1. Call to order
Ms. Hyatt called the meeting to order at 12:32 p.m.
2. Approval of Minutes from the July 5, 2022 meeting
Mr. Chapman moved for approval; seconded by Mr. Iacofano. All
present voted in favor.
3. Public Comments
[None]
4. Employee years of service recognition
Ms. Farrell and the Committee recognized Lauren Sims, for 10
years of service with the Town. She stated that it was bittersweet as Ms.
Sims would also be leaving the Town for a position elsewhere. She
stated that among many, many contributions to the Town, Ms. Sims took
on the role of Project Manager for the building of the new Town Hall.

5. Discussion on housing affordability with Darrell J. Davis,
Director of Charleston County Housing and Neighborhood
Revitalization
Mr. Davis stated that he would like to discuss the County’s Housing
Plan which covers more than just affordable housing. He stated that it is
a housing strategy for the entire County. He gave the following
presentation.

Mr. Davis stated that there is a great deal of discord around the County
regarding housing for the poor and public housing. He said they intend
to address housing at every level, however, anyone who works a 40
hour week deserves a decent, safe and affordable place to live. He said
if we can all get behind this one idea, much more progress will be made.
Mr. Iacofano asked what is considered affordable in Mount Pleasant.
Mr. Davis stated that 30% of income should go towards housing and
utilities. He said this is housing for what is earned.
Mr. Iacofano stated that he believes the Gregorie Ferry Homes are
approximately $270,000 per townhome.
Mr. Davis stated that the Town should look at their workforce; those who
are working as servers, Walmart workers, etc., that the Town depends
on and assist the Housing Authority to ensure they are able to work
somewhere close to where they live.
Committee members continued discussions with Mr. Davis on
housing.

6. Discussion of Faison Road requests for proposal (RFP)
submittals
Mr. DeMoura stated that he will review what was received and the
next steps. He said five submittals were received on the 26th of August
2022. Council had asked for economic development which was
identified by the Town’s latest Economic Development Strategy which
identifies target areas. He stated that Council asked for an economic
development proposal or workforce housing proposal, or some
combination thereof. He said this is what was received in the five
submittals. He stated that of the five submittals, three were strictly
workforce housing; one was strictly economic development; and one
submittal was a mix. He added that Town Council is the selection
committee. He stated that Council will convene as a selection committee
sometime this month to narrow the submittals to two or three and those
submittals will then come in and present.
Mr. Chapman stated that the Town has spent $6.5 million on this
property and needs to recover some of the costs.
Mr. Iacofano asked about height restrictions or if that was considered.
Mr. DeMoura stated that staff researched all restrictions, including
restrictions by the FAA and no restrictions were identified.
Committee members continued discussions regarding the Faison
Road property.
Mr. Iacofano made a motion for this item to go back to full Council
to look at increasing the land available to combine the economic
development and affordable housing with the possibility of continuing to
give more recreation space, as well. Mr. Chapman seconded the motion
for discussion.
Mr. Chapman does not believe this Committee is ready to send this back
to full Council and believes that these proposals should be scored and
then come up with what Council believes is the best proposal or
combination. He said that the proposal is in Council’s hands already to
rate and select one, two or none. He stated that Council needs to
coordinate a meeting or meetings to evaluate together.

Mr. Crosby asked what the timeline is to hire the new Economic
Development Director.
Mr. DeMoura stated that it would be 30 to 60 days. He stated that the
expertise of the individual who will be hired will be necessary for this
project. He explained the process of reviewing, scoring and selecting.
Then those selected would be given time to put together their
presentation. He stated that Town Council, if they choose, could have a
selected firm by November.
Mr. Iacofano withdrew his motion; Mr. Chapman withdrew his
second.
Mr. Iacofano moved this item for discussion in executive session at
the Town Council meeting on Tuesday, September 13, 2022.
Mr. Chapman suggested placing it on the Council agenda for discussion
and leaving it to the discretion of the Town Administrator and the Mayor.
Mr. Chapman seconded the motion to place it on the agenda.
All present voted in favor.
7. Discussion of environmental guidelines for land development
and economic development
Ms. Hyatt stated that this was discussed in the Flood Resiliency
Committee earlier today and was placed on here to see if there is an
interest in having some of these elements included when Faison Road is
developed.
Mr. Iacofano stated that there has been a great deal of discussion with
the Low Impact Development (LID) program. He said there was a study
done on business in Mount Pleasant and the Town was not very
favorable as a friendly place to do business. Mr. Iacofano stated that an
economic development plan was passed by Council; however, the
Town needs to be a friendly place to do businesses. He stated that the
plastic bag ordinance is mandatory and it is not doing a good job. He
said businesses are finding loopholes to use plastic bags. He said if the
Town educates businesses and asks for partnerships, this is where
there is a bigger buy-in. He continued discussions on the LID program
which adds to the quality of life. He asked Mr. Mitchell to show a slide
showing an additional half a floor going on to a building. He said height

and density is not a favorable phrase in Mount Pleasant, but when
affordable housing is discussed, it can be done the right way.
Mr. Iacofano asked Mr. Mitchell to show the slide of the original property,
which was used for the LID program.

Mr. Iacofano continued discussions regarding the different financial
investments/breakdowns into positive environmental impacts. He said
the LID program adds to the quality of life.
8. Discussion and possible action regarding a request from
Charleston County for an amendment to the joint county park
agreement
Mr. DeMoura stated that at the staff level, they would like to request
continuance of this item. He stated that there is information that staff
requires to make an appropriate recommendation to the Committee and
that information is not yet available.
Mr. Chapman moved to continue discussion on item #8 on the
agenda; seconded by Mr. Iacofano. All present voted in favor.

Code of Ordinances, pertaining to Short Term Rentals. Proposed is to
amend the ordinance to create two separate permits, one that is Part-
time and rents between 15 and 72 days per year, and one that is Full-
time and rents more than 72 days a year. Also proposed is to consider
a fee increase for those operating Full-time, as well as enhanced
parking requirements. Planning Commission recommended approval
C. Holliday Farms Impact Assessment/Conceptual Plan. Request to
approve Impact Assessment and associated Conceptual Plan for the

approximately 8.48-acre shopping center and gas station. Property is
