Members Present: Laura Hyatt, Chair; Howard Chapman; and John

Staff Present: Eric DeMoura, Town Administrator; and Lauren Sims,

1.Call to order
Ms. Hyatt called the meeting to order at 10:01 a.m.
2.Approval of Minutes from the May 2, 2022 meeting
Mr. Chapman moved for approval; seconded by Mr. Iacofano.
All present voted in favor.
3.Public Comments
[None]
4.Discussion and possible action regarding economic
development incentives
Ms. Sims stated that one of the key objectives of the Economic
Development Strategy was to update the Town Economic
Development Incentive Grant ordinance. She reviewed the
following presentation with Committee members:
Ms. Hyatt stated that she believes this will generate some new
businesses in Mount Pleasant.
Mr. Chapman stated that on item #4, he has been suggesting that
the Town improve on housing affordability and potentially looking at
one of the target clusters, which is land the Town purchased for
attainable housing. He said the Town needs to look at the potential
at that property and what could happen with attainable housing and
the potential for the extension of the Senior Center in the northern
area of the Town.
Mr. Chapman moved to accept the recommendations and move
forward with the potential for the next item on the agenda, to
include this in some type of a request for proposals on how to use
the property on Faison Road to meet some of these objectives;
seconded by Mr. Iacofano.
Mr. Iacofano stated that the Town has room for a business liaison
person and asked if this is a role the Town wishes to fill.
Mr. DeMoura stated that there is Business Advocacy/Business
Support and then there is Economic Development. He said with the
first, the Town is doing quite well. He said with Economic
Development, until there is sufficient momentum, he does not
believe this position needs to be filled. He provided some
examples. He added that he believes we are meeting our needs
currently.
Mr. Iacofano continued discussions with Mr. DeMoura and
Committee members regarding the role of the Charleston Regional
Development Alliance and Charleston County Economic
Development assisting in developing these properties.
Mr. DeMoura stated that the Town, as well as the Mayor are in
constant communication with CRDA and Charleston County
Economic Development. He stated that CRDA targets different
types of industries that may be suitable for the Town. He said it is a
combination of efforts with CRDA and Charleston County Economic
Development. He stated that Charleston County Economic
Development tends to be more localized and CRDA tends to be
more international.
All present voted in favor.
5.Update on Faison Road property
Mr. DeMoura provided the following presentation on this
property and stated that the Town plans to have the RFP the end of
this week or early next week.
Mr. DeMoura stated that a key component was narrowing in on a
location where a prospect could put a facility that they would need.
He said the document is in draft form and is being pulled together
and should be ready shortly. He stated that in the first illustration,
this is what the property looks like today. In the next slide, this is
what, through the use of the Towns environmental consultant, they
believe that if the Army Corps of Engineering is not extended
beyond 2025, what is illustrated is that the highest point of the
property is in the corner near Faison Road, which is the white
section with the black line. He is this would not be much of a
buildable location. He said I the 3rd slide, you will see the five (5)
acres that will be included in the RFP. He said the Town would also
like to ensure that whoever is successful in the bid, has a history to
be able to perform on a project such as this and to incorporate a
recommendation some use of the preserved area of 33 acres with
some possible walking trails. He would also like to see a financial
component of what their project could mean financially to the
citizens.
Mr. Chapman believes this fulfills what was in his previous motion
on the previous item. He suggested moving forward.

A. R-15-22. Request to amend the Central Mt. Pleasant PD,
Planned Development District Ordinance. Proposed is to
incorporate three abutting parcels into the PD, increasing the
acreage by 2.23- acres within the Mixed-Use Center Tract. The
three parcels requested to be incorporated are currently zoned
AB, Areawide Business in the HNB-VR-OD, Hungryneck—
Venning Road Overlay District.
Planning Commission recommended approval
B. Highway 17 North Retail Village. Request to approve an Impact
Assessment and Conceptual Plan for the properties located
3236 North Highway 17. Proposed Mixed-Use Development
consists of approximately 14.6 acres comprised of eight
parcels located on Highway 17 North (across from Lowes at
Oakland). All parcels are zoned AB, Areawide Business
District.
Planning Commission recommended approval
5. Continued discussion and possible action regarding proposed
amendments to the Town’s Short Term Rental Ordinance.
