TOWN OF MOUNT PLEASANT, SOUTH CAROLINA FINANCE COMMITTEE Monday, May 2, 2022 Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 Minutes Members Present: Jake Rambo, Chairman; Howard Chapman, Gary Santos Brenda Corley Staff Present: Eric DeMoura, Marcy Cotov 1. Mr. Rambo called the meeting to order at 9:38 a.m. 2. Approval of Minutes from the April 4, 2022 meeting Mr. Santos moved to approve; seconded by Ms. Corley. All present voted in favor. 3. Public Comments Howard Chapman – 824 Natchez Circle – A check was given to former Council member, Thomasena Stokes-Marshall in the amount of $25,000. Mr. Chapman received an email from Ms. Stokes-Marshall asking if the money could be used to create a Foundation for the Senior Center in her name. Mr. Chapman will also bring this item to the Recreation Committee. Lauren Collar, 309 Hobcaw Point – Ms. Collar stated that she was the Hobcaw Point representative asking for the Committee to provide funds for a study for the underground powerlines. She stated they lose power often. Fred Fabian, 202 Molasses Lane - Mr. Fabian presented the following handout and asked for consideration to fund this study for underground powerlines. Beth Clifton, 1025 Cliffwood Dr. – Ms. Clifton stated that we are running out of time, and the study needs to be done before all the trees are cut down. Ann Whittemore, 986 Lakeview Drive – Ms. Whittemore stated that she has a beautiful live oak in front of her house and is requesting any help the Town can give. Linda Balzac, 422 Hobcaw Dr. – Ms. Balzac stated that she is the President of the Homeowners’ Association and has been for ten years. She asked the Town to move the mission along and stated that the older neighborhoods like the Groves and Hobcaw have the most beautiful trees around and wants to keep them. Lee German,1020 Tall Pine Road - Mr. German stated that we need to consider the power lines, poles, and cable companies. They lose power a lot and asked if we could please push this along. Rachel Isaac, 178 Hobcaw Drive – Ms. Isaac stated that there are possible health side effects for above line power lines. She stated that no definitive study has proved it, but there are possible risks. She also stated that property values are lower with above ground lines. Jane Deierlein, 1018 Lakeview Drive – Ms. Deierlein stated that she wanted the feasibility study directed at directional drilling and not open trench. She stated that it is more expensive, but she is afraid Dominion will do open trench if the study goes through. Caitlin Hammer, 1002 Lakeview Drive. Ms. Hammer supports the feasibility study to protect their live oaks. She stated that she would like the Town to work with Dominion for alternatives. Finance Committee May 2, 2022 Page 4 4. Discussion and possible action regarding funding Feasibility Studies for the undergrounding of powerlines in neighborhoods Mr. Santos moved to ask staff to participate in funding a feasibility study for the undergrounding of powerlines in neighborhoods as mentioned by our citizens (Hobcaw and The Groves); seconded by Mr. Chapman. There was discussion between Committee and staff. Ms. Cotov presented the following slides. There was discussion between committee and staff.
