1. Call to order
Ms. Landing called the meeting to order at 10:15 a.m.
2. Approval of Minutes from the May 3, 2021 meeting
Ms. Hyatt moved for approval; seconded by Mr. O’Rourke. All
present voted in favor.
3. Public Comments
Kevin Cunnane, Dunes West, thanked Ms. Landing and Mr.
O’Rourke for publicly taking a stand to help a child. He said when a
Town official does something to harm a child, it is a Council issue and
should be addressed.
4. Update from Housing For All
Denise Fugo, executive director of Housing for All Mount Pleasant,
provided an update to Committee members.

5. Update on meeting with Berkeley County Economic
Development Director
Ms. Landing stated that she met with Kristian Lanier, Economic
Development Director of Berkeley County. She said there have been
several meetings regarding potential projects, as well as potential jobs
and revenue for the Town since Berkeley County borders Mount
Pleasant and impacts Highway 41. She discussed the following
presentation. They discussed light industrial businesses with the Port
Authority being close by. She said one of the concerns was that Cainhoy
would be building approximately 18,000 homes which would impact
Clements Ferry Road, Cainhoy Road, and Highway 41. She said unlike
Daniel Island, where there are businesses, grocery stores and
employment, this area will require the residents in the 18,000 homes to
be on the road. Berkeley County did advise that they have a five year
strategic plan and a 10 year comprehensive plan. She stated that there
will be meetings to follow.

6. Discussion and possible action of next steps for economic
development and the use of Mount Pleasant Waterworks 1%
payment
Lauren Sims, Community and Government Affairs Chief, stated that this
is a brief recap of the target industries, as well as the economic wins and
successes. She reviewed the target industries that are seen through the
Charleston County Economic Development and the Charleston County
Regional Development Alliance. She stated that Committee suggested
at the last Committee meeting, adding finance/corporate services and
maritime support industries.

Ms. Sims also added that at the last Committee meeting, there was
discussion regarding bringing on an Economic Development Consultant
to ensure that the target industries are what is best for Mount Pleasant
and to help formulate strategies moving forward. Staff is currently
collecting information about consultants.

Mr. DeMoura stated that staff is prepared to proceed with this direction
and issue an RFQ (Request for Qualification), with the information
provided. He indicated that the Town contributed, in one year,
approximately $200,000 and other years over $100,000 towards
economic development incentives and programs such as Charleston
ha ber’s ccelerator progra . He looks forward to recei ing e pertise
on what the future looks like and how to move forward.
7. Discussion and possible action regarding a request from
Charleston County for an amendment to the multi-county park
agreement
Steve Dykes, Executive Director of Charleston County Economic
Development, stated that most of Council may be new enough where he
and his staff have not explained the whole multi-county industrial park
designation and the amendments that are sent periodically. He said he
would like to address the three companies and the three amendments
that have been provided to Committee. He said their mission was
formed in 1993 and their goals with the Town are to obtain new
opportunities attractive to the Town and retain and expand those that
are already in the Town. He stated that their efforts with the Town in
2020 have accounted for approximately 20 tax accounts that have
resulted in approximately $367,000 annually or $3.1 million over the last
decade. He discussed multi-county industrial parks, which is a
mechanism created by the general assembly some years ago. It is
where more than one county comes together to form an industrial park.
It became more of a legal designation. He explained the amendment to
the multi-county park agreement that they are requesting. He stated that
their specific request today is a Resolution supporting the addition of Q4
Launch, Jear Logistics and eGroup. The request was made during the
previous two years and this amendment is for 2019 and 2020. With the
chaos of COVID, this is an accumulation of two years of MCIP requests.
He would appreciate the assistance of Committee to move the
Resolution forward to full Council for approval.
