TOWN OF MOUNT PLEASANT, SOUTH CAROLINA FIRE COMMITTEE Monday, July 2, 2018 Municipal Complex, Committee Meeting Room, 3rd Floor MINUTES Members Present: Bob Brimmer, Chair; Jim Owens, Tom O’Rourke, Kevin Cunnane Staff Present: Eric DeMoura, Fire Chief Mike Mixon Mr. Brimmer called the meeting to order at 1:23 pm. 1. Approval of Minutes from the April 30, 2018 meeting Mr. Owens moved for approval of the minutes; motion seconded by Mr. O’Rourke. Motion carried unanimously. 2. Public Comments There were no Public Comments. 3. Overview regarding Emergency Management Projects, initiatives, and general operations Amanda Knight, Town of Mount Pleasant’s Emergency Manager gave an Emergency Management Update presentation. Discussion regarding interagency agreement with Awendaw Fire District Chief Mike Mixon of the Mount Pleasant Fire Department (MPFD) explained to the Fire Committee that this agreement had evolved since the last update. The proposed plan will be an Automatic Aid Agreement with Awendaw. Awendaw’s Engine 905 would be moved farther north to consolidate their units and MPFD would provide automatic aid somewhere south of Wando High School; the line has not been established yet. Chief Mixon said that during the future rebuild of Station 4, MPFD may potentially use the Awendaw Fire Station at the Isle of Palms Connector to house a fire engine and firefighters. Mr. Brimmer asked if there was any discussion. Mr. Cunnane made a motion that would allow Chief Mixon to move forward with the agreement; motion seconded by Mr. Owens. Mr. Cunnane began the Committee’s discussion by stating that the closest unit to the fire should be the unit that responds first. Mr. Cunnane also recognized the benefit of using Awendaw’s Fire Station 5 during MPFD Station 4 being rebuilt. He questioned what apparatus would be housed there. Chief Mixon responded that the Rescue 504 would not fit, so a smaller engine might be considered. Mr. Cunnane stated he was in favor of placing a Fire Engine at that location. Mr. Brimmer inquired to the length of time it would take to build Station 4. Chief Mixon replied it would probably be 18 to 24 months. Mr. Cunnane inquired if the Fire Committee would see specifications before the station is build. Mr. DeMoura affirmed that once the design process is about 30 percent complete, it will be shared with the Fire Committee and again at the 60 percent design process completion date. Mr. Owens stated that he hoped that lessons learned from the building of Station 6 would be incorporated into the building of Station 4. Chief Mixon stated that the project manager, Chief Troy Thomas, had also been an associate project manager of Station 6 and was very aware of the problems and pitfalls that occurred there. With no more discussion on the item, Mr. Brimmer called for a vote. Motion carried unanimously. Fire Committee Minutes July 2, 2018 Page 10 of 27 5. Presentation of the 2017 Annual Report Chief Mixon gave a presentation of the newly designed Fire Department Annual Report. He stated that previously, the report was a technical document with a lot of wording. The goal of the new Annual Report was to create something that was interesting and easily digestible for the community. The report will be sent for print next week, but a copy would be e-mailed to the Fire Committee now. Chief Mixon expressed his gratitude to Marquel Coaxum for his vision and expertise in helping to create the Annual Report. Mr. Cunnane questioned whether the actual road miles and times were being tracked in responses to incidents. Chief Mixon explained that response times would be shown in the Annual Compliance Report in July. Mr. Cunnane stated that considering the Fire Department’s light staffing, he would like to see how Fire Committee Minutes July 2, 2018 Page 26 of 27 long it takes to get a firefighting force in front of a building instead of response time being stopped when the first truck arrives. Chief Mixon explained that this information is included in the Effect Response Force. Mr. Cunnane proceeded to inquire as to the crew sizes that responded to a recent fire. Chief Mixon stated that the first truck that arrived, had minimum staffing, which was three firefighters instead of four firefighters. Mr. Brimmer asked that the Fire Committee members have that report made available to them. Chief Mixon affirmed that they would have access to it. 6. Update on the strategic planning process 7.
