1. Call to order
Mayor Haynie called the meeting to order at 10:30 a.m.
2. Approval of minutes from the May 4, 2020 meeting
Ms. Landing moved to approve the minutes, seconded by Mr. O’Rourke.
Mr. Chapman moved to amend the May 4, 2020 minutes to show that he
had an excused absence for military duty. Mr. O’Rourke seconded the
motion. All present voted in favor of the amendment.
Mayor Haynie called for a vote to approve the minutes as amended. Mayor
Haynie, Ms. Landing and Mr. O’Rourke voted in favor. Mr. Chapman
abstained. The motion carried by a vote of 3-0-1.
3. Public Comments
Gene Jamme, 674 Ferry Street, expressed her concerns with recent
flooding near her home and asked that mandatory inspections be required
for water runoff drainage plans in residential areas.

4. Discussion of interim flood mitigation measures (to include
but not limited to impervious surface limits, greenscaping, and
property purchases for the purpose of water retention)
Interim Flood Mitigation Measures Presentation
Mayor Haynie stated there are problem areas within the Town that are
waiting on the big fix. He added that some of these projects are still in
design phase and some are waiting on funding. He added that this
discussion is to find ways to help mitigate these issues in the interim
Kevin Mitchell, Planning Department Town Engineer, presented slides
on flood mitigation.
Mr. Mitchell handed his presentation over to Mrs. Hillary Repik, Stormwater
Division Chief.
Mrs. Repik presented on the process of flood mitigation after plans are
reviewed.
Mayor Haynie asked the difference between structural and nuisance
flooding in regard to the Old Village Drainage Project study.
Mrs. Repik stated that that nuisance flooding is ponding water in
roadways and yards whereas structural flooding would be water in houses,
garages, or anything with a structure.
Mayor Haynie asked if the state would need to check off the Towns
final design for the Old Village Drainage Study since it is on state
infrastructure.
Mrs. Repik stated that the state would issue the Town an encroachment
permit as well as part of the plan review that Mr. Mitchell discussed earlier
in the presentation. She added that the Town and other agencies would
need to sign off on the design as well.
Mr. Haynie asked if the Town foresees any issues once it is time for the
state to sign off on the design.

Mrs. Repik answered in the negative. She added that the discussion would
then turn to whom would maintain the roadway in the future.
Mrs. Repik turned the presentation over to Amanda Knight, Emergency
Manager.
Ms. Knight presented and discussed with Committee the funding
update for Old Village and Hobcaw.
The Committee and staff had discussions on interim flood mitigation
measures.
5. Status update with regard to Old Village stormwater drainage
project
Old Village Stormwater Drainage Project update Presentation
Jody Peele, Director of Public Services, stated that Hillary Aton with
Thomas & Hutton will be presenting the status update with regard to the
Old Village stormwater drainage project.
Mrs. Aton presented an update on the Royall Avenue and Edwards
Park basin designs.
Mayor Haynie asked if there was any rainwater needing to be pumped
during Isaias.
Mr. Peele stated that the system at Edwards Park turns on automatically
and assumes it was pumping water but cannot confirm that since we did
not have any individuals watching the pump station during the event. Mr.
Peele added that the Town did pump water on Freeman Street.
Mrs. Aton concluded her presentation.
The Committee and staff discussed actions needed for the Old Village
stormwater drainage project.

e. Zoning Ordinance Text Amendment. Proposal to amend
Sections 156.151 and 156.162 of Chapter 156, Zoning Code, of

definition of a SIGN, and the measurement of area and the
treatment of Temporary Signs in public road right of ways.
8. Zoning Code & Land Development Regulations Assessment:
Presentation by consultants reporting results and
recommendations of the Development Codes Technical
Evaluation. This is Phase 1 of a complete update of the Town’s
zoning and subdivision regulations.
9. Planning Commission report and recommendations regarding the
potential treatment of nonconforming properties.
10. Status Report on Applications to Serve on the Settlement
Communities Task Force
11. Discussion and possible action to consider allowing temporary
structures such as tents or trailers through an emergency
ordinance for schools and churches in order to allow for greater
social distancing
