Members Present: Kathy Landing, Chair; Laura Hyatt, Tom O’Rourke;
and Rick Crosby (MPW)

1. Call to order
Ms. Landing called the meeting to order at 12:45 p.m.
2. Approval of Minutes from the June 1, 2021 meeting
Mr. O’Rourke moved for approval; seconded by Ms. Hyatt. All
present voted in favor.
3. Public Comments
[None]
4. Further discussion regarding the 1% fee that is paid to the
Town from Mount Pleasant Waterworks and implications for
Economic Development
Mr. DeMoura stated that there has been some discussion regarding the
1% fee, which is a Memorandum of Understanding (MOU). He said this
was established in 2015 for three years, which guaranteed a three year
extension, which will soon expire. He said it is his understanding that
Mount Pleasant Waterworks (MPW) has approved a one year extension.
He said later today, up for consideration is a one year extension for the
Town. He said the purpose is to review what is currently in the document
and see if adjustments are required, and then reach an agreement prior
to the one year expiration. He stated that he has provided Committee
members with information on the Town’s understanding of the purpose
of these funds.

Mr. Crosby stated that MPW agreed to a one year extension and stated
that MPW would prefer that the document be more specific.
Ms. Landing stated that it is her understanding that these funds are to be
used for economic development and are in lieu of a franchise fee. She
read from the MOU, some of the uses and terms of the funds.
Mr. O’Rourke stated that he realizes this is in lieu of a franchise fee. He
asked why there is no franchise fee. He said there are rate payers for
water/sewer and the Town has taxpayers and when the Town is getting
funding from MPW rate payers, he does not understand why there is not
a simple franchise fee. He said this would avoid MOU’s and other things.
Mr. DeMoura stated that at the time this MOU was signed there was
movement on Council to recoup monies for infrastructure laid and the
public’s and Town’s rights of way. At the time, Council figured a
franchise fee would be the most appropriate method. He said there were
certain Council members that felt differently on the amount of the
percentage. He said ultimately, in order to be cooperative with a sister
agency, Council, at that time agreed on the MOU.
Mr. O’Rourke stated that the Town and MPW serve the same residents
and at times it is easier to agree on an amount.
Mr. Crosby stated that previously, the Town and MPW shared the cost
of having an Economic Development Director. He said the termination of
this position was about the time that this MOU was initiated. He said that
MPW’s intent was to get out of the economic development business of
paying salaries and benefits. He believes this is how MPW arrived at the
1% which would have covered future expenses for economic
development.
5. Update on procurement of an economic development
consultant
Ms. Landing stated that prior discussions were that of the 1% fee paid
by MPW, an economic development consultant would be obtained;
however, COVID interrupted this process. In December 2020, she
contacted both Lauren Sims and Christiane Farrell, advising that in 2021
the Town should be ready to move forward. She reviewed discussions
with Charleston County Economic Development Authority and
Charleston Regional Development Alliance regarding economic
development.

Mr. DeMoura stated that an RFP has been issued for consultant
services. He said it was sent out to 11 firms and was also posted on the
Bonfire website. He said they expect the responses by July 22nd. He
went over what this position proposal entails.
6. Discussion and possible action regarding a purchase of
property for economic development
Ms. Landing stated that executive session would be necessary for this
item.
7. Executive session regarding a purchase of property for economic
development
Mr. O’Rourke moved to go into executive session; seconded by Ms.
Hyatt. All present voted in favor.
Committee convened into executive session at 1:03 p.m.
Committee reconvened at 1:32 p.m. She stated that no votes were
taken and no motions were made while in executive session.
8. Post Executive Session
Committee may take action on any item, including any subsection
of any section, listed on an executive session agenda, or
discussed in an executive session during a properly noticed
meeting.
Ms. Hyatt moved to forward the matter favorably as discussed in
executive session to full Council at the July 13, 2021, meeting;
seconded by Mr. Crosby.
Mr. O’Rourke recused himself from voting.
All others present voted in favor.
9. Adjourn
There being no further business, Committee adjourned at 1:33 p.m.

6. Review of Planning Commission Recommendations from the June
23, 2021 Meeting
a. Rezoning Case R-07-21. Request to rezone from OP, Office
Professional District, to AB, Areawide Business District, an
approximately 1.0-acre tract of vacant land located on the corner
of Highway 17 North and McKnight Road, identified by TMS No.
578-00-00-034. Parcel is located within the Sweetgrass Basket
Overlay District (SB-OD). There is no request to remove from
this designation.
b. Annexation Case A-10-21 and Zoning Case R-08-21. Request to
annex and zone Dunes West PD, Planned Development District,
an approximately 9.9-acre tract of land located between Joe
Rouse Road and Julius Robertson Road, identified by TMS No.
583-00-00-008 and depicted on a plat recorded by Charleston
County ROD Office in Plat Book T, Page 086. Proposed is to
designate the parcel DW-PD-R-3 within the PD, adhering to the
development standards utilized by Covington Phase 1 and 2.
