TOWN OF MOUNT PLEASANT, SOUTH CAROLINA FLOOD RESILIENCE COMMITTEE Monday, October 5, 2020 12:15 p.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 Minutes Members Present: Mayor Haynie, Chair, Howard Chapman, Kathy Landing, Tom O’Rourke Staff Present: Eric DeMoura, Amanda Knight, Marcy Cotov 1. Call to order Mayor Haynie called the meeting to order at 12:15 p.m. 2. Approval of Minutes from the August 31, 2020 meeting Mr. Chapman moved to approve the August 31,2020 minutes. Mrs. Landing seconded. All were in favor. 3. Public Comments None. 4. Discussion of next steps to funding drainage improvements in light of the millage rate approved by Council Mayor Haynie discussed with staff and committee what the next steps are in translating the millage rate change to fixing drainage. Committee and staff discussed funding sources for the Old Village Drainage Project. Rick Karkowski, Thomas & Hutton, discussed with committee and staff the status of the Royall Avenue Basin Design and Edwards Park Design. Committee and staff continued discussing funding for the construction of the project. Committee and staff discussed the status of its grant applications and the consultant looking over the grants for the Town. 5. Discussion of tiered rate stormwater fees Committee and staff discussed the status of the tiered rates for stormwater fees. 6. Discussion regarding the potential purchase through voluntary sale of flood prone properties Committee and staff discussed the potential purchase through voluntary sale of flood prone properties. Rick Karkowski discussed with committee the benefits and drawbacks of purchasing properties in flood prone areas. 7.
