1. Call to order
Ms. Hyatt called the meeting to order at 3:00 p.m.
2. Approval of Minutes from the February 28, 2022 meeting
Mr. Chapman moved to approve the minutes, seconded by Mr.
Iacofano. Mr. Chapman stated there was a slight scriveners error
that has been provided to the Clerk. All present voted in favor of
approving the minutes.
3. Public Comments
Jenitza Laguna, 1179 Camelia Drive – Ms. Laguna stated she is
here to discuss short term rentals. She said she has been
operating a short term rental for two years and she would like to
request a change in policy to increase the occupancy from three to
four renters in an accessory dwelling unit, provided there are two
bedrooms. She said they would like to accommodate families and
the average family size is four people.
4. Continued discussion of economic development strategy
implementation
a.Discussion and possible action related to the Towns
property on Faison Road
Mr. DeMoura said after discussions the purpose of this item on
the agenda is to see if there is a course that Committee and
ultimately Council would like to take with regard to the property.
There has been interest lately, and what we have noticed on the
staff side is that if there is a prospect Council may be interested
in, there is a lot to be done on the staff end to have it ready if the
desire is to act quickly. Mr. DeMoura said he thought it made
sense to bring the item up to see if there is still interest in this
property for economic development, or perhaps another use.
Mr. DeMoura showed the below slides that were prepared for the
Council retreat that showed two different scenarios of the
placement of parking and sites on the property.
Mr. DeMoura stated as it stands today there are roughly thirty-
three acres of developable property, and we believe that without
a wetlands permit extension by the end of 2025, the number of
developable land will drastically change to just under four acres.
Mr. Iacofano asked about the area that showed open space. Mr.
DeMoura said this is a rendering from the Engineering and
Design Services Department and he would invite up Mr. Kevin
Mitchell to answer Mr. Iacofanos questions.
Mr. Mitchell stated these are scaled concept drawings, one
showing a campus style with open area with the buildings more
toward the perimeter with the focus more toward the center of
the property. He stated the green is the wetland that we do not
have a permit to fill. He stated the other drawing is more of a
traditional cookie-cutter square-type subdivision. He said the
purpose was to show two different looks for what the potential is
for the property.
Mr. Iacofano asked what the opportunity would be for the Town
to do a shorter-term land lease where the builder must build up
and fill, but the Town would maintain the property for the
citizens, but create the economic development that is needed in
the area.
Mr. DeMoura said it could be done but he would need to seek
expertise outside of the organization to do that. He stated it was
specified as a potential economic development site and the
consultants mentioned there were a couple of obstacles that
needed to be overcome. One was that the location is too far
from 526, and the other was the lack of hospitality amenities.
Mr. DeMoura said perhaps in the recruitment process those
challenges could be met. Mr. DeMoura said it is important that
Council defines exactly what is hoped to be achieved so that
staff can move forward perhaps to put forth an RFP or RFQ
telling the public what we would like to see, and then allow for
competitive bidding. He said at some point, there will likely be a
competitive process.
Ms. Hyatt said she would like to see this as one of our low
impact developments if there is a way to encourage it. She said
it would also help if we knew who was interested and what
direction to go with the layout. She said it is hard to design
anything if we do not know who wants to be there.
Mr. Iacofano said a motion could be made to do a study on what
would be the best use of the land and what impact it would have,
as well as having green space, with a mixture of hospitality and
business.
Mr. Chapman said he has heard that there are some
reservations from some Council Members about doing anything
on this property. He said as a Council Member who voted
against buying this property because it was out there for
economic development, he thinks we need to get some of our
money back somehow. He said until we get a consensus on
Council, to spend any more money doing plans or studies is not
in the best interest of the Town. He said if we want to make a
decision on what we do as an Economic Development
Committee, then we need to make a motion to get a Council
determination of what we want, whether it be economic
development or just an open space.
Mr. Iacofano moved to send this to full Council for direction,
seconded by Mr. Chapman. All present voted in favor.
5. Adjourn 3:12 pm
There being no further business, Ms. Hyatt adjourned the meeting
at 3:12 p.m.
