2. Public Comments
Jimmy Bagwell expressed that the Army Corps of Engineers (Corps)
should consider the Town’s input on how Crab Bank should be renourished to
prevent infill at the mouth of Shem Creek. The Corps needs to understand
how important the area is and how vital the economic impact of Shem Creek
is to the Town of Mount Pleasant.
Chris Crowley, Coastal Expeditions, 514 Mill Street, expressed that the Town
has an important opportunity to model how to preserve important nesting
grounds due to rising water levels. The Crab Bank Task Force has been
supporting the effort and has received funding from the National Fish and
Wildlife Foundation to provide education to the community. There is an
opportunity to get ahead of the issue and create a positive result of what we
hold dear instead of fearing it and creating a divisive culture in our
community, but we cannot do that if Council insists on invoking fear in the
general public.
3. Presentation on the economic impact of the Crab Bank restoration
project
Mayor Haynie stated that the presentation will provide the Economic
Development and Flood Resilience Committees an idea of the economic
impact that Shem Creek has on the entire Mount Pleasant community.
Mr. DeMoura introduced Dr. Von Nessen, stating that he is a Research
Economist at the Darla Moore School of Business and specializes in regional
economics and regional economic forecasting. He regularly conducts a wide
variety of economic impact analyses and feasibility studies for public and
private clients.
Dr. Von Nessen referred to a presentation and explained the primary goal of
the study was to estimate the economic impact that the current projected
natural shallowing of Shem Creek will have on the Town of Mount Pleasant
over the next five years. Multiple aspects were examined, with business
establishment and property ownership type taken into consideration.
Residents were also surveyed and approximately seventy eight percent (78%)

of the respondents indicated regular usage of Shem Creek and almost all
expressed strong opposition to any creek shallowing that could potentially
limit boating and lower property values. The study also took into
consideration Crab Bank renourishment.
Ms. Landing thanked Dr. Von Nessen and expressed that the study provided
the necessary information to encourage the Corps to work in a manner that
is beneficial to Shem Creek and the renourishment of Crab Bank. Council
should consider a budget to deepen Shem Creek on a more regular basis.
Mr. DeMoura stated that it is the obligation of the Corps to deepen Shem
Creek and the work is performed approximately every decade.
Ms. Landing commented that there should be money budgeted if the Corps
does not perform the work to avoid issues with the depth of Shem Creek. An
extensive study was performed on how Crab Bank could be renourished on
the southeastern side as opposed to anything near Shem Creek and asked if
a resolution could be made to impress on the Corps the findings of the study.
Mr. DeMoura stated that the Mayor has been very active about
communicating concerns by Council.
Ms. Landing questioned if there was a thought that instead of the Corps
placing dredge soil near the southeastern tip of Crab Bank, if shifting Crab
Bank is an option.
Mr. DeMoura replied in the affirmative.
Mr. Chapman questioned why more than fifty percent (50%) of respondents
did not feel there was any impact on their business.
Dr. Von Nessen replied that, depending on the type business, shallowing of
Shem Creek would not impact their businesses.
Ms. Hyatt commented that a budget for dredging Shem Creek would be
financially beneficial.
Mayor Haynie thanked Dr. Von Nessen and stated that one of the most
alarming bits of data resulting from the survey is that Crab Bank is migrating
at least twenty-five feet (25’) per year toward the mouth of Shem Creek,

making it unnavigable at low tide. Taxpayer money has been spent studying
the hydrology and economics of the issue and Council has taken the stance
that there can be a positive outcome that benefits both Shem Creek and Crab
Bank. A summary will be presented to full council and a resolution supporting
the most favorable placement for Crab Bank may be adopted.

5. Review of Planning Commission recommendations from the
December 16, 2020 meeting
a. Rezoning Case R-36-20: Request to amend the North Point
PD, Planned Development District Ordinance, by creating
permitted uses and zoning standards according to the current
land use and amending the official North Point Zoning Map to
do the same. Development consists of approximately 13.5
acres and is situated on the Northeast side of Ben Sawyer
Boulevard at its intersection with Center Street. The North
Point PD has no adopted ordinance with identified
development standards, such as setbacks, lot coverage, etc.
The proposed amendment would rectify this by providing
specific development standards for each lot within the
development.
b. DEFERRAL TO FEBRUARY MEETING REQUESTED BY
APPLICANT ON 12/21/20 Rezoning Case R-37-20: Request to
rezone from R-3, Medium Density Residential District, to TH,
Townhouse District, an approximately 2.90- acre tract of land
comprised of eleven (11) parcels and improved with 22

duplexes. Also included is a request to incorporate all parcels
into the Coleman Boulevard Overlay District (CB-OD).

c. Zoning Code Text Amendment: Proposal to amend Section
156.325 of Chapter 156, Zoning Code, of the Mount Pleasant
Code of Ordinances, pertaining to the Principal Use Table.
Proposed is to add language under the Utilities category to
permit a lay-down yard, maintenance facility with open lot
storage of materials, vehicles, and equipment in PI-2, Public
Institutional-2, and LI, Light Industrial Districts.
d. Zoning Code Text Amendment: Proposal to amend Sections
156.140 - 156.142 of Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances, pertaining to Nonconforming
Lots, Structures and Uses. Proposed is to amend the entire
ordinance to differentiate treatment based on damage or
destruction due to neglect, natural and/or man-made hazards,
and to make special distinctions between utilization of
property and the physical characteristics.
6. Update: Building Permit Allocation System (Ord. No. 18097)
and Multifamily Housing Moratorium (Ord. 19014)
7. Preview: Historic Property Designations within the Old Village
8. Status Report: Zoning Code Rewrite Project
