Members Present: Tom O’Rourke, Chair; Gary Santos,
Kathy Landing, Joe Bustos

Mr. O’Rourke called the meeting to order at 12:45 p.m.
1. Approval of Minutes from the July 1, 2019 meeting
Mr. Bustos moved for approval of the minutes; motion seconded by Mr.
Santos. All present voted in favor.
2. Public Comments
Pat Sullivan, 1002 Plantation Court – Ms. Sullivan stated that the new
museum is looking for $3 million from the Town of Mount Pleasant. She
is against it and believes it is not something the Town should be spending
money on. The Town cannot find money to go out and buy open space
land for the Town and other things that the Town does not have money
for. She stated the Town should not be giving money or fundraise for this
project.
Bynum Stokes, James Island –Mr. Stokes stated that he was present to
comment on paid parking. He manages Palmetto Parking and believes
the Town is on the right track. He stated it will bring in revenue and
improve the quality of life. He would be happy to make a presentation
for the Committee.

There was discussion between Mr. McQueeney, Committee Members,
and staff.
Ms. Landing moved to send this to Council with the recommendation
that we have $1.1 million, or if staff can calculate at $1.2 million, that can
be allocated based on rearranging TIF funds versus other projects that we
have that are TIF projects initially of which $400,000-$500,000 would be

available short term and the other $700,000 would not be until a little
later over the course of 2020.
Mr. Bustos suggested they tell Council that they want to support the $3
million over the next three years and task staff to come back to the
Finance Committee with how to connect the dots.
There was a discussion among the Committee Members.
Mr. O’Rourke stated that Mr. Bustos did not second Ms. Landings’
motion.
Ms. Landing withdrew her motion.
Mr. Bustos moved to recommend to Council to support $3 million over
three years and staff can work on the how to. Ms. Landing seconded the
motion. All present voted in favor.
Mr. Bustos made a second motion that they recommend to Council to
immediately contribute the $400,000 that is currently residing for this
project that we have. Ms. Landing seconded the motion. All present
voted in favor.
3. Discussion and potential action regarding CARTA FY19-20 proposed
budget
Mr. DeMoura stated that it is a requirement that participating
municipalities approve the CARTA budget, and CARTA presented the
Town with their Budget plan. They had planned to be at the meeting to
present the plan, but there were scheduling conflicts and they could not
attend. Mr. DeMoura wanted to keep the item on the Agenda so that the
Committee could see what they are looking for, in terms of revenues and
expenditures. CARTA will be in front of Council at the next meeting to
request budget approval. Mr. DeMoura presented the following slide.

4. Discussion and potential action regarding parking meters at
Memorial Waterfront Park
Ms. Cotov introduced Trent Pagliarini, Budget Intern, who presented
the following slides.

There was discussion between Committee Members and staff.
Mr. Santos made a motion to approve the parking kiosk as described
by the Town Administrator. There was lack of a second. Motion fails.
5. Approval of Mount Pleasant Waterworks State Revolving Fund series
ordinance authorizing a water and sewer system parity bond evidencing

a loan from the Water Quality Revolving Fund Authority to the Town for
sewer improvements
Ms. Cotov presented the following slide.
Mr. Bustos moved for recommending approval of full Council; motion
seconded by Ms. Landing. All present voted in favor.
6. Review of Economic Indicators

5. Review and potential action regarding a proposed Development
Agreement for Patriots Annex
6. Referred from Town Council back to Planning Committee
a. An Ordinance to amend Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances by adding a new section entitled Short
Term Rentals. The purpose of this new section is to define and
regulate the use of residential units as short term rentals in order to
protect the integrity and character of the Town’s existing
neighborhood, as well as the health and safety of occupants of Short
Term Rental Units. (Ord. No. 19048)
b. An Ordinance to amend Chapter 156 of the Mount Pleasant Code of
Ordinances by adding language in Section 156.225(E) to allow
payment into the Tree Bank in lieu of planting when the amount
cannot be adequately accommodated on site. (Ord. No. 19051)
c. An Ordinance to amend the Town of Mount Pleasant Comprehensive
Plan 2009-2019 (2014 Update) Future Land Use Map pertaining to an
approximately 1.84 acre tract of land comprised of three parcels,
located at 1729 Halls Pond Road and 1740 and 1724 LaCannon Lane
and depicted on a plat recorded by the Charleston County ROD
Office in Plat Book S19, Page 0029 and Book W, Page 145, by
changing the land use recommendation from Community
Conservation to Commercial. (Ord. No. 19021)
7. Continued discussion of building heights in the Johnnie Dodds and
Chuck Dawley portions of the Boulevard Overlay District
8. Adoption: A Resolution providing for the addition of 125 Pitt Street to
the List of Historic Properties and Structures located in the Old Village
