Members Present: Laura Hyatt, Chair; Howard Chapman; and John

1. Call to order
Ms. Hyatt called the meeting to order at 2:16 p.m.
2. Approval of Minutes from the April 4, 2022 meeting
Mr. Chapman moved for approval; seconded by Mr. Iacofano. All
present voted in favor.
3. Public Comments
[None]
4. Discussion regarding potential uses for Faison Road property
Ms. Hyatt stated that this is appearing on the agenda once again,
because it was discussed at the last Council meeting in order to find out
what other Council members recommended for the property. She said it
warranted more discussion.
Mr. Iacofano stated that he suggested having plans drawn up as far as
economic development, for the property. He said Councilman Chapman
also had some ideas for the property.
Mr. DeMoura stated that staff is able to pull together whatever Council
desires. What has been distributed, thanks to our engineers, is what the

property could look like with strictly an economic development use. He
said it would be refined over time based on needs.
He stated that staff has not created anything for each of the items listed.
He said staff wanted to know where Council stood in terms of coalescing
around a particular item. He said staff is on hold until they are directed.
Mr. Iacofano asked about lease ideas and what the land may be worth.
He said there was discussion regarding recreation uses as a lease,
economic development as a land lease and asked what the value of this
looks like.
Mr. DeMoura stated that there is no way he could respond and would
say that the value the Town would likely receive in a lease is dependent
upon the use. He said if the Town desires it to be a separate entity to
create athletic fields with a lease, the Town will never recover what was
spent for the land. He said if it is for other uses that are more profitable
such as economic development entities, this could catch what the Town
paid for the property. He said what is an option is to take the list that is
shown and put an RFQ out to the public and allow them to respond. He
said Council would be setting the parameters of what the Town would
consider as a use. This would allow the public to come back with a

proposal for the property. He said the public could show the Town what
they desire as a usage.
Mr. Iacofano stated that he is in favor of economic development.
Mr. DeMoura stated that what is missing is an entity that is created and
they have expertise in production of land and how to utilize the property.
He said if the parameters shown on the list were given to them, this
group of 2 to 4 people could better structure the RFQ in terms of what
the Town is looking for, because they are more knowledgeable of what
would be most profitable.
Mr. Chapman stated that at the Council Retreat, Mr. DeMoura brought
several drawings that Kevin Mitchell, Deputy Director of Engineering
Development Services, put together. He said until Committee receives a
defined response from Council as a whole, anything further that is done,
muddies the water. He said he voted against purchasing this property,
because Council did not have a definition of what they wanted on this
property. He said there needs to be a vote of at least 5 Council
members to do anything further. He said this needs to go to full Council
to determine if there is a desire to have this go out for proposal, or is the
vote to leave it as open space and wait to see what happens.
Mr. Chapman moved to recommend to Council to have a vote at the
next Council meeting with this information to determine whether or not
Council has the appetite to go forward with anything other than Open
Space and wetland preservation.
Mr. Iacofano asked if this meant Committee is asking Council if they
want any and all portions on the list or a mixture of the items on the list.
Mr. Chapman added that it is to make a decision.
Ms. Hyatt stated that regarding the mixture of uses, including space for
activities for teenagers, are there any similar projects development in
that area.
Mr. Iacofano seconded the motion. All present voted in favor.
