Members Present: Kathy Landing, Chair; Laura Hyatt, and Tom
O’Rourke

1. Call to order
Ms. Landing called the meeting to order at 10:02 a.m.
2. Approval of Minutes from the January 4, 2021 joint meeting of the
Economic Development Committee and the Flood Resilience
Committee
Mr. O’Rourke moved for approval; seconded by Ms. Hyatt. All
present voted in favor.
3. Public Comments

4. Discussion of great communities attract great businesses –
community building activities for 2021
Ms. Landing stated that business owners wish to bring business where
they love to live. She said there are plenty of examples of this right here
in Mount Pleasant. She asked how to maintain the hometown feel even
after this Town has grown to 93,000 residents. She said the more we
can do to make this Town the best place to live, the more businesses
will desire to move here, bringing great jobs and services. She stated
that she has three ideas that she would like to move forward on.
1. Ms. Landing said she brought this up several years ago after first
coming onto to Council. She brought up an alternative plan during

the plastics ban ordinance. She suggested getting the whole
community involved in an environmentally sound project and
create awareness. She said the idea was to have a reusable bag
that is designed for Mount Pleasant where anyone in the
community would be able to submit a design to the Town without
cost. The design would be reviewed by staff and the top five would
be selected and have it be an online vote from the community. Too
many trees are being destroyed with the paper bags, so this would
allow reusable bags to be utilized once again. She said this would
have great community morale. She said the bags could be offered
at grocery stores and be an incentive for businesses signing up
and doing more than the basic ordinance to help the environment.
She said it could also be sold as an inexpensive souvenir and the
funds possibly going to the Tree Bank.
2. Ms. Landing stated that another concern is drainage. She stated
that trees clean the air and help with drainage issues. She
suggested having a special project to have the whole community
plant a tree for every citizen that lives in the Town. She said there
are places in the town that need trees. This is a very low cost
project for any individual that can bring the community together for
a good cause.
3. Ms. Landing said this idea was shared by a resident. She said this
would be a community wide effort led by the Town to honor
Hometown Heroes. She said in honor of our veterans, a citizen
would sponsor a banner for a hometown hero, perhaps in their
own family, and they would be flown similarly to how banners are
displayed at Christmas. She said these would be flown across the
community. She realizes that this would be a great deal of work on
Public Services to hang them for the whole month of November.
She said this is something the Town would be the sponsor and be
community wide.
Mr. O’Rourke stated that these are great ideas but believe it will have
some impact on taxpayer funds. He said they are all worthwhile projects.
He said the banner program would involve Public Services hanging the

banners. He believes all three projects should be included in the budget
process. He believes there are community groups that would be willing
to do these as a project.
Ms. Hyatt stated that she believes these ideas are positive. She added
that the plastic bag ordinance has not gone well. She is also interested
in bringing awareness to the Tree Bank as well. She said Hurricane
Hugo destroyed many of the trees and a lot were never replanted. She
said she loves all Ms. Landing’s ideas.
Ms. Landing and Mr. DeMoura discussed what it would take to achieve
these goals. Mr. DeMoura requested 30 days to review and come back
to Committee
Mr. O’Rourke stated that the trees are a big solution to the drainage
issues and if there is strategy as well as the environmental aspects this
could go a long way towards drainage issues.
5. Update on economic development focus areas and target
industries
Ms. Farrell presented the following report on economic development

Ms. Farrell stated that the Council on Governments (COG) was recently
awarded a grant and with this grant, they will be participating with the
CRDA (Charleston Regional Development Alliance), as well as with the
Charleston Metro Chamber to begin working on a recovery roadmap;
what makes and keeps Charleston healthy. She said they will begin
revisiting all the clusters. She said there may be an opportunity in the
spring or summer to come to Town Hall and hold a charrette focused on
the East Cooper and Mount Pleasant area
Committee members and staff continued discussions on what attracts
businesses to Mount Pleasant.

a. Rezoning Case R-37-20: Request to rezone from R-3,
Medium Density Residential District, to TH, Townhouse
District, an approximately 2.90- acre tract of land
comprised of eleven (11) parcels and improved with 22
duplexes. Also included is a request to incorporate all
parcels into the Coleman Boulevard Overlay District (CB-
OD). Enclave at QC LLC. Queens Court (Bayview Acres
Subdivision).
b. Zoning Code Text Amendment: Proposal to amend
Sections 156.140 - 156.142 of Chapter 156, Zoning Code, of
the Mount Pleasant Code of Ordinances, pertaining to
Nonconforming Lots, Structures and Uses. Proposed is to
amend the entire ordinance to differentiate treatment based
on damage or destruction due to neglect, natural and/or
man-made hazards, and to make special distinctions
between utilization of property and the physical
characteristics.

6. Review of Planning Commission recommendations from the
January 20, 2021 meeting
a. Annexation Case A-03-21 and Rezoning Case R-01-21:
Request to annex and zone R-4, Medium Density
Residential District, an approximately 0.80-acre tract of
land located at 1051 Theodore Road, TMS #614-00-00-259.
Applicant also owns adjacent site at 1065 Theodore Road
and wishes to zone the subject parcel in a similar fashion
and adjust lot lines. Staff Report
b. Rezoning Case R-02-21: Request to rezone from AB,
Areawide Business District, to PI-2, Public Institutional-2
District, an approximately 4.87-acre tract of land located at
1277 Chuck Dawley Boulevard, TMS #560-01-00-002. The
parcel is also located within the Boulevard Overlay District
and there is no request to change this designation.
Proposed rezoning will update the designation to more
closely resemble the use and activities performed on site.

c. Annexation Case A-04-21 and Rezoning Case R-03-21:
Request to annex and zone R-2, Low Density Residential
District, an approximately 11.54-acre tract of land located
at 1240 Six Mile Road, TMS #558-00-00-130, and known as
Watts Mobile Home Park. Parcel is not proposed to be
included in the SB-OD, Sweetgrass Basket Overlay District.
The applicant proposes redevelopment of the site with
approximately 32 single family detached residences
subject to the Town’s R-2 standards (which allows for
