1. Call to order
Ms. Hyatt called the meeting to order at 10:30 a.m.
2. Approval of Minutes from the December 6, 2021 meeting
Mr. Chapman moved for approval; seconded by Mr. Iacofano. All
present voted in favor.
3. Public Comments
[None]
4. Discussion and possible action regarding the Economic
Development Strategy Update
Ms. Farrell stated that staff has the Economic Development Strategy
for Committee’s review and consideration. She said a draft was
presented at the Town Council Retreat in January by the consultants,
SB Friedman. She believes that the report was well received by Council.
Since that time, she, and Ms. Sims have had discussions with SB
Friedman to discuss anything further. Council members received a copy
of the updated report this morning and there is nothing substantively
different in the report and the only item added was additional information
about traffic trips and population. She will provide a brief overview to see

if the Committee is ready to proceed with recommending approval to full
Council of the strategy and to discuss prioritization of some of the
strategies in the plan. She will be presenting the strategy along with Ms.
Sims.

Mr. Chapman asked if Starling Chevrolet was moving, because
everything was moved out of the building yesterday.
Ms. Farrell stated that she has not heard anything about them moving.
Ms. Farrell stated that “spot zoning” has been eliminated and instead
say, “reduce the use of variances.
Ms. Sims continued discussions on economic development incentives.

Mr. Iacofano asked if the key economic development zones include the
donut holes, most importantly the Wando Welch on Long Point Road.
Ms. Farrell stated that they would be included because it would be part
of what the Town would like to promote if the Town is able to annex
these properties.
Mr. Iacofano asked who would be promoting those properties and how
would they be promoted.
Ms. Farrell stated that the Town is capable of promoting these
properties. She said there are already incentives in place for annexation,
in particular with Business License. She said there are also other
opportunities the Town could work on in conjunction with either
Charleston County Economic Development or Charleston Regional
Development Alliance (CRDA), depending on what the cluster is and
type of business interested in developing in the Town.
Mr. Chapman mentioned that at a presentation with the Charleston
Metro Chamber of Commerce, they were very anxious for the Town to
share information such as this with them so they would be in a position
to assist the Town, especially at the Wando Welch Long Point Road
area. This would be a perfect area for the Charleston Metro Chamber to
assist the Town with finding new businesses, which is part of their job.

Ms. Farrell stated that Mr. Chapman attended one of the meetings at the
Chamber where Planning assisted. She stated that staff will be going
next week to present this to get this information out to them.
Mr. Iacofano asked where the funding for marketing comes from
Ms. Farrell stated that there are monies identified within the proposed
budget.
Ms. Hyatt stated that she was excited how everything is coming
together. She would feel comfortable forwarding this to full council.
Mr. Chapman moved that Committee submit the whole plan for
adoption by Council at the next meeting; seconded by Mr. Iacofano. All
present voted in favor.
