1. Call to order
Ms. Landing called the meeting to order at 10:01 a.m.
2. Approval of Minutes from the November 30, 2020 and the July
6, 2021 meetings
Ms. Hyatt moved to approve the minutes, seconded by Mr. Crosby.
All present voted in favor.
3. Public Comments
[There were no Public Comments]
4. Update on the status and selection of an economic
development consultant
Ms. Farrell stated SB Friedman had been selected as the economic
development consultant. They are a national firm, and especially
beneficial to the Town is that they are also the consultant for the One
Region Road Map so they are already working with the Berkeley-
Charleston-Dorchester Council of Governments, the Charleston
Regional Development Alliance (CRDA) and the Charleston Metro
Chamber of Commerce who are all important partners when it comes to
economic development. She stated their charge is to review our
economic development strategy and analyze strengths and
weaknesses, offer recommendations in regards to target industries and
identify future steps. As part of their work and research they will be
reaching out to all Council Members for stakeholder interviews and will

be interviewing the CRDA, Mount Pleasant and Charleston Chambers of
Commerce, Mount Pleasant Waterworks and the port. Ms. Farrell said
their work is scheduled to be complete by the end of this year and they
will be submitting a report and providing a presentation to the Economic
Development Committee as well as to Town Council.
Ms. Landing asked how soon they would be starting, and Ms. Farrell
said it should be within a matter of weeks as the contract was just
recently signed, and that is one of the first things they will need to do.
Ms. Landing asked what the product would look like, and Ms. Farrell
said it is a report which will identify target industries, provide the Town
with guidance for the next decade, and it will identify how we play a part
in the region.
Mr. Crosby asked what the budget is for the consultant and Ms. Farrell
responded $80,000.
5. Presentation of an indoor eSports and content production
facility for the upper end of Faison Road
Mr. Mark Schuster, Chief Executive Officer of Ventura Sports Group
and resident of Mount Pleasant gave the following presentation.

6. Update on the Mount Pleasant Cultural Arts Center efforts to
date
Ms. Marie-Louise Moreto – President, Mount Pleasant Community
Arts Center (MPCAC), stated the Mount Pleasant Community Arts
Center was founded in 2016 and is a 501(C)3 non-profit corporation
dedicated to expanding the access to arts in Mount Pleasant through the
development of a community cultural arts center. She stated the entity
is governed by a volunteer Board of Directors guided by the principals of
inclusion, collaboration and innovation. Ms. Moreto asked MPCAC
Board Member Linda Eisen, who is also on the Board of the Carolina
Film Alliance to give an update on the Cultural Arts Center efforts to
date.
Ms. Linda Eisen, MPCAC Board Member stated we do not have
opportunities to engage in the performing arts, venues or rehearsal
spaces. She said the hope is that under the Comprehensive Plan for
the cultural arts center, facilities that would provide opportunities for
creative performing, visual and literary arts can be included. She said
there is an incredible talent base here, and people would come to see
performances and stay in hotels and eat at the restaurants.
7. Presentation on updates on the Technology and Logistics

Ms. Landing said the technology campus was announced before the
pandemic and then things slowed down. She stated logistics was added
to the name because of the location on Long Point Road and the port is
close by so there are shipping related businesses coming.
Mr. George Sarkis stated he is one of the principals of Long Point
Cooper Development and they own the property on the corner of Belle
Point and Long Point. He said they determined that they would
downsize the office portion of the project because there is over 400,000
square feet of office space coming online in the Charleston area, but
there is still an opportunity for Mount Pleasant to create an environment
to create jobs with the technology campus. Some of the issues that
needed to be resolved were traffic issues related to Chick-fil-a and
parking for the campus. This property was an old concrete site, and
there are approximately 400 to 500 truckloads of concrete still on it and
people are using it as a dump site. He stated they will recycle the
concrete and put it back into the project. The below plan was presented.
Mr. Sarkis stated this is a 9-1/2 acre property and the plan is to develop
it with a gas station adjacent to the Chick-fil-a, a 40,000 square foot
office in the back, and the remaining property would be retail synergistic
with office space. He said section B would be a two-story building with

additional office space on the second floor, should there be a demand
for it. He said the Chick-fil-a drive-through has been expanded to
handle forty cars which should help traffic. Mr. Sarkis said they want to
make sure the Town is comfortable with the plan as it was designed to
create solutions and bring more jobs to the area.
Mr. Crosby asked if the property is in the county or the town and Mr.
Sarkis stated it is in the county and would need to be annexed into the
Town.
Ms. Landing said this would be annexation for economic development to
attract technology and logistics companies. The property now is a
safety issue, and it would be turned into a beautiful, open walking area,
with green space.
Mr. Todd Richardson, principal with Synchronicity stated he is a
land planner and a landscape architect. Mr. Richardson said the goal is
to get the massing on the major corridors and have the parking and
business in the rear. He said they wanted to incorporate the office and
its height more toward the rear but also to address Belle Point Drive as
much as possible. Mr. Richardson stated the on-street parking helped in
the stepped retail office concept and having internal circulation with
building D would make it a successful block. He said there is a lot of
pedestrian connectivity and there will be underground and above ground
stormwater detention as they worked with low-impact development
practices to manage the stormwater. Outdoor relaxation and walking
areas would also be included.
Ms. Landing thanked the gentlemen for the update.

6. Review of Planning Commission recommendations from the
August 18, 2021, meeting
a. Proposal to amend Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances, by adding a new section
establishing Shem Creek Waterfront District, amendments
pertain to establishing boundaries, permitted uses and the
provision of development standards for this District. Affected
code sections include 156.007, 156.326, 156.310, 156.318,
156.314, 156.328.
b. Request to amend the ION PD. Planned Development District
Ordinance, (Ordinance No. 97010, as amended) by revising
Neighborhood Standards. Specifically requested is to amend

Item 1 in the PD referencing Outbuildings to exclude roof
overhangs and eaves from counting toward Maximum Footprint
calculations of 625 square feet.
c. Oyster Park Impact Assessment and Planned Development
Ordinance. Planning Commission Recommended Amendments.
Includes two (2) separate requests related the 13.57-acre Mixed-
Use Development known as Oyster Park, located off Ben Sawyer
Boulevard between Rifle Range Road and New Parish Way. First
is to rezone the entire development from AB, Areawide Business
District, to PD, Planned Development District. Second is to
approve an Impact Assessment and associated Conceptual
Plan.
d. Proposal to amend Zoning Code Section 156.075 Building Permit
Allocation System. Amendment pertains to the provision
regulating the allocation timeline to accurately reflect the
intended six-month allocation period, specifically for the second
half of the cycle to be made available on July 1 of each year, as
opposed to the currently adopted date of June 1.
e. Proposal to amend Zoning Code Section 156.107 Modifications
of Yard Regulations. Amendment would allow for administrative
relief from the ordinance provision establishing the front yard
setback on lots where structures were legally constructed prior
to ordinance adopted August 13,1979.
7. Discussion and action as well as a review of Planning Commission
recommendations regarding the Town’s definition for hotels,
parking requirements, and their appropriateness in the NC,
Neighborhood Commercial Zoning District.
