SEPTEMBER 17, 2024
MINUTES
Staff Report
Present: David Quick, Chair, Susan Johnson, Andrea Martin, Lia Colabello,
Jim Westerhold, Olivia Flynn, Mary Conley, Jaclyn Busching.
Absent: Rachel Honderd.
Staff: Liz Boyles, Chris Lubert, Brad Morrison, Marissa Noble, Shannon
Whitehead, Jillian Adams, Lynnette Lynes
Mr. Quick called the meeting to order at 3:01 pm.
A. Approval of Agenda
Ms. Flynn moved for approval of the agenda. Ms. Conley seconded the motion. All
in favor.
B. Approval of August Minutes
Ms. Martin moved for approval of the minutes. Ms. Johnson seconded the motion.
All in favor.
C. Public Comment
Ms. Lisa Schniptke, 185 Mossy Oak Way, spoke regarding increasing green
space in the Town. She stated that she is grateful for the Low Impact Development
(LID) program and suggested that publishing more information on the initiatives,
would be beneficial.
There being no further comments, Mr. Quick closed public comment and continued
with the agenda.
D. Tropical Storm Debby Impacts
Ms. Marissa Noble reviewed the impacts from Tropical Storm Debby with the
Commission.

E. Canopy Restoration Program Criteria
Mr. Lubert reviewed the program criteria with the Commission.
The Commission discussed the criteria and if any changes should be considered
before moving forward with implementation.
Mr. Westerhold moved for approval of the location selection criteria as
presented. Ms. Johnson seconded the motion. All in favor.
F. Comprehensive Plan Review
Ms. Boyles reviewed the draft Comprehensive Plan update with the
Commission.
Ms. Colabello left at this time (4:10 pm).
Ms. Boyles asked that any additional comments be submitted prior to the next
meeting so they can be incorporated.
G. Beneath the Oaks Lowcountry Symposium Discussion
Ms. Boyles asked if the Commission was interested in participating in the
symposium event on October 10th.
Ms. Conly moved for approval to participate in the Symposium. Ms. Martin
seconded the motion. All if favor.
H. Updates
Mr. Lubert reviewed the updates with the Commission.
Mr. Quick suggested that a discussion on use of franchise fees for
undergrounding powerlines should be included on next month’s agenda. He also
suggested that there be discussion on lot coverage and impervious surface ratios.

Mr. Lubert stated that this issue will be discussed at the October Flood Resilience
Committee meeting as well. Ms. Boyles suggested waiting to see how it is handled
by Town Council.
There being no further business, the meeting adjourned at 4:45 pm.
