1. Call to order
Ms. Hyatt called the meeting to order at 10:54 a.m.
2. Approval of Minutes from the October 4, 2021 meeting
Mr. Chapman moved for approval; seconded by Ms. Hyatt. All
present voted in favor.
3. Public Comments

4. Update on business campaigns
Lauren Sims, Community and Government Affairs Chief, stated that
she will provide a quick update on the recent Business Development
activities.

She stated that this is a record number of ribbon cuttings considering
that the Town has just come out of a two-year long pandemic. She said
instead of two additional ribbon cuttings recently being scheduled, there
are now three. She said they are working on some changes in the ribbon
cutting process, which should be completed in the very near future. She
said 192 is the largest number of Town Proud members. She said there
are quarterly networking events with Town Proud members. She said
the Annual Shellabration Oyster Roast will be coming up in the first
quarter of next year. The Town is also participating in two Shop Local
Campaigns: Buy Local Feel Good Campaign in partnership with
Lowcountry Local First who is hosting a Mount Pleasant Feel Good Fest
on December 11th hosted at Wonderworks in Belle Hall Shopping
Center. She said the Town is also participating in the
#ShopWhereYouLive campaign with the Mount Pleasant Chamber of
Commerce.

She stated that if you shop locally and use the #ShopWhereYouLive and
tag Experience Mount Pleasant and Mount Pleasant Chamber of
Commerce, you will be automatically entered for a chance to win a $100
VISA gift card. She said Mayor Haynie will select a winner every Friday
in the month of December. This is a great partnership and a grassroots
effort on how to drive business into the doors of a Mount Pleasant-based
business. She said it is an international campaign so they were able to
tag onto something much larger than what can be done here in the
Town, which brings international recognition to the businesses.

She said this is one sampling of the list and as new business are added,
the list is updated with member spotlights for each individual business.
Mr. Chapman stated that in addition to the calendar notice by John
Greenberg for a ribbon cutting, he asked that a follow up reminder the
week of the ribbon cutting may be sent out so more Council member are
able to attend.
Ms. Sims stated that they are working to standardize a schedule.
Ms. Hyatt asked if staff is able to pick one or two days out of the week to
conduct ribbon cuttings to help with scheduling in order to standardize
the process and make it easier for Council members to be available.
Ms. Sims stated that this is something that staff will work towards. She
added that the #ShopWhereYouLive campaign will be ongoing and they
will concentrate on this heavily during the holidays. She commended the
Mount Pleasant Chamber members for going door to door to
businesses. She said in January, they will move into Restaurant Week
and it will become #DineWhereYouLive and will morph throughout the
year to focus on different industries.

5. Update on economic development strategy document
Ms. Sims stated that Council elected to move forward with updating
the Town’s Economic Development Strategy. The Town did contract
with SB Friedman who is the same consulting firm that is updating the
One Region Roadmap Economic Development Strategy. She said they
are finishing the data collection and their initial findings for the Town is
that we do align with several of the target industries that the region as a
whole would look to attract. She said there are some that are more
specific and unique to Mount Pleasant. She added that the hope is for
SB Friedman to present to Committee in January and ultimately to Town
Council in February; however, they are still attempting to coordinate
those dates and times.
Mr. Chapman stated that he is aware that this group is also working with
the Charleston Metro Chamber of Commerce where he represents the
Town, and the Charleston Regional Development Alliance, as well as
the Council on Governments (COG). He asked how the Town fits in and
how will this play into what these other organizations are doing for the
Town. He would like to know how the funding is being utilized.
Ms. Sims believes it is a tremendous benefit to contract with the same
consulting firm because they already had a great deal of the regional
data needed to collect as a starting point. They had a great foundational
knowledge of the area as a whole which allowed them a great deal of
time to delve into the details of Mount Pleasant. To find out what the
Town’s niche and where we fit back into the regional approach will serve
the Town’s interest. She said this can then be presented to the CRDA,
COG and Charleston County Economic Development, so when they are
searching for these businesses, they know exactly what is best suited
for Mount Pleasant. She said this would help to attract those specific
businesses that fit within the Town’s infrastructure.
Mr. Chapman stated that one of the questions that was asked of him
while doing a presentation is, what kind of businesses is Mount Pleasant
going after. He said there are businesses and business groups that are
looking for ways to get involved with the Town of Mount Pleasant.
Ms. Sims stated that they have a very detailed process of selecting
industries and tear it down to a location quotient.
