Members Present: Tom O’Rourke, Chair; Gary Santos, Kathy Landing, Joe Bustos
Staff Present: Eric DeMoura, Town Administrator; Marcy Cotov, Chief Financial Officer
Mr. O’Rourke called the meeting to order at 8:45 a.m.
1. Approval of Minutes from the May 6, 2019 meeting
Mr. Santos moved for approval of the minutes; motion seconded by Mr. Bustos. Motion carried
unanimously.
2. Public Comments
[None]
3. Presentation of the Certificate of Achievement for Excellence in Financial Reporting
Ms. Cotov asked Ms. Conkel and Mr. Edwards to come forward. She asked the Finance team to stand
and presented the following award to the Committee.

4. Discussion of and possible action on a potential referendum for open space
Mr. O’Rourke stated that he put this item on the Agenda. He wanted to see if this was something they
were interested in taking to Council.
There was discussion between the Committee and staff regarding possible action on a potential
referendum for open space.

Mr. Bustos made a motion for a referendum for open space to go to council for discussion; motion
seconded by Mr. Santos. Ms. Landing was opposed.
Motion carried 3-1.
5. Request from Thomas and Hutton Engineering to purchase Town property
Mr. DeMoura presented the following slide.

There was discussion between Committee and staff regarding the request from Thomas and Hutton
Engineering to purchase Town property.
Ms. Landing made a motion to grant the request to Thomas and Hutton to look into purchasing the
acre of land from the Town; motion seconded by Mr. Santos. Motion carried unanimously.
6. Discussion and possible action on the Mount Pleasant Waterfront Park pier extension project
Mr. O’Rourke made the motion at the last Town Council meeting to bring back this issue and discuss.
There was discussion between the Committee and staff.
Mr. Santos moved to go forward with the recommendation of Phase 2 with the expansion of the
pier; seconded by Mr. O’Rourke. Mr. Santos and Mr. O’Rourke voted in the affirmative, Ms. Landing
and Mr. Bustos voted in the negative.
Motion failed 2-2.
Ms. Landing moved to redirect TIF money funds to be used for the other phases of the project;
seconded by Mr. Bustos. Ms. Landing and Mr. Bustos voted in the affirmative; Mr. Santos and Mr.
O’Rourke voted in the negative.
Motion failed 2-2.
Agenda item will be taken to Town Council for consideration.
7. Request from The Harbor Entrepreneur Center for financial support
Mr. DeMoura summarized the following slide.

There was discussion between Committee and staff regarding The Harbor Entrepreneur Center
Funding Request.
Mr. Bustos moved to deny the request from The Harbor Entrepreneur Center for financial
support; motion seconded by Mr. Santos. Motion carried unanimously.

8. Discussion of and possible action to amend Chapter 38 of the Town procurement code to
allow for “pay as you go” financing.
Ms. Landing stated that she put this item on the Agenda and discussed the following slide.
