1. Call to order
Ms. Corley called the meeting to order at 12:45 p.m.
2. Approval of Minutes from the August 5, 2019 meeting
Ms. Landing moved for approval; seconded by Ms. Whitley. All present
voted in favor
3. Public Comments

4. Review and possible action with regard to Human Resource
Guidelines
Mr. DeMoura stated that as laws change, the Town’s Human Resources
Guidelines change. He added that there is a list of items that require the
attention of this Committee, which are then recommended to full Council
for approval.
Meghan Kelly, Human Resource Director, reviewed the changes to the
Human Resource Guidelines with Committee members.

Ms. Landing thanked staff for putting this information together. She said
as of February, we have had the lowest unemployment in the country.
She added that COVID has changed all this, and although COVID is
temporary and may stay around, the community will change how they

deal with it. She said since increases had to be postponed, this is a
great way to show employees that Council appreciates them and are
attempting to be sensitive to many of the situations that people are faced
with.
Ms. Whitley moved to send this to full Council for adoption by
resolution; seconded by Ms. Landing. All present voted in favor.

e. Zoning Ordinance Text Amendment. Proposal to amend
Sections 156.151 and 156.162 of Chapter 156, Zoning Code, of
the Mount Pleasant Code of Ordinances pertaining to the
definition of a SIGN, and the measurement of area and the
treatment of Temporary Signs in public road right of ways.
8. Zoning Code & Land Development Regulations Assessment:
Presentation by consultants reporting results and
recommendations of the Development Codes Technical
Evaluation. This is Phase 1 of a complete update of the Town’s
zoning and subdivision regulations.
9. Planning Commission report and recommendations regarding the
potential treatment of nonconforming properties.
10. Status Report on Applications to Serve on the Settlement
Communities Task Force
11. Discussion and possible action to consider allowing temporary
structures such as tents or trailers through an emergency
ordinance for schools and churches in order to allow for greater
social distancing
