All
present voted in favor.
3. Public Comments
Will Haynie, 316 Mallard Court, stated that he wanted to speak on
behalf of the Medal of Honor Education and Heritage Center. He stated
that he has been very involved in this process, as well as Town Council.
He has attended the MOH meetings and already viewed the
presentation that is being made today. He stated that he is very excited
about the design and what it will bring to the Town.
4. Presentation regarding the Medal of Honor Museum and
Heritage Center
Tommy McQueeney, 1105 Mazzy Lane, MP, Chairman, stated that
they are very excited to be moving forward. He stated that present today
is their Vice Chairman, Neil Robinson and Executive Committee
member, Jimmy Bagwell. He said they are working very well with

Patriots Point, Charleston Harbor Resorts and Marina, the new Bennett
Annex project, Fort Sumter Tours and the Town of Mount Pleasant. He
said they have selected the finest architectural firm right here in
Charleston, Glick Boehm & Associates.
Billy Bishop, Glick Boehm Architects, provided Committee members
with a presentation on the site location

Mr. Bishop stated that the site is located in red and north is to the right of
the illustration. He stated that they have a setback from the marsh as
well as property line setbacks. He said they wanted to take into account
the sites of the harbor and neighboring development to the south, as
well as the Yorktown and how to get people to the site.
Mr. Bishop stated that it was appropriate to locate the lobby facing south
towards the neighboring development as well as the Yorktown in order
to draw visitors to this site. He said the lobby is the only area where
there will be glass in the building; however, they needed to screen the
area and saw it as an opportunity to create iconic form that will identify
the building. They will be proposing a shared access with the
neighboring development. He stated that the site is not large enough for
visitor parking. He said you would enter at the back side of the building
in order to enjoy the views.

Mr. O’Rourke stated that he loves all the elements of the design. He said
this is functional and it works. He asked if a green roof was in the
design.
Mr. Bishop stated that they are still working through different design
elements.
Mr. O’Rourke stated that there will need to be a constant revenue
source of capital replacement in order to maintain the structure.
However, he believes so much has been taken into consideration and
he very much in favor of the design.
Ms. Hyatt agreed with adding a green roof for all to enjoy with the
favorable weather in our area.
Ms. Landing stated that she is very much in favor of how the American
flag was incorporated into the design. She stated that the design is more
practical and stunning. She is very excited that the Congressional Medal
of Honor Society decided to move off of the Yorktown and onto this
property.
5. Review of the Charleston Regional Development Alliance
Regional Scorecard
Ms. Sims stated that every year, the CRDA releases the Economic
Scorecard that shows where we are as a region economically in terms of
workforce, workforce trends and competing with other similar regions
across the country. She said it allows historical tracking and shows how
far the region has come. She added that this scorecard incorporates the
impacts of COVID-19. The scorecard mentions that more inclusive
economies are stronger economies; those that are diversified, have
strong recruitment and retention rates and support within the workforce,
are those that are thriving throughout this pandemic.

6. Overview of economic development business successes in
Mount Pleasant
Ms. Landing stated the Town has had a much better year than expected,
given the circumstances of COVID-19.
Ms. Sims reviewed some of the major wins over the last twelve to
thirteen month time period.
