1. Call to Order
Ms. Landing called the meeting to order at 1:18 p.m.
2. Approval of Minutes from the March 1, 2021 meeting
Ms. Hyatt moved for approval; seconded by Mr. O’Rourke. All
present voted in favor.
3. Public Comments
Wendy Bauerschmitt, 1320 Woodlake Court, stated that she is the
former executive director of Mount Pleasant Workforce Housing for All
and is currently a Board Member. She spoke regarding the challenges
for employees for the hospitality and restaurant uses. She also
expressed concern that because of a lack of Workforce Housing in
Mount Pleasant, it causes additional traffic from surrounding areas,
because workforce cannot afford to live in Mount Pleasant. She stated
that she looks forward to continuing to work with the Town on this issue.
4. Discussion regarding workforce housing and economic
development
Ms. Landing stated that she asked for this item to be added to the
agenda, because there is already a workforce housing area under
construction at Gregorie Ferry Road. She stated that the workforce
housing at Gregorie Ferry Road is already 50% sold. She said the Town

will see additional applications. She added that workforce housing and
economic development are closely intertwined.

presentation.

Ms. Landing stated that one of the biggest misconceptions is the
idea that workforce housing or affordable housing is associated with

government related projects, which costs the taxpayers. She said that if
we have developers who own the land or already know how to build
homes that are appealing to the public and keep costs down and work
with organizations such as Housing for All, that this can be done. She
said if people can live near where they work, many issues can be
solved.
Denise Fugo, Executive Director, Workforce Housing for All, stated
that there is a need for workforce housing in Mount Pleasant to provide
housing for the restaurant workers, hotel staff, hospitals, teachers,
emergency personnel, and government workers. She suggested that
there should be continued discussions to work with the local developers
to provide more opportunities for this needed affordable housing. She
thanked Committee members for all their support.
Wendy Bauerschmitt stated that another need is to provide a wider
income base that would be eligible for workforce housing. She also
suggested that allowing more density within the workforce housing
planned development would provide more opportunities for workforce
housing.
5. Discussion regarding marketing and promoting the Town of
Mount Pleasant for Economic Development
Ms. Landing stated that it has been discussed having a brochure
that defines key areas and opportunities in Mount Pleasant for economic
development.
Christiane Farrell reviewed how to enhance the
experiencemountpleasant.com website and the Town’s website to
provide more information on economic development and provide more
marketing and promotions.

The Committee discussed how marketing and promotion could be
expanded through the website and social media. They also discussed
providing dynamic information that is tailored and targeted to specific
businesses and industries and provides the quality of life desired.
6. Review of the Economic Development Incentive Program
Ms. Landing stated that she again asked for this to be on the
agenda for discussion.
Ms. Farrell stated that what she has prepared is a review of the
Town’s incentive program currently in place.

Charleston County ROD Office in Plat Book M47, Page 283.
b. Request for Deferral Rezoning Case: R-06-21 Dunes West PD
Amendment. Application to amend the Dunes West PD, Planned
Development District ordinance, to incorporate into the PD an
approximately 9.05-acre tract of land comprised of two parcels
located off Bessemer Road in Covington at Park West at the
terminus of Hopkins Road. Proposed is to designate the parcels
similar to Covington Phases 1 and 2, as DW-PD R-3 within the
PD, but to utilize the DW-PD R-1 minimum lot size and lot
coverage.

c. Rezoning Case R-37-20: Request to rezone from R-3, Medium
Density Residential District, to TH, Townhouse District, an
approximately 2.90- acre tract of land comprised of eleven (11)
parcels and improved with 22 duplexes. Also included is a
request to incorporate all parcels into the Coleman Boulevard
Overlay District (CB-OD). Enclave at QC LLC. Queens Court
(Bayview Acres Subdivision). Deferred from January meeting
6. Review of Planning Commission recommendations from the March
24, 2021 meeting
a. Proposal to amend the Town of Mount Pleasant Code of
Ordinances, Chapters 155 and 156, to change department titles
and responsibilities in order to correspond to the recent
restructuring.
b. Proposal to amend Zoning Code Section(s) 156.104 Density, and
156.302, Change of Town Boundaries, Chapter 156, Zoning Code
of the Mount Pleasant Code of Ordinances. Amendments include
updating the Future Land Use Map Designations to align with
the newly adopted 2019 Comprehensive Plan, and to update how
a parcel is automatically classified upon annexation based on
the new Future Land Use Map and any applicable overlays.
c. Proposal to amend Sections 156.318, Boulevard Overlay District,
to amend the density allowed for residential uses in the overlay
district.
d. Proposal to amend Code Section 152.27, Standards for
Subdivision Proposals, of Chapter 152, Flood Damage
Prevention, of the Mount Pleasant Code of Ordinances.
Amendment includes standards for sketch plan approval for
residential lots located within the Old Village Stormwater Study
Area.
